2) Key meter is not feasible for Pakistan, since then LESCO, WAPDA can't robb millions of consumer for irregular bills. Also, what about rate where if you use more then get higher rates. Issue is not "consumer not paying" BUT "Government is not producing" or in short your first statement.. "Sincerity to resolve the issue"
