The Rising Sun Emblem has always been standard for the Navy. The JMSDF is the legacy of the Nihon Kaigun (Imperial Navy) , hence it has retained that vestige. To a limited extent, the JGSDF's flags are somewhat similar to the Rising Sun Emblem.
