FORT WORTH, TEXAS (March 12, 2012) — Bell Helicopter, a Textron Inc. company (NYSE: TXT), announced today it has signed a contract with the Turkish National Police for the purchase of 15 Bell 429s with deliveries to begin in May 2013.

The Bell 429 was selected after an extensive evaluation period during which members of the Turkish National Police Undersecretariat for Defence Industries SSM and Turkish Aeronautical Industries (TAI) visited several large helicopter OEM's in North America and Europe. The new Bell 429s will be used as multi-mission airborne platforms flown across the full array of law enforcement missions from surveillance to air support of ground operations.

The contract was signed during a ceremony at the Turkish SSM Headquarters in Ankara, Turkey. In attendance were the Undersecretary of Defense Industries for Turkey Mr. Murad Bayar, the Canadian Ambassador to Turkey, the Honorable John Holmes and members of the U.S. Embassy's Commercial Business Support office as well as dignitaries from the Turkish National Police and the TAI.

"It is a measure of great satisfaction to see the right helicopter matched with the requirements of a great customer with the benefits to Turkey and the service that these helicopters will provide the men and women of Turkish law enforcement and the Turkish people," said Larry Roberts, senior vice president, Commercial Business for Bell Helicopter.

"We are very pleased to equip our police force with a next generation, high-mission capability helicopter. Bell Helicopter had a strong competitive performance during the tender stage and we believe this will continue during the execution of the contract," said Murad Bayar, the Undersecretary of Defense Industries for Turkey.

"The Turkish National Police represents an anchor program for us in Europe and will allow Bell Helicopter the opportunity to bring its world class customer support and service to such a critical mission in Turkey," said Roberts.

It has conducted extensive flight demonstrations in every continent, except Antarctica, and has been certified in more than 40 countries. Does the inclusion of TAI in the discussions imply that the helicopters are going to be manufactured locally with TOT ?
 
Bro as far as I know Its a direct procurement!

but still inclusion of TAI is may be related with industrial participation and offset (IP/O) requirements.

Authorities have launched a program to design, develop and produce Turkey’s first national helicopter within the next five years. The country will probably select a foreign partner with large marketing capabilities, an official says.

Turkey’s defense procurement agency has formally pushed the button to launch an ambitious program to design, develop and produce the country’s first national helicopter, a light platform weighing less than 5,500 kilograms.

“We aim to build a platform designed by Turkish engineers, with customized sub-systems that also can compete on international markets with its performance and price. The first national helicopter will be sold to the Turkish market and then to international buyers,” the procurement office, known as the Undersecretariat for Defense Industries, or SSM, said in a statement on its website recently.

A senior SSM official familiar with the program said requests for proposals would soon be issued to international manufacturers willing to cooperate with Turkey on this project. The program is expected to cost Turkey billions of dollars in the next few decades, sources say.

Potential respondents

Potential respondents to the planned request for proposal include the U.S. helicopter maker Sikorsky Aircraft Corp. and Italy’s AgustaWestland. Earlier this year, Sikorsky defeated AgustaWestland in Turkey’s multibillion-dollar medium-sized utility helicopter competition. Turkey hopes to select its foreign partner in the light utility helicopter program next year.

One procurement official said Turkey wanted a foreign partner that can bring marketing advantages to the light utility helicopter program. “It’s not that we can’t make that helicopter ourselves, we can make it. But we would prefer to work with a company that has large marketing capabilities in third markets also,” said the official.

In a separate helicopter effort, Turkey in August signed a government-to-government deal with the United States to buy six Boeing-made CH-47 heavy-lift military transport helicopters, the first such vehicles in its inventory. The deal is worth up to $400 million.

On Sept. 29 the SSM held a critical brainstorming meeting to set out a road map for the national helicopter program. Military and civilian officials, industry executives and academics gathered for the meeting to discuss ideas.

First helicopter in 5 years

Koksal Liman, head of SSM’s helicopter programs, said Oct. 13 that, “We aim to see our first helicopter in the air within the next five years.” He also said the SSM already had completed budget planning.

Industry sources have said the type of light helicopter Turkey intends to build should weigh between 4,500 and 5,500 kilograms. The first Turkish national helicopter will be used for both military and civilian purposes, officials said. “Turkey is the world’s ninth largest helicopter market, so it is most natural if we went ahead to boost that sector of our local industry,” Liman said.

The Turkish National Police (TNP) to Use BITES Defence & Aerospace Multilingual Computer Based Training Systems

The Turkish National Police (TNP) is negotiating computer based training systems and courses for the Turkish National Police Aviation department. The negotiation covers training solutions such as helicopter simulators and training aids.

Ankara-based BITES Defence & Aerospace company is expected to provide helicopter basic and advanced computer based training systems and courses to the TNP Aviation department.

“We have a long history with Turkish Armed Forces TuAF aviation schools and Turkish National Police Aviation training facilities, we can and will provide the TNP with the best training platforms to meet their requirements,” said BITES Defence & Aerospace company officials. “ Through these next generation computer based training systems and courses, the trainee pilots, trainer pilots, test pilots and technicians will have access to the very latest in advanced simulation for training. Moreover, part-task trainer systems, virtual maintenance trainer systems, mission planning and debriefing systems and fleet management system considered to be in these negotiations.”
