(Ecns) -- The Beijing municipal government is preparing to upgrade public toilets in the city to integrate more functions.

The Beijing Environment Sanitation Engineering Group, which is responsible for the project, is collecting plans for its first model room, which will be finished by the end of this year in the suburban Fangshan District.

The company is considering the inclusion of Wi-Fi coverage, mobile and electric car charging stands, as well as ATMs and health check facilities. Meanwhile, more restrooms will be equipped with infant rooms and assistance facilities for seniors and the disabled. The company will also make public toilets a forefront for the testing of organic agricultural techniques and other green methods.

The company will stop collecting plans by November 6, and the bid result will be announced on November 16. Construction will start next year in Beijing's suburban districts and counties.

In Shanghai the current legislation governing the public lavatory is CJJ14-2005-J476-2005 (construction standard, environmental compliance) by PRC legistation and DG/TJ08-401-2007 (allocation, operation) by Shanghai legislation.
  • Public lavatories are operated by the Urban Department(s) according to city legislation (which decides quantity, standards, budget, etc.), except for the ones attached to buildings, there are quite an array of different stand-alone types, some are like these:

  • This is a 1.33km x 2.00km (2.66 sqm) grid showing where public lavatories (the red dots) are built and operated by the Urban Department, excluding those operated by private sector and public utility companies e.g. SH Metro. SH Bus Corp

  • Also there is an NGO - 上海市公共厕所协会 (Shanghai Public Lavatory Association) - that helps legislation setting and supervises government execution.
  • Various apps can help find nearest lavatory like Baidu, Amap or even can try a free app developed by the Association "公厕指南 (Lavatory Guide)" which provides a lot more info from operating hours to facility details.

Basic requirements:
1. Clean and no awkward smell.
2. Fit for different person and privacy guaranteed.
3. Fresh air ventilation

Functions:
1. Wifi
2. Electricity charge interfaces
3. Automatic sales machine for urgent things
4. ATM
5. Background music/broadcast/news systems
6. Automatic public library
7. Inquery systems that could get shuttle information, service information etc.
8. Basic medical care facility, urgent calling system for police, health etc. Public remote healthcare, diagnosis system
9. Clothes drier, body cooling/warming machine

Advanced functions
1. Automatic energy collecting, saving, providing system could be solar, gravity, motion, gas energy.
2. Internal water filter, purify, circle system
3. Biological image, voice recognition system for security concern

Yes you are right, and that's what Shanghai is doing. Strict legislation, simple and basic needs, adequate but well-controlled government expenditure, we are quite conservative & cost-effectiveness sensitive in services operated by taxpayers' money. Comparatively Beijing people are more aggressive, futuristic, tech sensitive, that's their advantage.

The above specifications are good enough for any local community center.

In fact, if my house has all these features I am a happy man.

This might be a good suggestion bro. China does export toilet, check this model used in Shanghai:

The industry is very matured and competitive, lots of options for domestic or foreign markets. For India, say if procures 10 million units of these (their plan is roughly 120 million toilets as per some news), problem solved right away.

Let's not get too carried away. The last thing you want is for people to be hanging out at the public toilet getting in the way of people who really have to go.
