Prime Minister of Vietnam calls on the President

His Excellency Mr Nguyen Xuan Phuc, the Prime Minister of Vietnam, called on the President of India, Shri Ram Nath Kovind, at Rashtrapati Bhavan today (January 24, 2018).

Welcoming the Vietnamese Prime Minister to India, the President said that India is delighted to host him as a guest of honour at the Republic Day celebrations. India is also celebrating 25 years of its partnership with ASEAN. This makes his presence even more special.

The President said that Vietnam is a preferred partner for India in ASEAN. Our economic engagement has witnessed a remarkable growth. We need to redouble our efforts to reach the target of US $ 15 billion in bilateral trade by 2020. He stated that India remains committed to encouraging its industry to explore investment opportunities in Vietnam in pharma, solar, education and other sectors. We also need to enhance cooperation in the oil and gas sector, including through trilateral cooperation with friendly countries.

The President said that India-Vietnam relations are on an upward curve. Last year, we have celebrated ‘Year of Friendship’ to mark our warm and close ties. He thanked the Vietnamese Prime Minister for Vietnam’s support for India at various multilateral fora and expressed hope that this visit will give further boost to India-Vietnam relations.

PM presents National Bravery Awards

The Prime Minister, Shri Narendra Modi, today presented the National Bravery Awards to 18 children. Three of these awards were presented posthumously.

Interacting with the awardees, the Prime Minister said their deeds of bravery are discussed extensively, and also highlighted by the media. Therefore, he added, they inspire other children, and often engender a sense of self-confidence among other children.

The Prime Minister remarked that most of the awardees are from rural and humble backgrounds. He said that perhaps their daily struggles had helped instil resilience in them, to deal courageously in adverse situations.

The Prime Minister congratulated all the award winners, their parents and schoolteachers. He also appreciated those, who recorded their instances of bravery, and helped draw attention to them.

Shri Narendra Modi said that after such recognition, future expectations from the awardees become higher than usual. He wished them well in their future endeavours.

The Minister for Women and Child Development, Smt Maneka Gandhi, was present on the occasion.

Grant of Presidential Award of Appreciation Certificate to 44 Officials of the Customs & Central Excise on the Eve of Republic Day, 2018

Every year, the officers and staff of the Central Board of Excise & Customs (CBEC) Department are considered for grant of Presidential Award of Appreciation Certificate for ‘exceptionally meritorious service rendered at the risk of life’ and for Presidential Award of Appreciation Certificate for ‘specially distinguished record of service’ on their achieving and maintaining excellence in the discharge of their duties. These awards are announced on the eve of Republic Day.

This year, 44 officials have been selected for grant of Presidential Award of Appreciation Certificate for ‘Specially distinguished record of service’.

These Awardees have been selected on the basis of their exemplary and flawless performance in their respective field of services over the years. The awardees selected this year include the officers and staff working as Principal Commissioners/ Commissioners, Directors/Additional Directors/Additional Commissioners, Deputy/Assistant Commissioners, Superintendents/SIOs, Sr. Private Secretary/ Private Secretary, Inspectors/IOs, Drivers who have been consistently and fully committed to the Department in various fields.

The Awardees’ performance in various fields includes the prevention of smuggling of contrabands and Narcotics Drugs, detection of tax evasion and trade based money laundering, detection of foreign exchange violations by booking / arresting the offenders and seizing the smuggled goods upgradation of anti-smuggling equipment and streamlining enforcement procedures etc. in the department. Besides, many awardees have shown their brilliance and given laudable performance in other fields as varied as tax policy, revenue mobilization, development of software for automation of Customs, Central Excise/Tax & CGST formations, reducing litigations and dispute resolution, effective defence of cases in the Tribunals and High Courts, capacity building and training, as well as skillful handling of administrative work.

795 Police Officers get Republic Day Police Medals

A total of 795 Police personnel have been awarded Medals on the occasion of the Republic Day this year. Police Medals for Gallantry (PMG) have been awarded to 107 personnel, President’s Police Medals for Distinguished Service to 75 personnel and Police Medal for Meritorious Service to 613 personnel.

Among the 107 Gallantry Awards, 66 are from J&K theatre, 35 from the areas affected by Left Wing Extremism and three from the North-East Region. Among the personnel receiving Gallantry Awards, 38 are from J&K Police, 35 from CRPF and 10 from Chhattisgarh. This year five Officers from the Indian Police Service will receive the Police Medal for Gallantry.

Tighter norms have been used to select awardees for the President’s Police Medals for Distinguished Service and Police Medal for Meritorious Service this year.

2. Jeevan Raksha Padak series of awards are given to a person for meritorious act of humane nature in saving the life of a person. The award is given in three categories, namely, Sarvottam Jeevan Raksha Padak, Uttam Jeevan Raksha Padak and Jeevan Raksha Padak. Persons of either sex in all walks of life are eligible for these awards. The award can also be conferred posthumously.



3. The decoration of the award (medal, certificate signed by the Home Minister and lump sum monetary allowance) is presented to the awardee in due course by the respective State Government to which the awardee belongs.

‘BHARAT PARV’ being organized from 26th to 31st January, 2018 at Red Fort, Delhi

The ‘Bharat Parv’ event is being organized by the Government of India at the Red Fort, Delhi from 26th to 31st January, 2018 as part of the Republic Day 2018 celebrations. The prime objective of organizing the event is to generate a patriotic mood, promote the rich cultural diversity of the country and to ensure wider participation of the general public.

The Ministry of Tourism has been designated as the nodal Ministry for the event, the highlights of which include Display of Republic Day Parade Tableaux, Performances by the Armed Forces Bands (Static as well as dynamic), a Multi-Cuisine Food Court, Craft Mela, Cultural Performances from different regions of the country and Photo Exhibition by the Directorate of Advertising and Visual Publicity (DAVP).

The Cultural Performances include choreographed Fork/ Tribal Dances and Music arranged through the North Zonal Cultural Centre as well as performances by cultural troupes from the different States / UTs of the country. The Food Court will have stalls set up by the States/ UTs, National Association of Street Vendors of India (NASVI) showcasing street food from different regions as well as by the Institutes of Hotel Managements and ITDC.

The Craft Mela with 50 stalls will showcase the diverse handicrafts of the country, arranged by the State Governments and Ministry of Textiles through the office of the Development Commissioner of Handicrafts. There will be Theme State Pavilions where each State would showcase their strengths along with tourism products. DAVP is also setting up an exhibition on the theme “Naya Bharat Hum Karke Rahenge”. A live ‘Cookery Demonstration Area’ is being set up in the food court to promote cuisines of different States of India.

The Bharat Parv event will be inaugurated at 5.00 pm on 26th January, 2018 and would be open for public till 10.00 pm. From 27th to 31st January, 2018, the event will be open from 12 Noon to 10.00 pm. The event is open for public and entry is free. However, identity proof is to be carried for entry to the event.

  1. Greetings to all of you on the eve of our 69th Republic Day. This is a day for all of us to celebrate and honour our nation and our sovereignty. This is a day to remember with gratitude the enormous efforts and sacrifices of millions of freedom fighters whose blood and sweat gave us Independence and created our Republic. Above all, this is a day to cherish our republican values.


  1. A Republic is its people. Citizens do not just make up and preserve a Republic; they are its ultimate stakeholders and in fact pillars. Each one of us is a pillar – the soldier who defends our Republic; the farmer who feeds our Republic; the forces that keep our Republic safe; the mother who nurtures our Republic; the doctor who heals our Republic; the nurse who tends to our Republic; the sanitation worker who makes our Republic cleaner and hygienic; the teacher who educates our Republic; the scientist who innovates for our Republic; the missile technologist who puts our Republic on a new trajectory; the wise tribal who conserves the ecology of our Republic; the engineer who re-imagines our Republic; the construction worker who builds our Republic; senior citizens who can look back with pride at how far they have brought our Republic; the youth in whom lie the energy, hopes and future of our Republic; and our dear children, who dream for our Republic.


  1. There are so many more who contribute to our Republic in diverse ways and whom I may have missed mentioning. Happy Republic Day to all of you.


  1. India became a Republic on January 26, 1950. This was the second major milestone in our nation building process. Independence had come a little over two years earlier. But it was with the framing and adoption of the Constitution – and the birth of the Republic of India – that we truly achieved the ethic of equality among all citizens, irrespective of religion, region or community. This ethic of equality complemented the liberty that had come at Independence. And a third principle also defined both the cooperative efforts at creating our Republic as well as the India that we wished to be. This was the principle of fraternity.


  1. Independence had come after a great struggle in which millions had participated. They gave their all; many gave their lives. Inspired and led by Mahatma Gandhi, the men and women who took us to freedom could have rested on the gaining of Independence. They could have let down their guard, and remained satisfied with political freedom. But they did not rest. Instead, they re-doubled their efforts. They immersed themselves in the process of writing a Constitution. They saw the Constitution not just as a basic law for a new nation, but as a scripture for social transformation.


  1. Our Constitution framers were men and women with great foresight. They understood the majesty of the rule of law, and of rule by laws. They represented an important phase in our national life. We are fortunate to have inherited its legacy in the form of the Constitution and the Republic.


FELLOW CITIZENS

  1. The lessons from that formative period, the period that gave shape to our Republic, serve us well to this day. They serve us well in whatever we do, wherever we work, whichever goal we aim for. These lessons continue to spur our nation building project. Nation building is a grand project. But it is also the compilation of a million – rather, a billion – smaller projects, each as sacred as the other. Nation building is also about building a family, building a neighbourhood, building a community, building an enterprise, building an institution. And building society.


  • A happy and equal-opportunity nation is built by happy and equal-opportunity families and communities. Families where girls have the same rights and the same access to education and healthcare as boys. Governments can bring in policies and laws to ensure justice to women – but these policies and laws can only be made effective by families and communities that must hear the voices of our daughters. We cannot shut our ears to their urgings for change.


  • A confident and forward-looking nation is built by confident and forward-looking young people. Over 60 per cent of our fellow citizens are below the age of 35. It is in them that our hopes lie. We have made strides in spreading literacy; now we must expand the frontiers of education and of knowledge. Our aspiration must be to reform, upgrade and enlarge our education system – and to make it relevant to 21st century realities of the digital economy, genomics, robotics and automation.


Many programmes and initiatives have been launched to equip our youth with the education and skills to compete in a globalised world. Sizeable resources have been set aside for these programmes. It is for our talented young people to make the most of these opportunities.



  • An innovative nation is built by innovative children. This must be our obsessive goal. Our schooling system has to encourage our children to think and to tinker, not just to memorise and reproduce. We have made strides in tackling hunger, but the challenge of malnutrition and of bringing the right micronutrients to the plate of every child is still there. This is important for both physical and cognitive development of our children – and for the future of our country. We simply have to invest in our human capital.


  • A civic-minded nation is built by civic-minded neighbourhoods, whether in our cities or our villages. Where we respect the next-door person’s space, privacy and rights. Where we do not inconvenience our neighbours – while celebrating a festival or while resorting to a protest or on any other occasion. Where one can disagree with another viewpoint – or even with a historical context - without mocking a fellow citizen’s dignity and personal space. This is fraternity in action.


  • A nation with a sense of selflessness is built by citizens and by a society that embraces selflessness. Where voluntary groups clean public places such as beaches and rivers. And care for orphaned children and homeless people, and even for homeless animals. Where we donate blood or a body organ to help a fellow citizen who may be a stranger to us. Where idealistic individuals travel to remote places to teach children, and change their lives with the magic of education. They do so not because anybody has asked them to, but because of a call from within.


Where a better-off family voluntarily gives up an entitlement – it could be subsidised LPG today and some other entitlement tomorrow – so that another family, which has a greater need, can avail it. Let us all collate our privileges and entitlements. And then look at less-privileged members of a similar background, those who are starting off from where we once started off. And let each of us introspect and ask: Is his need or her need greater than mine? The spirit of philanthropy and of giving is part of our age-old culture. Let us renew it.



  • A culturally vibrant nation is built by a collective will that cherishes and preserves cultural traditions, art forms and handicrafts. Whether these be folk theatre artistes, traditional musicians, weavers and handloom workers, or those whose families have been hand-making marvellous wooden toys for centuries. Or day-to-day articles made of bamboo.


  • A disciplined and morally upright nation is built by disciplined and morally upright institutions. Institutions that respect their fraternal relationship with other institutions. Institutions that maintain the integrity, discipline and limits of their functioning, without compromising on excellence. Institutions that are always more important than the individuals located there. And institutions where the holders and members make every attempt to live up to the office they occupy as trustees of the people.


  1. And of course the highest stage of India’s nation building project is to contribute to building a better world – a composite and cohesive world, a world at peace with itself and at peace with nature. This is the ideal of Vasudhaiva Kutumbakam – of the World being One Family. It is an ideal that may sound impractical in today’s times of tensions and of terrorism. But it is an ideal that has inspired India for thousands of years – and that ideal can be felt in the very texture of our constitutional values. The principles of compassion, of assisting those in need, of building capacities of our neighbours, or even of those further away, underpin our society. These are the very principles that we bring to the international community.

  1. Such principles are also meant for our global Indian family. When Indians living abroad face humanitarian or similar challenges, it is natural for us as a country to reach out to them. We have, and we will continue to do so.


FELLOW CITIZENS

  1. I referred earlier to that glorious period between Independence and our first Republic Day. This was a period of constant striving – of dedication, determination and commitment to improving our country. And setting right the aberrations of our society. Today, we are at a similar juncture. We have achieved a lot as a nation, but much remains to be done. We need to work on this in the spirit of the generation that gave us our Republic.


  1. In 2020, our Republic will turn 70. In 2022, we will celebrate the 75th anniversary of our Independence. These are special occasions and we must strive, in the manner of the leaders of our national movement and the framers of our Constitution, to build the edifice of a better India – an India where each and every citizen will be able to realise his or her full potential. An India that will reach its deserved pedestal in the 21st century.


  1. We need to further improve the lives of our hardworking farmers. Like mothers, they toil to feed us – more than a billion of us. We need to continue to modernise and strengthen our strategic manufacturing sector so as to provide the valiant personnel of our Armed Forces, and our police and paramilitary forces, the equipment that they need. We need to move ahead rapidly on the Sustainable Development Goals – Goals that commit us to eliminating poverty and hunger, to universal access to quality education and healthcare, and to giving our daughters equal opportunity in every field. We need to make clean, green, efficient and affordable energy reach our people. We need to ensure that housing for all becomes a living reality for the millions of families who await their own home. We need to craft a modern India that is both a land of talent – and a land of unlimited opportunities for that talent.
  1. Above all, our Republic cannot rest and cannot be satisfied without meeting the basic needs and essential dignity of our less well-off brothers and sisters. I refer to those from a less privileged socio-economic background, from the weaker communities and from families that still live at the edge of poverty. It is our sacred obligation to eliminate the curse of poverty in the shortest possible time. This is non-negotiable for the Republic.
FELLOW CITIZENS

  1. The promise of a developed India beckons us. This is the new stage of our nation building project on which we have embarked. This is the Republic that our young people need to take forward and enhance – in keeping with their vision, their ambition and their ideals. And their vision, ambition and ideals, I am confident, will always draw inspiration from both our republican values – as well as from our ancient Indian ethos.


  1. With those words, I once again wish all of you a very happy Republic Day. And wish all of you a very bright and fulfilling future.

President of India Receives Asean Heads of State and Government at Rashtrapati Bhavan today; Says India Greatly Values Asean’s Role as a Proponent of Peace, Stability and Prosperity in the Region


The President of India, Shri Ram Nath Kovind, received the ASEAN Heads of State and Government at Rashtrapati Bhavan today (January 25, 2018) and hosted a lunch in their honour.

Speaking on the occasion, the President said that India-ASEAN relations have come a long way since we established our Dialogue Partnership with ASEAN on January 28, 1992. Today, ASEAN is a Strategic Partner for India. We have 30 dialogue mechanisms between India and ASEAN, including Annual Summits and 7 Ministerial Meetings in a wide range of sectors.

The President said that India’s “Act East policy” reinforces our ancient links with Southeast Asia through enhanced political, security, economic and cultural ties. In this context, India greatly values ASEAN’s role as a proponent of peace, stability and prosperity in the region. We iterate our support to ASEAN’s unity and centrality. We stand shoulder-to-shoulder with ASEAN in pursuit of a rules-based regional architecture that is open, inclusive, balanced and equitable.

The President said that India and ASEAN are bound by history and by geography. Culture, commerce and connectivity – and ideas and thought - have woven us together in one common fabric. Our partnership is based on our shared heritage and is built on the foundation of strong people-to-people contacts, nurtured through the millennia. The theme of the Commemorative Summit, “Shared Values, Common Destiny”, is reflective of our desire to work for a shared future.

The 10 ASEAN Heads of State and Government who visited the Rashtrapati Bhavan today are Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah of Brunei; President Joko Widodo of Indonesia; President Rodrigo Roa Duterte of Philippines; Prime Minister Hun Sen of Cambodia; Prime Minister Lee Hsien Loong of Singapore; Prime Minister Dato’ Sri Md. Najib Bin Tun Abdul Razak of Malaysia; Prime Minister General Prayut Chan-o-cha of Thailand; State Counsellor Aung San Suu Kyi of Myanmar; Prime Minister Nguyen Xuan Phuc of Vietnam; and Prime Minister Thongloun Sisoulith of Lao PDR. These leaders are in India to attend the ASEAN-India Commemorative Summit. They will be Guests of Honour at India’s 69th Republic Day celebrations on January 26.

Text of Opening remarks by the PM at the Plenary Session of the INDIA- ASEAN Commemorative Summit, 25 January 2018

Your Excellency Prime Minister Lee Hsien Loong
Your Majesty,
Excellencies,


I am delighted to welcome you all to the ASEAN India Commemorative Summit.

Though we are celebrating 25 years of our partnership, our shared voyage goes back thousands of years.

It is a privilege for India to host all the ASEAN Leaders for the second time in five years. Tomorrow, you will be our honoured Guests at our Republic Day celebrations. The presence of my brothers and sisters from all our ASEAN partners at this joyous celebration is unprecedented.

Your collective presence here has also touched the hearts of my 1.25 billion fellow Indians.

It highlights the importance of our Strategic Partnership, placing ASEAN at the centre of India’s Act East Policy.

Our friendship has been nurtured by our shared cultural and civilizational linkages. The Ramayana, the ancient Indian epic, continues to be a valuable shared legacy in ASEAN and the Indian subcontinent.

We have organised a Ramayana Festival with troupes from ASEAN countries, to showcase our common cultural treasure through this great epic.

Other major religions, including Buddhism, also bind us closely. Islam, in many parts of South East Asia has distinctive Indian connections going back several centuries.

We have also jointly released a set of commemorative stamps, to celebrate our common heritage.



Your Majesty, Excellencies,

This Summit is the grand finale of our joint year-long commemorative activities, organized in India and in ASEAN countries, which provides us a valuable opportunity to review our journey so far and chart our future path.

This objective, in my view, is best served through free and friendly discussion among us.

Since 1992, our partnership has evolved from sectoral dialogue to strategic partnership. Today, we have thirty sectoral dialogue mechanisms and seven ministerial level interactions, in addition to annual Summit meetings.

We have made excellent progress in implementing the objectives of the ASEAN-India Partnership for Peace, Progress and Shared Prosperity, through five year plans of action.

The progress in implementing our third Action Plan for the period 2016-2020 is commendable.

Capacity building projects have been undertaken through the ASEAN-India Cooperation Fund, the ASEAN-India Green Fund, and ASEAN-India Science and Technology Fund.



Your Majesty, Excellencies,

India shares ASEAN’s vision of peace and prosperity through a rules-based order for the oceans and seas. Respect for international law, notably UNCLOS is critical for this.

We remain committed to work with ASEAN to enhance practical cooperation and collaboration in our shared maritime domain.

During the Retreat Session, we had an opportunity to discuss ASEAN-India cooperation in maritime domain, as one of the key focus areas for growth and development of the Indo-Pacific region.

Indeed, Maritime cooperation has been an integral part of our discourse throughout our commemorative activities, with the theme resonating in the ASEAN India Connectivity Summit, in the Workshop on Blue Economy, as well as in regular dialogue mechanisms.

Humanitarian and Disaster Relief efforts, Security cooperation, and Freedom of Navigation will be key focus areas for our Maritime cooperation.

The Connectivity Summit was also an affirmation of the linkages that India shares with ASEAN through land, air, maritime, cultural, civilizational and people-to-people relations that date back centuries.



Your Majesty, Excellencies,
Information and Communications Technology will forge new bonds of digital connectivity among us.


These could include new areas of cooperation in a regional high-capacity fiber optic network, and a national rural broadband networks to digitally connect remote areas.

India offers to undertake a pilot project on rural connectivity, which would create digital villages in Cambodia, Lao PDR, Myanmar and Viet Nam. Success of this project could be replicated in other ASEAN countries.

We also offer a training programme on Telecom and Networking Technologies, to share best practices in Policy, Regulation and Technological Development for Information and Communication Technology professionals from ASEAN countries.

In order to deepen our understanding and cooperation in financial matters, I propose a dialogue on digital financial inclusion and investment promotion and infrastructure.


Combating terror financing jointly is yet another important area where we could work collectively.


Your Majesty, Excellencies,
Our 70 billion dollars trade has grown 25 times over 25 years. Investments from ASEAN and India are robust and growing.

We will continue to work with ASEAN to further enhance our trade ties, and facilitate interactions among our business community.

The success of recent events like the Business & Investment Meet and Expo, the ASEAN India Business Council Meeting, the Biznet Conference, the Start-up Festival and Hackathon and an ICT Expo have shown encouraging results.

We hope that our Project Development Fund and Quick Impact Projects will help our companies integrate into regional value chains, particularly in textiles and garments, pharmaceuticals agro-processing and electronics.


Your Majesty, Excellencies,
People to people connectivity have been the foundation of our close ties for hundreds of years.

The Indian Diaspora has settled far and wide in Southeast Asia. They are warmly accepted in the local community.

Earlier this month, the ASEAN-India Pravasi Bharatiya Divas in Singapore recognised their contribution in forging closer ties between us.

Held at the same time in New Delhi, in the first Conference of Members of Parliament and Mayors with Indian heritage, there was a large representation from ASEAN countries.

To build on our historical bonds, I propose that we declare 2019 as the ASEAN-India Year of Tourism. We could set up tangible and intangible cultural heritage circuits to further promote tourism.

The Buddhist Tourism circuit could be an important part of this to attract tourists and pilgrims from our region.



Your Majesty, Excellencies,
India has participated in restoration works to historical structures which attest our enduring civilizational bonds.

It was a privilege for India to play a role in conservation works of temples in Cambodia, Myanmar, Lao PDR and Vietnam.


A virtual knowledge portal of ASEAN India network of Museums could curate this shared heritage.

An important focus of our commemorative events celebrates the power of our youth, our future.

The Youth Summit, the Artist Residency, the Music Festival, and the Start Up Festival for digital commerce among our youth were intended for this. We have given a boost to their spirit by giving Youth Awards on 24th January.

To further empower our youth in our region, I have the pleasure to announce 1000 Fellowships to students and researchers from ASEAN countries for studying integrated PhD programmes in Indian Institutes of Technology, India’s premier institutions of imparting knowledge.

We would also like to offer dedicated training courses at the Indian Academy of Highway Engineers for ASEAN Highway Professionals.

I also propose that we set up a network of Universities to encourage greater inter-university exchanges.

In conclusion, let me again join my people in expressing our profound appreciation to each one of you for kindly accepting my invitation and for joining us at this Commemorative Summit.

Prime Minister Shri Narendra Modi has hailed the article by ASEAN Chair Singapore’s PM, Mr. Lee Hsien Loong.

PM Said, “A wonderful article by ASEAN Chair Singapore’s PM, Mr. Lee Hsien Loong. It beautifully covers the rich history, robust cooperation and promising future of India-ASEAN relations.”

The Visiting Singapore PM Lee Hsien Loong in an op-ed titled, “Revive a millennial partnership: Singapore has played a major role in India’s closer integration with ASEAN” published in the Times of India today writes that the age old trade, commerce and cultural linkages between India and ASEAN have played a major role in giving a boost to the ties.

He writes that as we commemorate 25 years of ASEAN -India relations, India’s ties with southeast Asia date back more than 2,000 years. Ancient trade between India and countries such as Cambodia, Malaysia and Thailand is well-documented. Southeast Asian cultures, traditions and languages have been profoundly influenced by these early linkages. We see Indic Hindu-Buddhist influences in historical sites such as the Angkor Temple Complex near Siem Reap in Cambodia, the Borobudor and Prambanan temples near Yogyakarta in Indonesia, and the ancient candis in Kedah in Malaysia. The Ramayana is embedded in many southeast Asian cultures, including in Indonesia, Myanmar and Thailand. Singapore’s Malay name is Singapura, derived from Sanskrit and meaning ‘lion city’.

The visiting premier says that Singapore has always advocated India’s inclusion in the ASEAN community. India became an ASEAN Sectoral Dialogue Partner in 1992, a full ASEAN Dialogue Partner in 1995, and participated in the East Asia Summits (EAS) from 2005. The EAS is a key component of an open, inclusive and robust regional architecture, and the region’s main strategic leaders-led forum.

He adds that ASEAN-India relations were further elevated to a strategic partnership in 2012, the 20th anniversary of ASEAN-India relations. Today, ASEAN and India enjoy multi-faceted cooperation across ASEAN’s political-security, economic and socio-cultural pillars. Prime Minister Narendra Modi’s ‘Act East’ policy and 3-C (Commerce, Connectivity, Culture) formula for strengthening engagement with ASEAN speaks to our broad-based cooperation. We have around 30 platforms for cooperation, including an annual Leaders’ Summit and seven Ministerial Dialogues. India has participated actively in ASEAN-led platforms including the ASEAN Regional Forum, the ASEAN Defence Ministers’ Meeting Plus, and the East Asia Summit.

Talking about the tare and commerce ties, he writes that with the ASEAN-India Free Trade Area (AIFTA), ASEAN-India trade has risen steadily from $2.9 billion in 1993 to $58.4 billion in 2016. On the socio-cultural front, programs like the ASEAN-India Students Exchange Programs and the annual Delhi Dialogue foster closer people-to-people relations. Through these platforms, our youth, academics and businessmen get to meet, learn and deepen ties.

To mark this Silver Jubilee of ASEAN-India relations, both sides have held many commemorative activities. The recent Pravasi Bharatiya Divas in Singapore recognized the contributions of the Indian diaspora. Today’s ASEAN-India Commemorative Summit marks the culmination of these celebrations. It is an honour for all the ASEAN leaders to be in New Delhi for this occasion. ASEAN leaders are also deeply honoured to be invited as chief guests at tomorrow’s 69th Republic Day Parade.

The Singapore PM writes that Major global trends are reshaping the strategic outlook, presenting both challenges and opportunities. The strategic balance is shifting. Demographic, cultural and political changes are underway in many parts of the world. The consensus on globalization and free trade is fraying, but the Asian story continues to be a positive one. We need to push on with economic integration. We must also be resolute in dealing with emerging transboundary challenges, including terrorism, cybercrime and climate change.

According to the visiting premier this geopolitical uncertainty gives new impetus to ASEAN’s cooperation with key partners like India. ASEAN and India share common interests in peace and security in the region, and an open, balanced and inclusive regional architecture. India is located strategically along major sea-lanes from the Indian Ocean to the Pacific. These sea lanes are also vital trade routes for many ASEAN member states. Both sides share an interest in preserving these vital maritime conduits of trade.

Mr. Lee Hsien Loong underlines the importance and strength of ASEAN and India’s combined population of 1.8 billion which represents one quarter of the world’s population. The combined GDP exceeds $4.5 trillion. According to him, by 2025, India’s consumer market is expected to become the fifth largest in the world, while in southeast Asia middle-class households will double to 163 million. Both regions are also experiencing a demographic dividend – 60% of ASEAN’s population is below 35 years old, while India is projected to be the world’s youngest country with an average age of 29 by 2020. ASEAN and India also have fast-growing internet user bases, which will help us grow the digital economy. Against this backdrop, there is still much scope to grow India-AEAN ties – India accounted for only 2.6% of ASEAN’s external trade in 2016.

The visiting premier has suggested three promising areas of mutually beneficial collaboration.

First, ASEAN and India should redouble efforts to promote trade and investment. We need to keep existing pathways up to date and relevant, including the AIFTA. We should work together to conclude a high quality Regional Comprehensive Economic Partnership (RCEP), surpassing the existing AIFTA. This would create an integrated Asian market comprising nearly half the world’s population and a third of the world’s GDP. Streamlining rules and regulations will stimulate investments in both directions, complement India’s ‘Act East’ policy and facilitate ‘Made in India’ exports to the region.

Second, our people will benefit greatly from greater land, air and maritime connectivity. He has appreciated India’s efforts to improve land connectivity, including the extension of the trilateral India-Myanmar-Thailand Highway, and India’s $1 billion line of credit to promote infrastructure connectivity with ASEAN. He adds that ASEAN looks forward to working closely with India to boost our physical connectivity, including by expeditiously concluding the ASEAN-India Air Transport Agreement. This will enhance people-to-people flows across the region and help both Indian and ASEAN carriers tap new and emerging markets, especially for business, investment and tourism.

Digital connectivity is another important area of cooperation, and can shape people-to-people connections for the future. India’s Aadhaar system creates many new opportunities, for instance, to harmonize India-ASEAN Fintech platforms or connect e-payment systems.

Mr. Mr. Lee Hsien Loong says that India and ASEAN continue to look for new synergies. One objective of Singapore’s chairmanship is to develop an ASEAN Smart Cities Network, and here Singapore and India are natural partners. India is rapidly urbanizing and has set itself a goal of establishing 100 smart cities. Singapore, an urbanized city-state, is ready to partner India on this journey and help develop urban solutions based on our own experience. Andhra Pradesh’s new capital city of Amaravati is one example.

The Singapore PM sums up his op-ed saying that as ASEAN chair, Singapore is committed to deepening ASEAN-India ties. If both sides use our historical and cultural links to tackle today’s challenges and build bridges for the future, our youth and next generation stand to gain the most.

PM's bilateral meetings on the eve of ASEAN-India Commemorative Summit

On the eve of the ASEAN-India Commemorative Summit (AICS) to celebrate 25 years of India-ASEAN partnership, Prime Minister Shri Narendra Modi had separate bilateral meetings with Her Excellency Daw Aung San Suu Kyi, State Counsellor of Myanmar, His Excellency Mr. Nguyen Xuan Phuc, Prime Minister of Vietnam and His Excellency Mr. Rodrigo Roa Duterte, President of the Philippines on Wednesday.

2. Prime Minister welcomed the three leaders to India for participation in the ASEAN-India Commemorative Summit and also for accepting the invitation to be Chief Guests at the Republic Day celebrations on 26th January this year.

3. During the meeting of Prime Minister Modi with State Counsellor Aung San Suu Kyi, discussions were held on various issues of mutual interest and ways of further strengthening our bilateral relations, including follow up on key decisions taken during the visit of the Prime Minister Modi to Myanmar in Septmber 2017.

4. In the meeting with Prime Minister Phuc, the two leaders expressed satisfaction at the growth of bilateral relations between the two countries within the framework of Comprehensive Strategic Partnership, including in the fields of maritime cooperation in the Indo-Pacific region, defence, oil and gas, trade and investment. The leaders agreed that The two agreements signed during this visit viz., on cooperation in the fields of Information & Broadcasting and on establishment of tracking and data reception station and data processing facility in Vietnam under the ASEAN-India Space Cooperation would give further boost to India-Vietnam relations. They expressed satisfaction at operationalisation of the Line of Credit of US $ 100 million under which L&T has been awarded contract for manufacture of Offshore Patrol Vessels (OPVs). They decided that the other Line of Credit of US $ 500 million be operationalised soon.

5. During the meeting with President Duterte, the two leaders reviewed the progress in bilateral relations and in global and regional situation since their meeting in Manila in November 2017. It was agreed to give further momentum to coperation between the two countries, particularly in the field of infrastructure development. They agreed that under India's Act East Policy and the Philippines' Build-Build-Build Programme, there are several areas for cooperation between private sectors of the two countries. The leaders also witnessed exchange of an MOU between Invest India and Board of Investments of the Philippines.

6. In all the three meetings, the visiting dignitaries underscored the importance of ASEAN-India relations for peace, security and socio-economic development in the Indo-Pacific region, and looked forward to the deliberations in the AICS.

On the occasion of the 69th Republic Day, the Ministry of Corporate Affairs (MCA) is launching the Government Process Re-engineering (GPR) initiatives for making the Incorporation Process Speedy, Smooth, Simple and reducing the number of procedures involved for starting a new Business.

Government of India is committed to achieve a position in the top 50 countries for “Doing Business” as per the rankings published annually by the World Bank. During the past 3 years. The Ministry of Corporate Affairs has contributed significantly towards improvement of ranking in Ease of Doing Business in the country, but there is a lot more scope to further improve, especially with respect to starting a business.

The feedback provided by various stakeholders on the effectiveness of the implementation of initiatives taken by Government of India is considered as a major input during the survey conducted by the World Bank. During the last assessment year, this Ministry had undertaken major initiatives such as establishing the “Central Registration Centre (CRC)” for delivering speedy incorporation related services and near real time issuance of PAN & TAN through a single on-line process. This was achieved by the launch of the Simplified Proforma for Incorporating Company Electronically (SPICe) which delivers five services by two different Ministries through a single form filed on the MCA21 Portal.

This year, on the occasion of 69th Republic Day, the Ministry is launching the following Government Process Re-engineering (GPR) initiatives for making the Incorporation Process Speedy, Smooth, Simple and reducing the number of procedures involved for starting a Business.

(i) Introduction of “RUN – Reserve Unique Name” Web service for name reservation, which will be launched on 26.01.2018.

(ii) Zero fee for incorporation of all companies with authorized capital upto Rs. 10 lakh.

(iii) Re-engineering the process of allotment of DIN by allotting it through the combined SPICe form only at the time of an individual’s appointment as Director (in case he/she doesn’t have a DIN).

It is expected that the above initiatives will significantly enhance the “Ease of Doing Business –Starting a Business” in the Country and benefit a large number of Stakeholders.

Air Marshal Chandrashekharan Hari Kumar AVSM VM VSM ADC, Air Officer Commanding-in-Chief of Western Air Command has been awarded with most prestigious Presidential award “Param Vishisth Seva Medal (PVSM) on the occasion of Republic Day 2018. He was commissioned in the IAF in the year 1979.



He is the son of Shri MK Chandrashekharan Pillai and Late Smt Sreedevi Amma and hails from Pandanad, Chengannur, Alappuzha District of Kerala. He finished his schooling from the Rashtriya Indian Military College (RIMC), Dehradun.



The Air Marshal is a Qualified Flying Instructor and a Fighter Combat Leader, he has over 3300 hours of flying. He has held many significant staff appointments at Air Headquarters, Operational Air Commands and also commanded a frontline fighter base. A graduate of Defence Services Staff College and National Defence College, the Air Marshal was the Air Officer Commanding-in-Chief, eastern Air Command to his present appointment as Air Officer Commanding-in-Chief, Western Air Command.



His other awards includes Vishisth Seva Medal in Jan 2005, Vayu Sena Medal in Jan 2011 and Ati Vishisth Seva Medal in Jan 2016. The Air Marshal has also been appointed as Honorary Air Force ADC to President of India since 01 Jan 2017.

In Jun 2017, the Chhattisgarh Police and CRPF had launched "Operation Prahar", a major joint operation against Naxalites in Sukma district. Anti Naxal Task Force (ANTF) was involved in large scale troop induction missions and was on hot stand-by at Sukma and Jagdalpur. On
24 Jun 17, a heavy exchange of fire took place between CRPF and the Naxals at Tondamarka located 20 km south of Chintagufa in Sukma, in which five jawans of the Special Task Force (STF) of Chhattisgarh Police were critically injured. Since it was impossible to move the casualties to any nearby helipad, the IAF agreed to evacuate the casualties from the encounter area itself. Sqn Ldr Kamal Sharma Flying (Pilot), an experienced Helicopter Combat Leader was tasked to proceed immediately to Sukma.

Sqn Ldr Sharma assessed the complete situation and took an operational update from SP Sukma. On receiving the go ahead from Task Force Commander, he immediately proceeded to the dangerous conflict zone to land at a designated unprepared landing zone as captain of the lead aircraft, with another helicopter providing overhead escort protection. The weather was inclement and the encounter zone was in thick jungles in an unfamiliar area where the security forces had never ventured earlier. Judiciously avoiding known threat zones and in a display of courage, he safely landed in a small clearing in the encounter zone in the thick jungle and picked up the five casualties. While taking off, the helicopter was fired upon by the Naxalities. There were bullet hits in the cargo compartment and a rotor blade. Notwithstanding the firing on the helicopter, he remained undeterred. He displayed exceptional courage and situational awareness, in maneuvering the helicopter from the firing zone as the safety of the casualties, his crew and the aircraft was paramount in his mind. After ascertaining the aircraft's airworthiness by getting it visually inspected by the escort helicopter, he carried out a safe landing at Sukma. He further ensured that the casualties were promptly moved in the other helicopter to Raipur. By willingly accepting and executing a very high risk mission, saving precious lives and the helicopter, Sqn Ldr Sharma displayed exceptional courage which has special significance not only for the IAF but also for the troops involved in these operations.

For his act of exceptional courage and fortitude in the conduct of a daring mission in Operation Triveni, Squadron Leader Kamal Sharma has been awarded Vayu Sena Medal (Gallantry).

President Confers Vayu Sena Medal (Gallantry) to Wing Commander Anshul Saxena Flying (Pilot)

On Saturday, 11 Mar 17 at 0630 h the Unit of Wing Commander Anshul Saxena Flying (Pilot) was tasked for a casualty evacuation of an ITBP personnel from Zursar post, situated at a height of 17,000 feet on the Indo-China border. The patient had suffered a major heart attack and needed immediate evacuation to survive. Wing Commander Anshul Saxena took stock of the situation and immediately activated the necessary services for launching the rescue effort. On the day of the planned evacuation the weather in the sector was marginal with poor visibility, strong winds and clouding which added to the extreme challenges of high altitude faced by the pilots, Wg Cdr Saxena took the responsibility to lead a two helicopter formation himself for the rescue in the marginal weather. Quick reaction and exemplary planning by him ensured that the mission was underway in the shortest possible time. The risk and challenges faced in such a high altitude evacuation whilst negotiating poor visibility and heavy turbulence are of a very high order. He has more than 4400 hours of accident/incident free flying over varied and extremely challenging terrain.

Another risk faced by the officer was the proximity of the rescue site to the International border with China and obstructions near the helipad which demanded extremely skillful handling of the helicopter at the limits of flight envelope. While approaching the helipad at an altitude of more than 17,000 feet, the weather deteriorated further and visibility dropped to barely 500 m. Wg Cdr Saxena quickly and correctly assessed the situation. He had the option to turn back as a slight misjudgment could have resulted in an adverse situation. He displayed exceptional courage and took a conscious decision to evacuate the seriously ill ITBP personnel. He advised the other member of the formation to hold clear in the valley while he landed to pick up the casualty. While on short finals to land at the unprepared (kutcha) helipad, there was very limited oxygen, varying winds, turbulence and snow bowl which grossly increased the danger of landing in a high altitude helipad. Displaying courage and superior flying skills in the face of adversity, Wg Cdr Saxena executed a safe landing. After picking up the casualty, he again successfully negotiated marginal weather en-route to land at Loma, where he personally undertook a quick turn-around servicing of the aircraft to continue further flight to Leh. He landed safely at the 153 General Hospital at Leh with the casualty on board. He therefore, kept the highest traditions of IAF and set an example for his subordinates by saving the life of the ill personnel.

For this courageous act of professionalism and undeterred valour in which a

precious life was saved by timely evacuation of a combatant from an extremely challenging helipad, Wing Commander Anshul Saxena has been awarded Vayu Sena Medal (Gallantry).

President Confers Shaurya Chakra to Corporal Devendra Mehta

Corporal Devendra Mehta was attached for active counter insurgency operations with 13 Rashtriya Rifles Battalion under the aegis of 'Op Rakshak' in Jammu & Kashmir. On 18 Nov 17, based on specific tech intelligence, an offensive was launched jointly by the Garud detachment and 13 RR in Chanderger village of Bandipora district in J&K. The Garud detachment covertly approached the target house where the suspected terrorists were hiding and laid a close quarter ambush. Corporal Mehta was assigned the role of buddy of LMG man. He exhibited exceptional situational awareness and effective combat skills while deployed in the cordon. He helped establish a speculative and deadly field of fire with his buddy, thereby sealing the likely escape routes of the terrorists. While the detachment laid in wait, six terrorists hiding in the house, rushed out, shooting and lobbing grenades at the Garuds. Corporal Mehta demonstrated indomitable courage by retaliating with effective, accurate lethal fire and gunned down one category 'A' terrorist named Abu Qital (LeT front man in North Kashmir). To counter other advancing terrorists, he readjusted his arc of fire and provided cover to the LMG man, being fully aware of the risk of being exposed to automatic gunfire. Cpl Mehta disregarding personal safety, displayed indomitable courage while assisting in the evacuation of his buddy Corporal Nirala who was critically injured in the gun fight and took over the LMG to retaliate in order to neutralise the six terrorists.



For this act of gallantry, Corporal Devendra Mehta has been awarded Shaurya Chakra.

06 June to 09 June 2017



On 06 June 2017 at 2140 hours, leading an ambush in Chorgali Forest of Uri district of Jammu and Kashmir, Major Vijayant spotted infiltration and immediately engaged them. In the intense firefight, some terrorists infiltrated into Goalta forest.


At 0500 hours on 07 June, Major Vijayant tracked the terrorists and at 1140 hours engaged them in a fierce firefight. While closing in with the terrorists, first scout of the patrol Rifleman Raj Paul got injured. Under heavy volume of fire from the terrorist, the officer unmindful of his personal safety, crawled forward and pulled his colleague almost 30 meters in an undulating ground behind cover. The terrorists continued to engage the patrol with heavy fire. Undeterred, he regardless of personal dangers, carried out hot pursuit of escaping terrorists. Displaying tactical acumen and extraordinary physical courage, he moved forward and engaged the fleeing terrorist and thus prevented their escape. The officer motivated his team to continue search of terrorists for next 48 hours under adverse weather conditions. His perseverance fructified on 09 June at 1345 hours when the terrorists were sighted again. In ensuing firefight, officer dashed forward, unmindful of terrorist’s heavy fire and lobbed grenades while firing on them. In this daring act he neutralized one terrorist. However, the second terrorist charged towards the patrol and came face to face with the officer. Major Vijayant displaying nerves of steel and raw courage engaged the second terrorist in a close quarter battle and eliminated him at point blank range.


For displaying conspicuous gallantry and indomitable spirit, beyond the call of duty for eliminating two terrorists, saving the life of one comrade under heavy volume of fire and gallantly leading his men in neutralising three more terrorists, Major Vijayant is awarded with “KIRTI CHAKRA”.

On 01 Aug 2017, at approximately 0200 hrs, Major Akhil Raj RV generated input from his sources regarding presence of hardcore Lashkar-e-Toiba terrorists in a house in Pulwama district of Jammu and Kashmir. Displaying tactical acumen of highest order, meticulously planned the operation and established a fool proof cordon with stealth and surprise.


With total disregard to personal safety, the officer carried out reconnaissance amidst heavy terrorist fire for deploying his rocket launcher detachment, subsequently destroying the dominating terrorists from close range, the officer crawled through a breach created into the target house, displayed raw courage and exceptional reflex firing skills to eliminate one terrorist. Major Akhil displaying fearlessness and nerves of steel, deliberately moved out of cover to distract attention of the remaining terrorists so that he they could be neutralized from a different direction by another party.


For displaying exemplary leadership, raw courage, fearlessness in face to intense firing and conspicuous gallantry beyond call of duty resulting in elimination of hard core terrorists of Lashkar-e-Toiba tanzeem, Major Akhil Raj RV is awarded with “SHAURYA CHAKRA”.

Captain Rohit Shukla had been continuously tracking terrorist groups from the last two months. His untiring efforts bore fruits when on 03 July 2017 he was able to generate a specific intelligence regarding presence of terrorists in Pulwama District of Jammu and Kashmir. Officer acted swiftly and reorganized his team from an ongoing operation in another location. To maintain surprise and speed, he quickly moved from previous operation site in a civil vehicle.


On reaching the area, Captain Rohit Shukla displaying presence of mind, quickly appreciated the situation and made necessary changes in his plan and stealthily laid a quick cordon around suspected house. At 0740 hours, he challenged terrorists moving out of the house to ascertain their identity. These persons initiated heavy volume of fire on the officer’s party. Unmindful of his personal safety, Showing indomitable spirit and raw courage, Captain Rohit closed in with the terrorists and showing excellent tactical acumen, he directed MGL fire on the hiding terrorists, thus, forcing the terrorists to change their location.



Subsequently, during the search, Captain Rohit’s party drew fire from the terrorists and a grenade hurled by terrorists injured Captain Rohit in his leg. Despite being injured and bleeding he continued directing fire and in the highest traditions of the Army, personally led the evacuation of his team from the target house complex. Thus saving lives of own personnel.


For displaying indomitable courage, initiative, bravery and taking on the terrorists, unmindful of his personal safety, resulting in the elimination of hardcore Hizbul Mujahideen terrorists, Captain Rohit Shukla is awarded with “SHAURYA CHAKRA”.

24 JUNE 2017 TO 25 JUNE 2017



Captain Abhinav Shukla was part of the team tasked to clear a built up area at Badgam district of Jammu and Kashmir where terrorists were hiding after attacking a CRPF convoy. During close recce the officer was injured with grenade splinters. Despite the injury the officer volunteered to lead his squad into the built up area and in a daring feat while displaying exemplary leadership was the first to climb into the complex, covering an approximate height of 40 feet while firing on the move.


While clearing the built up area Captain Abhinav Shukla drew accurate fire from terrorists, injuring him with a laceration. Unmindful of his injury and oblivious to the pain he continued to fire accurately on the terrorists. In the resulting close quarter fire fight the officer personally eliminated hardcore terrorists. Refusing to be evacuated and unmindful of personal injuries Captain Abhinav Shukla continued to guide his men and provided accurate fire support which led to the successful execution of the operation.


His display of indomitable courage and leadership resulted in successful termination of a highly complex and difficult operation. For displaying gallant action in spite of personal injuries and raw courage under fire, Capt Abhinav Shukla is award with “SHAURYA CHAKRA”.

Captain Pradeep Shoury Arya was commissioned into 106 Infantry Battalion Territorial Army (PARA) on 20 November 2009 and was attached with 4th Battalion, The Parachute Regiment (Special Forces)


Captain Pradeep was the mission leader tasked to create an effective vibrant intelligence network along the line of control at Baramula district of Jammu and Kashmir


On 28 May 2017 his assets informed of a probable infiltration which included both Lashkar-e-Taiba opposite own general area Chabuk in 19 Infantry Division Area of Responsibility, who were tasked to carryout direct action on own Acting swiftly Captain Arya organized a ambush party and stealthy inducted his team at the forward Line of Control post to intercept-cum-ambush them in the likely infiltration route


At approximately 2230 hours on 28 May 2017, Captain Pradeep while sitting his troop detected move of 4-6 terrorists moving 200 meters ahead in the nallah. Fearing the terrorists might slip away using the moon less night and dense jungle foliage, the officer showing pre-eminent valor moved ahead with his buddy in the mined area to intercept them and immediately initiated a firefight. Displaying intrepidity at the risk of his life and cold nerves he closed in, and sited himself over a fallen tree overlooking the terrorists Captain Pradeep Shoury Arya showing heroic initiative and inspirational combat leadership ran ahead from his concealed position, unmindful of his own safety and came directly in contact with the terrorists and eliminated them.

30 July 2017

On generic input regarding movement of terrorists in Pulwama district of Jammu and Kashmir, a battalion level cordon and search operation was launched on 30 July 2017 at approximately 0300 hours. Havildar Mubarik Ali was the Quick Reaction Team Non Commissioned Officer (NCO) of his company during the op.


At approximately 0850 hours, The NCO observed movement of suspicious personnel in a by-lane, taking cover NCO challenged these suspected personnel, they immediately fired back at the NCO, The terrorists took cover and started firing on the NCO. With the aim of effectively engaging the terrorist, NCO with utter disregard to personal safety, under heavy terrorist fire crawled and changed his location. In this process he got wounded, however, displaying exemplary junior leadership and courage beyond the call of duty, Havildar Mubarik Ali surprised and neutralized the terrorists.


For displaying exemplary junior leadership and courage beyond call of duty which resulted in elimination of two hardcore Hizbul Mujahideen terrorists, Havildar Mubarik Ali is awarded with “SHAURYA CHAKRA”.

07 JUNE 2017 TO 08 JUNE 2017


Havildar Rabindra Thapa is the post commander of Kilo III stop of the Sangam Complex along the Line of Control in Kupwara District of Jammu & Kashmir.


On the night of 07 June 2017, while an intense Cease Fire Violation was in progress, he continued to scan the area ahead with a Hand Held Thermal Imager and identified movement of some terrorists who were across the Anti Infiltration Obstacle System. He immediately alerted his Platoon Commander and commenced recording of the movement of the terrorists.


Once the terrorists had crossed though being under heavy fire, he re-sited himself without fear for his own safety and sprung the opportunity ambush.


As the terrorists started fleeing he continued to bring down effective fire. The individual crawled and moved to one flank from where he was able to bring down effective fire to eliminate the terrorists.


For this display of conspicuous courage, bravery and high awareness levels leading to the elimination of hard core foreign terrorists, Havildar Rabindra Thapa is awarded with “SHAURYA CHAKRA”.

24 – 25 JUNE 2017

Naik Narender Singh was part of the Troop deployed along the Line of Control at Rajouri district of Jammu and Kashmir to prevent unprovoked enemy attacks and infiltration in Noushera Sector.


On 25 June 2017 at 0445 hours, movement of heavily armed terrorists along the Line of Control was picked up by own troops. The troop immediately launched to cut off and intercept the terrorists. On challenging them the terrorists opened indiscriminate fire and scattered in the dense bush. As the gun fight raged, own squad came under intense fire from a group terrorists hiding behind the rocks. Realising the grave threat to own troops, Naik Narender displaying superlative battle craft, closed in with the hostiles and lobbed grenades to flush them out. Finding themselves cornered, the hostiles rushed out firing and lobbing grenades simultaneously. Undeterred by the fire, Naik Narender maintained his composure eliminated the hostiles at close quarters.

For his unparalleled devotion to duty, dogged determination, unflinching resolve and exceptional battle craft while single handedly eliminating the infiltrating, Naik Narender Singh is awarded with “SHAURYA CHAKRA”.

On 07 June 2017 at 0500 hours, Lance Naik Badher was the leading scout of the search party into a dense Forest at Uri district of Jammu and Kashmir.


Persistently searching trails of terrorists at 1140 hours, he spotted terrorists and immediately warned his party. However, in the ensuing firefight, Rifleman Vijay was severely injured. Sensing danger to his buddy he exposed himself, unmindful of his personal safety, he continued maintaining his position and brought down heavy volume of fire on terrorists, enabling others to pull back his buddy to safety but terrorists managed to escape. Undeterred, he continued hot pursuit and was part of search for trail of terrorists. When terrorists were sited again, he established a stop and displaying nerves of steel, brought down accurate fire on them, ensuring elimination of the terrorists.


For this gallant act of saving a life and eliminating hardcore foreign terrorists ensemble with conspicuous courage, beyond the call of duty, Lance Naik Badher is awarded with “SHAURYA CHAKRA”.

12TH BATTALION THE PARACHUTE REGIMENT (SPECIAL FORCES)

06 JUNE 2017

Paratrooper Manchu, 12th Battalion THE PARACHUTE REGIMENT (SPECIAL FORCES), deployed in Mon District (Nagaland) was part of Mobile Vehicle Check Post (MVCP) on 06 June 17.

Based on input regarding move of suspected cadres of NSCN(K) and ULFA(I), combined column under Major David Manlun and Capt (Now Major) Nitesh Kumar moved out to establish a MVCP. At approx at 2200h two Auto Rickshaws sped past MVCP and on being pursued by own squad in Gypsy came to sudden halt. The terrorists dismounted and opened heavy fire and lobbed grenades on own party. In the ensuing fire fight three soldiers were critically injured. Paratrooper Manchu moved towards injured under heavy fire and brought down effective fire and enabled elimination of the terrorists. Due to the grenade blast he was grievously injured in both eyes and shoulder but despite bleeding profusely he pulled back two soldiers to safety.

During the operation Paratrooper Manchu displayed raw courage and presence of mind under heavy fire. His initiative and determination of very high order despite grievous injuries to himself saved lives of his fellow squad members. For this gallant action, Paratrooper Manchu is awarded with “SHAURYA CHAKRA”.

Corporal Jyoti Prakash Nirala was a specialist weapon operator in the IAF Special Forces Detachment. He was attached with 13 Rashtriya Rifles Battalion, under the aegis of 'Op Rakshak' in Jammu & Kashmir for active counter insurgency operations. On 18 Nov 17, based on specific tech intelligence, an offensive was launched jointly by the Garud detachment and 13 RR in Chanderger village of Bandipora district in J&K. Cpl Nirala, displaying exceptional battle craft, positioned himself close to the approach of the hideout, thus cutting off all possibilities of an escape by the insurgents. Laying this ambush itself at such close quarters demanded a very high degree of courage and professional acumen.

While the detachment laid in wait, six terrorists hiding in the house, rushed out, shooting and lobbing grenades at the Garuds. Cpl Nirala, disregarding personal safety and displaying indomitable courage, retaliated with effective lethal fire and gunned down a category 'A' terrorist named Ubaid Alias Osama Jungi (nephew of LeT commander Zaki Ur Rehman Lakhvi). Readjusting his position to protect his colleagues and preventing other terrorists from escaping, Cpl Nirala killed one more category `A+' terrorist, named Mehmud Bhai (LeT North Kashmir commander) and injured two others. In this violent exchange of fire, Cpl Nirala was hit by a volley of small arms fire. Despite being critically injured, the Corporal continued retaliatory fire. Subsequently, he succumbed to fatal gunshot wounds received in the fierce encounter, which resulted in the killing of alI six dreaded terrorists.


For this act of most conspicuous bravery, pre-eminent valour and supreme sacrifice, Corporal Jyoti Prakash Nirala has been awarded Ashok Chakra (Posthumous).

The President has approved awards of 390 Gallantry and other Defence decorations to Armed Forces personnel and others on the eve of the 69th Republic Day Celebrations.

President Confers Shaurya Chakra (Posthumous) to Corporal Nilesh Kumar Nayan

Corporal Nilesh Kumar Nayan was deployed with Rashtriya Rifles in Counter Insurgency role in Bandipora district of Jammu and Kashmir. Based on specific intelligence input about the presence of a group of terrorists, a cordon was laid at night on 10 Oct 17 for search operations on the outskirts of Hajin village. Corporal Nayan was in the inner cordon along with his track leader as stop party towards the rear of the target house.

At 0440 hrs on 11 Oct 17, five to six heavily armed terrorists charged out of their hideout, firing with automatic weapons and lobbing grenades directly towards the position of Corporal Nayan. Corporal Nayan was quick to respond and retaliated by heavy and accurate fire thereby containing the terrorists and preventing their escape. During the ensuing gun battle, his track leader was injured by bullet and shrapnel. He provided covering fire to ensure the safety of his comrade. The terrorists now directed massive fire towards his position due to which he was hit by a volley of bullets. However, Corporal Nayan displayed exemplary courage and in the highest traditions of military, held his ground. In spite of serious injuries, he killed one terrorist. The remaining terrorists now closed-in on to his position and directed all firing towards him. In the consequent battle with the escaping terrorists, Corporal Nayan fired at another terrorist and injured him. However in the melee, he suffered fatal bullet injuries and attained martyrdom. During the mission, Corporal Nilesh Kumar Nayan displayed extreme valour, highest order of camaraderie and with total disregard to personal safety made the supreme sacrifice for the nation.

For this display of raw courage, valiant gallantry and making the supreme sacrifice, Corporal Nilesh Kumar Nayan has been awarded Shaurya Chakra (Posthumous).

Sergeant Khairnar Milind Kishor was deployed with Rashtriya Rifles in Counter Insurgency role in Bandipora district of Jammu and Kashmir. On 11 Oct 17, at 0440 hrs, a group of five to six heavily armed terrorists charged out of their hiding place firing automatic weapons and grenades directly towards the position held by Sergeant Milind. Sergeant Milind retaliated by firing back at the terrorists and pinned them down with his accurate fire. However, due to the intense and concentrated fire from automatic weapons and grenades lobbed by terrorists, Sergeant Milind was hit by flurry of bullets and shrapnel. In spite of being grievously injured and being under heavy fire, the airwarrior disregarding his personal safety, held his position and maintained precise fire and cut off the escape route of the terrorists. With the escape route blocked, terrorists resorted to indiscriminate firing and closed-in towards Sergeant Milind. In the resulting close quarter fight, Sergeant Milind shot down one terrorist and grievously injured another. However, due to dense and persistent firing by the surviving terrorists, Sergeant Milind was hit by bullets and was critically injured. He was evacuated to 92 Base Hospital, where he succumbed to his injuries. Sergeant Khairnar Milind Kishor displayed bravery of the highest order and in this confrontation lead the attack against the terrorist.

For his indomitable spirit, exceptional courage, disregard of personal safety in the face of enemy and for making the supreme sacrifice, Sergeant Khairnar Milind Kishor has been awarded Shaurya Chakra (Posthumous).

Padma Awards 2018 announced

Padma Awards - one of the highest civilian Awards of the country, are conferred in three categories, namely, Padma Vibhushan, Padma Bhushan and Padma Shri. The Awards are given in various disciplines/ fields of activities, viz.- art, social work, public affairs, science and engineering, trade and industry, medicine, literature and education, sports, civil service, etc. ‘Padma Vibhushan’ is awarded for exceptional and distinguished service; ‘Padma Bhushan’ for distinguished service of high order and ‘Padma Shri’ for distinguished service in any field. The awards are announced on the occasion of Republic Day every year.

These awards are conferred by the President of India at ceremonial functions which are held at Rashtrapati Bhawan usually around March/ April every year. This year the President of India has approved conferment of 85 Padma Awards including two duo cases (in a duo case, the award is counted as one) as per list below. The list comprises 3 Padma Vibhushan, 9 Padma Bhushan and 73 Padma Shri Awards. 14 of the awardees are women and the list also includes 16 persons from the category of Foreigners/NRI/PIO/OCI and 3 Posthumous awardees.

Prime Minister’s Shram Award for 2016 announced 50 workers to be conferred with Shram Awards

The Government of India today announced the Prime Minister’s Shram Awards for the year 2016 to be awarded to 50 workers employed in the Departmental undertakings and PSU’s of the Central and State Governments and Private Sector units employing 500 or more workers. Although, the total number of Shram Awards conferred this year are 32 but the number of workers receiving the Awards are 50 including 3 women. 34 workers from Public Sector and 16 workers from Private Sectors have won the Awards.



Shram Awards are given in four categories namely ‘Shram Ratna Award’, ‘Shram Bhushan Award’, ‘Shram Vir/Shram Virangana’ and ‘Shram Shree/Shram Devi Awards’. This year no nomination was found suitable for the prestigious ‘Shram Ratna Award’. 12 workers from SAIL, BHEL and TATA Steel Ltd. have been awarded ‘Shram Bhushan’ which carries cash award of Rs. 1,00,000 and a Sanad. 18 workers from Naval Dockyard, Ordinance Factory, Rashtriya Ispat Nigam, TATA Steel, Hindalco Industries, Paradeep Phosphates Ltd., Brahmos Aerospace will receive Rs. 60,000 and a ‘Sanad’ as Shram Vir/Shram Veerangana Award.



20 workers will receive a cash award of Rs. 40, 000 and a ‘Sanad’ as Shram Shree/Shram Devi Award from Cement Corporation of India, Naval Ship Repair Yard, TATA Motors, Surat Lignite Power Plant, Larsen & Toubro Ltd. etc.



Ministry of Labour and Employment announces Prime Minister’s Shram Award every year. These awards are given to the workers in the Public Sector Undertakings, Departmental Undertakings of the Central and the State Governments and Private Sector units employing 500 or more workers in recognition of their distinguished performance, innovative ability, outstanding contribution in the field of productivity and exhibition of exceptional courage and presence of mind.

‘Bharat Parv’ being organized as part of Republic Day 2018 Celebrations from 26th To 31st January, 2018 Red Fort, Delhi

Parv to Generate Patriotic Mood, promote rich Cultural Diversity of India and to Ensur Participation of General Public

As part of the Republic Day 2018 celebrations, the ‘Bharat Parv’ event is being organized by the Government of India at the Red Fort, Delhi from 26th to 31st January, 2018. The prime objective of organizing the event is to generate a patriotic mood, promote the rich cultural diversity of the country and to ensure wider participation of the general public.

Smt. Rashmi Verma, Secretary, Ministry of Tourism will inaugurate the event at 5.00 pm on 26th January, 2018 (Republic Day) and it would be open for public till 10.00 pm. From 27th to 31st January, 2018, the event will be open from 12 Noon to 10.00 pm. The event is open for public and entry is free. However, identity proof is to be carried for entry to the event.

A Media Room has been set up at the venue to facilitate media persons.

The Ministry of Tourism has been designated as the nodal Ministry for the event, the highlights of which include Display of Republic Day Parade Tableaux, Performances by the Armed Forces Bands (Static as well as dynamic), a Multi-Cuisine Food Court, Craft Mela, Cultural Performances from different regions of the country and Photo Exhibition by the Directorate of Advertising and Visual Publicity (DAVP).



The Cultural Performances include choreographed Fork/ Tribal Dances and Music arranged through the North Zonal Cultural Centre as well as performances by cultural troupes from the different States / UTs of the country. The Food Court will have stalls set up by the States/ UTs, National Association of Street Vendors of India (NASVI) showcasing street food from different regions as well as by the Institutes of Hotel Managements and ITDC.

The Craft Mela with 50 stalls will showcase the diverse handicrafts of the country, arranged by the State Governments and Ministry of Textiles through the office of the Development Commissioner of Handicrafts. There will be Theme State Pavilions where each State would showcase their strengths along with tourism products. DAVP is also setting up an exhibition on the theme “Naya Bharat Hum Karke Rahenge”. A live ‘Cookery Demonstration Area’ is being set up in the food court to promote cuisines of different States of India.

The presence of the entire ASEAN leadership is a sign that the decades-old bond has reached a new level
From a single leader gracing Republic Day, India has pulled off a diplomatic coup of sorts by having as many as 10 leaders from the Association of Southeast Asian Nations (ASEAN), for January 26 this year.

The presence of the entire ASEAN leadership for Republic Day is a sign that the decades-old bond between India and the regional grouping has reached a new strategic level.

Just as the presence of U.S. President Barack Obama as the chief guest at Republic Day in 2015 sent a signal to the rest of the world, the ASEAN leaders’ participation has a resonance of its own.

“As far as India is concerned, we have a tradition to invite a guest of honour as chief guest for the Republic Day parade of 26 January. But so far we have not done something like inviting 10 leaders for a diplomatic engagement on this day,” said former ambassador K. Shankar Bajpai.

Unique event
Former External Affairs Minister Natwar Singh also maintains that hosting 10 chief guests at the Republic Day parade is a unique event. “We have hosted multiple heads of states as in 1983 when we hosted the NAM summit and more recently in the India-Africa Summit. But this event is unique as it comes in the context of major changes in the regional order,” Mr. Singh said.

Interestingly, an India-ASEAN tableau will also form part of the Republic Day parade, which will have several firsts on display this time.

Nirbhay to be showcased
Other than the all-woman BSF contingent on motorcycles, India’s long-range sub-sonic cruise missile Nirbhay will be showcased for the first time. The weaponised Advanced Light Helicopters (ALH), Rudra, will also be part of the fly-past for the first time.

Nirbhay, with a range of over 1,000 km, is being developed by the Defence Research and Development Organisation and was successfully test-fired last November after some initial failures.

An important aspect of the R-Day parade this year is the focus on showcasing indigenously developed military platforms for the visiting heads of state. This is significant as India is now trying to significantly beef up its military sales as part of its defence diplomacy and wants to showcase these platforms to ASEAN countries.

BrahMos missiles
In line with this, BrahMos supersonic missiles, Akash Surface to Air Missile (SAM), and Netra Airborne Early Warning and Control System (AEW&C) are part of the military component of the parade.

The 90-minute parade has 16 marching contingents, 23 tableaux from 14 States and four ministries. For the first time, there is tableau from the Indo-Tibetan Border Police and from All India Radio.
