In Libya there is also civil war, but number of casualties is tenfolds lower. IS cant have any nuke. They cant operate even a simple helicopter.It's a Civil War, both sides are committing atrocities, that's a given.
The difference is IS have global ambition, they are committing terrorist attacks all over the globe. If they ever get their hands on a nuke, what's to stop them behaving like they normally do (suicide bombing) and actually using it?
At least Assad would not just start nuking people right, since he values his own life? But what exactly will stop IS from using a nuke the very second they get their hands on one?
The difference is in capability. If ISIS had Chemical weapons they would use it too. Displacing Assad might just open the door for that. From purely a PoV of intent, ISIS is much worse, both for the people they kill and the people they rule.Some numbers:
