সিরিয়ায় আইএসের চূড়ান্ত পরাজয়ের পর বিদেশি যোদ্ধা (ফরেন টেররিস্ট ফাইটার—এফটিএফ) বা জঙ্গিদের নিয়ে অনেক দেশই উদ্বেগে রয়েছে। একইভাবে আইএসের হয়ে যুদ্ধ করতে যাওয়া বাংলাদেশি জঙ্গিরাও এখানে দুশ্চিন্তার বড় কারণ হয়ে আছে। আশঙ্কা করা হচ্ছে, এসব জঙ্গি প্রচলিত বা অপ্রচলিত যেকোনো পথে দেশে ফেরার চেষ্টা করবে। তারা ফিরতে পারলে দেশে আপাতত নিয়ন্ত্রণে থাকা জঙ্গি তৎপরতাকে বিপজ্জনক মাত্রায় নিয়ে যেতে পারে।
দেশি-বিদেশি বিভিন্ন সূত্র থেকে প্রাপ্ত তথ্যানুযায়ী, সরাসরি বাংলাদেশ থেকে সিরিয়ায় যাওয়া জঙ্গির সংখ্যা ৪০ জনের মতো। এর বাইরে নানা দেশ থেকে বাংলাদেশি বংশোদ্ভূত শতাধিক পুরুষ ও নারী সিরিয়া ও ইরাকে গিয়েছিলেন বলে ধারণা করা হয়। এসব বাংলাদেশির মধ্যে অনেকে আইএসের গুরুত্বপূর্ণ দায়িত্বেও ছিলেন। এর মধ্যে সাইফুল ইসলাম সুজন আইএসের শীর্ষস্থানীয় ১০ জনের একজন ছিলেন। আর এই সাইফুলের পরামর্শেই বাংলাদেশি বংশোদ্ভূত কানাডীয় নাগরিক তামিম চৌধুরী ঢাকায় আসেন। তিনি এ দেশের উগ্রপন্থীদের একটা অংশকে সংগঠিত করে আইএসপন্থী নতুন জঙ্গি সংগঠন গড়ে তোলেন। এরপর হোলি আর্টিজানের মতো ভয়ংকর জঙ্গি হামলা ছাড়াও দেশে বেশ কিছু হত্যাযজ্ঞ চালান।
জঙ্গি দমনে যুক্ত আইনশৃঙ্খলা রক্ষাকারী বাহিনীর উচ্চপর্যায়ের সূত্রগুলো বলছে, সরাসরি বাংলাদেশ থেকে যাওয়া জঙ্গিদের নাম-পরিচয় ও সংখ্যা মোটামুটি জানা আছে। তবে তাদের বর্তমান অবস্থান সম্পর্কে পূর্ণাঙ্গ তথ্য নেই। ইউরোপ, অস্ট্রেলিয়া ও উত্তর আমেরিকার বিভিন্ন দেশ থেকে বাংলাদেশি বংশোদ্ভূত অনেকে আইএসের হয়ে লড়তে গিয়েছিলেন সিরিয়ায়। এঁদের মধ্যে সবচেয়ে বেশি সিরিয়ায় গেছেন যুক্তরাজ্য থেকে। তাঁদের সম্পর্কে এখানকার গোয়েন্দা সংস্থা ও পুলিশের কাছে তথ্য রয়েছে। তবে তাঁদের নিয়েও ঝুঁকি আছে, তাঁরা এ দেশে প্রবেশ বা যোগাযোগ স্থাপন করার চেষ্টা করতে পারেন। এ ছাড়া মধ্যপ্রাচ্য বা মালয়েশিয়ার মতো দেশ থেকেও কোনো বাংলাদেশি নাগরিক ইরাক ও সিরিয়া গেছেন কি না, এ বিষয়ে তেমন কোনো তথ্য নেই। অন্যান্য দেশ বা প্রবাসী শ্রমিকদের কেউ যদি গিয়ে থাকেন, তাঁরা যদি প্রবাসী শ্রমিক পরিচয়ে ফিরে আসেন, তবে তাঁদের শনাক্ত করা কঠিন হয়ে পড়বে।
এরই মধ্যে আইনশৃঙ্খলা রক্ষাকারী বাহিনীর একটি সূত্র থেকে জানা গেছে, ইরাক থেকে এক বাংলাদেশি শ্রমিক আইএসেযোগ দিয়েছেন বলে তথ্য পাওয়া গেছে। ওই শ্রমিক গ্রেপ্তার হয়ে ইরাকের কারাগারে ছিলেন। সেখানে তাঁকে অন্য জঙ্গিরা উদ্বুদ্ধ করে। পরে ওই বাংলাদেশি শ্রমিক মুক্তি পেয়ে আইএসে যোগ দেন। গত মে মাসে ঢাকায় মুতাজ আবদুল মজিদ কফিলুদ্দিন নামের এক যুবককে গ্রেপ্তার করে পুলিশের কাউন্টার টেররিজম ইউনিট। সৌদি আরবে জন্ম নেওয়া এই যুবক সিরিয়ায় আইএসের হয়ে যুদ্ধ করেছেন এবং গত ফেব্রুয়ারিতে দেশে ফেরেন। সংশ্লিষ্ট একটি সূত্র জানায়, মুতাজকে মূলত তুরস্কের পুলিশ আটক করে বাংলাদেশে ফেরত পাঠায়। তবে মুতাজের বাইরে এমন আর কেউ দেশে ফিরেছেন কি না, সেটা নিশ্চিত বলা যাচ্ছে না। এ ছাড়া সম্প্রতি মালয়েশিয়ায় আইএস জঙ্গিবিরোধী এক অভিযানে সে দেশের পুলিশ মালয় ও ইন্দোনেশীয়দের সঙ্গে এক বাংলাদেশিকেও গ্রেপ্তার করে। ওই দেশের পুলিশের ভাষ্য, তাঁরা সেখানে নাশকতার পরিকল্পনা করছিলেন। বাংলাদেশি ওই যুবক জাহাজের টেকনিশিয়ান ছিলেন।
গত সেপ্টেম্বরে প্রকাশিত যুক্তরাষ্ট্রের পররাষ্ট্র দপ্তরের সন্ত্রাসবাদবিষয়ক বার্ষিক প্রতিবেদনে বলা হয়েছে, অনেক ব্যবস্থা নেওয়ার পরও বাংলাদেশে এখনো জঙ্গি হামলার ঝুঁকি রয়ে গেছে। ইন্টারপোলের সঙ্গে তথ্য আদান-প্রদান করলেও এখনো দেশটি জঙ্গিদের কোনো নজরদারির তালিকা তৈরি করেনি।
তবে ঢাকা মেট্রোপলিটন পুলিশ (ডিএমপি) কমিশনার মো. আছাদুজ্জামান মিয়ার দাবি, এটা মোটেই ঠিক নয়। তিনি প্রথম আলোকে বলেন, ‘ফরেন ফাইটার যারা বাংলাদেশ থেকে গিয়েছে, তাদের অলমোস্ট হিসাব-নিকাশ আমাদের কাছে আছে। কিন্তু লন্ডন থেকে যারা গিয়েছে, অস্ট্রেলিয়া থেকে যারা গিয়েছে, সৌদি আরব থেকে যারা গিয়েছে; এদের অনেকের তালিকা আমাদের কাছে না-ও থাকতে পারে। এ ব্যাপারে আমাদের গোয়েন্দারা কাজ করছে। আমাদের বিমানবন্দর ও স্থলবন্দরে নজরদারি আছে। গোয়েন্দা সংস্থা ও আইনশৃঙ্খলা বাহিনীও যথেষ্ট সজাগ আছে।’
কত বাংলাদেশি সিরিয়ায় গেছেন
ঠিক কতজন বাংলাদেশি সিরিয়া গেছেন, তাঁদের কতজন মারা গেছেন, জীবিতরা কে কোথায় আছেন; তার পূর্ণাঙ্গ তথ্য পাওয়া যায়নি। তবে পশ্চিমা একটি দেশের কাছে প্রবাসী সন্ত্রাসবাদী যোদ্ধাদের যে তালিকা রয়েছে, তাতে সিরিয়ায় যাওয়া বাংলাদেশি নাগরিকের সংখ্যা ৪০ জনের মতো। মূলত ২০১৪-১৫ সালে এঁরা দেশ ত্যাগ করেন। এঁদের অনেকে নিহত ও মার্কিন সমর্থিত বাহিনীর হাতে বন্দী আছেন। ঢাকায় আইনশৃঙ্খলা রক্ষাকারী বাহিনীর কাছেও একই রকম তথ্য রয়েছে বলে জানা গেছে।

এর বাইরে দেশি-বিদেশি বিভিন্ন সূত্র থেকে এ পর্যন্ত যতটা তথ্য পাওয়া গেছে, তাতে বিভিন্ন দেশ থেকে বাংলাদেশি বংশোদ্ভূত ১০০ জনের বেশি পুরুষ ও নারী সিরিয়া ও ইরাকে গিয়ে আইএসে যোগ দিয়েছিলেন বলে ধারণা করা যায়। এঁদের মধ্যে সরকারি-বেসরকারি বিভিন্ন সূত্র ও বিদেশি গণমাধ্যমের খবর থেকে ৭১ জন নারী-পুরুষের নাম সংগ্রহ করা গেছে। এঁদের মধ্যে ৩৭ জন বাংলাদেশি নাগরিক ও ৩৪ জন বাংলাদেশি বংশোদ্ভূত অন্য দেশের নাগরিক। এঁদের অন্তত ১৯ জন নিহত হওয়ার বিষয়ে নিশ্চিত হওয়া গেছে।
আইএসে গুরুত্বপূর্ণ ছিলেন অনেকে
আইএসের একটি প্রভাবশালী সেলের নেতা ছিলেন বাংলাদেশের গোপালগঞ্জের সাইফুল হক সুজন। তিনি ২০১৫ সালের ১০ ডিসেম্বর সিরিয়ার রাকায় মার্কিন বিমান হামলায় নিহত হন। এ বিষয়ে এক সংবাদ ব্রিফিংয়ে মার্কিন প্রতিরক্ষা দপ্তর পেন্টাগনের মুখপাত্র কর্নেল স্টিভ ওয়ারেন বলেছিলেন, সাইফুল আইএসের একজন বহির্দেশীয় কার্যক্রমের পরিকল্পনাকারী ছিলেন। তিনি আইএসের হ্যাকিং কার্যক্রম, নজরদারি এড়ানোর প্রযুক্তি ও অস্ত্র তৈরির ক্ষেত্রে একজন মূল ব্যক্তি ছিলেন। তিনি যুক্তরাজ্যে কম্পিউটার সিস্টেমস ইঞ্জিনিয়ার হিসেবে শিক্ষা গ্রহণ করেছেন।
হোলি আর্টিজানে হামলার ঘটনায় তদন্তসংশ্লিষ্ট একটি সূত্র জানায়, এই সাইফুলের সঙ্গে হোলি আর্টিজান হামলার মূল পরিকল্পনাকারী তামিম চৌধুরীর যোগাযোগ ছিল। সাইফুলের পরামর্শে তামিম সংযুক্ত আরব আমিরাত হয়ে ২০১৩ সালের অক্টোবরে এ দেশে আসেন। তামিম যখন এ দেশে জঙ্গি সংগঠন গড়ে তোলেন, তখনো সাইফুল জীবিত ছিলেন। তামিমের জন্য পরবর্তী সময়ে টাকাও পাঠান তিনি।
ঢাকার বনানীর রিফাত হোসেন খানও বাংলাদেশিদের মধ্যে অন্যতম যোদ্ধা ছিলেন। তিনি ২০১৪ সালে সিরিয়ায় যান। পরের বছরের আগস্টে রিফাতের ছবি আইএস তাদের নিজস্ব অনলাইনে প্রকাশ করে। তাতে তাঁর ছদ্মনাম ‘আবু আবদুল্লাহ আল-আমরিকি’ উল্লেখ করে জানায়, ইরাকের একটি তেল শোধনাগারে আত্মঘাতী গাড়িবোমা হামলা চালিয়েছেন তিনি। এই রিফাতই বনানী-গুলশানকেন্দ্রিক উগ্রপন্থী তরুণদের সঙ্গে তামিম চৌধুরীর যোগাযোগ স্থাপন করিয়ে দেন। পরবর্তী সময়ে গ্রেপ্তার হওয়া জঙ্গিদের জিজ্ঞাসাবাদ করে আইনশৃঙ্খলা রক্ষাকারী বাহিনী এ তথ্য পায়।
সিলেটের কামরুজ্জামান ওরফে রুকন আইএসের মিডিয়া শাখার গুরুত্বপূর্ণ সদস্য ছিলেন বলে জানা গেছে। তিনি ফিনল্যান্ড হয়ে সিরিয়া যান। গত বছর সেপ্টেম্বরে নিহত হন বলে এখানকার গোয়েন্দা সূত্রগুলো খবর পেয়েছে। তাঁর আরেক বন্ধু ফিনল্যান্ডপ্রবাসী তাজ রহমানও সিরিয়ায় নিহত হন। তাঁর পৈতৃক বাসা ঢাকার মোহাম্মদপুরে।
অস্ট্রেলিয়ার পাসপোর্টধারী এ টি এম তাজউদ্দিনও গুরুত্বপূর্ণ যোদ্ধা বলে বাংলাদেশের গোয়েন্দাদের কাছে তথ্য রয়েছে। তিনি আইএসের শুরুর দিকে সিরিয়া যান। তাঁর গ্রামের বাড়ি লক্ষ্মীপুর। বগুড়ার এ কে এম তাকিউর রহমানও যোদ্ধা বলে জানা গেছে। বৈমানিক ফারাজ বিন জাফর ও ক্যাপ্টেন (অব.) মো. মহিবুর রহমান গুরুত্বপূর্ণ জঙ্গি ছিলেন। ফারাজ বিন জাফর মারা গেছেন। বাকিদের অবস্থা সম্পর্কে নিশ্চিত কোনো তথ্য জানা যায়নি। নাম প্রকাশ না করার শর্তে বাংলাদেশের একজন কর্মকর্তা বলেন, বাংলাদেশিদের বড় অংশ সিরিয়ায় যোদ্ধা ছিলেন না। যাঁর যাঁর দক্ষতা অনুযায়ী বিভিন্ন কাজে যুক্ত ছিলেন।
আফগানিস্তানমুখী স্রোত
সিরিয়ায় আইএসের পতনের পর এখন আফগানিস্তানে আইএসের প্রসার ঘটছে। সিরিয়ায় থাকা বিদেশি জঙ্গিরা আফগানিস্তানমুখী হচ্ছে বলে আন্তর্জাতিক গণমাধ্যমে ইতিপূর্বে খবর বেরিয়েছে। এই স্রোতে বাংলাদেশি জঙ্গিরাও থাকতে পারে বলে আশঙ্কা আছে।
বিশ্লেষকেরা মনে করছেন, আফগানিস্তান থেকে বাংলাদেশি জঙ্গিরা অপ্রচলিত পথে দেশে ঢোকার চেষ্টা করতে পারে। অতীতে বাংলাদেশি জঙ্গিদের আফগানিস্তানে যাতায়াতের নজির আছে। সাম্প্রতিক বছরগুলোতেও বাংলাদেশ থেকে কেউ কেউ পাকিস্তান বা ইরান হয়ে আফগানিস্তানে গেছে। আবার যাওয়ার প্রস্তুতিকালে গ্রেপ্তারও হয়েছে কয়েকজন।
বাংলাদেশ থেকে যাঁরা পাকিস্তান বা অন্য কোনো দেশ হয়ে আফগানিস্তানে গেছেন, তাঁদের বেশির ভাগই আল-কায়েদার সঙ্গে জড়িয়েছেন। আফগানিস্তানে যাওয়া বাংলাদেশির প্রকৃত সংখ্যা এখানকার আইনশৃঙ্খলা রক্ষাকারী বাহিনীর কাছেও নেই। বিভিন্ন সূত্র থেকে ১৫ জন পুরুষ ও নারীর নাম পাওয়া গেছে; যাঁদের ৯ জন বিভিন্ন সময়ে নিহত হয়েছেন।
বিভিন্ন দেশে ফিরেছেন অনেকে
লন্ডনের কিংস কলেজের ইন্টারন্যাশনাল সেন্টার ফর দ্য স্টাডি অব র্যাডিক্যালাইজেশনের (আইসিএসআর) গত বছরের জুলাইয়ে প্রকাশ করা এক প্রতিবেদনে বলা হয়, সিরিয়ায় কেবল আইএসে যোগ দিয়েছেন—এমন বিদেশির সংখ্যা ৪১ হাজার ৪৯০ জন। এর মধ্যে পুরুষ ৩২ হাজার ৮০৯ জন, নারী ৪ হাজার ৭৬১ জন এবং শিশু ৪ হাজার ৬৪০। তাঁরা গেছেন ৮০টি দেশ থেকে। এঁদের মধ্যে কমপক্ষে ৭ হাজার ৩৬৬ বিদেশি নিজ নিজ দেশে ফিরে গেছেন। তাঁদের মধ্যে ২৫৬ জন নারী এবং ১ হাজার ১৮০টি শিশু। ব্রিটেনে ফিরেছেন ৪২৫ জন, যাঁদের দুজন নারী এবং চারটি শিশু।
জাতিসংঘের হিসাবে, বিভিন্ন দেশ থেকে ৪০ হাজারের বেশি বিদেশি যোদ্ধা ইরাক ও সিরিয়ায় গেছেন। এশিয়ার দেশগুলোর মধ্যে ইন্দোনেশিয়া থেকে সবচেয়ে বেশি ৮০০ জন গেছেন। এরপর আছে মালয়েশিয়া থেকে ১৫৪ ও ফিলিপাইন থেকে ১০০ জনের মতো। দক্ষিণ এশিয়ার মধ্যে ভারত, পাকিস্তান, বাংলাদেশ, মালদ্বীপ ও শ্রীলঙ্কা থেকে জঙ্গিরা সিরিয়া গেছে। এর মধ্যে শ্রীলঙ্কা থেকে সবচেয়ে কম গেছে। কিন্তু গত মার্চে সিরিয়ায় আইএসের চূড়ান্ত পতনের পর শ্রীলঙ্কায় ভয়ংকর সন্ত্রাসী হামলা চালিয়েছে ওই দেশের আইএসপন্থী জঙ্গিরা। যা পুরো দক্ষিণ এশিয়ায় উদ্বেগ তৈরি করেছে।

Many countries are concerned with foreign fighters (Foreign Terrorist Fighter-FTF) or militants after the IS's final defeat in Syria. Likewise, the Bangladeshi militants who have been fighting for IS has also become a major cause of anxiety. It is feared that these militants will try to return to the country by any conventional or inaccessible way. If they can return to the country, the militant activities currently under control can be brought to the hazardous level.
According to the sources from the local and foreign sources, the number of militants going directly from Bangladesh to Syria is 40. Apart from this, more than one hundred people of Bangladeshi origin were believed to have gone to Syria and Iraq. Many of these Bangladeshi people were also important in the IS responsibility. In addition, there are no information about whether any Bangladeshi nation has gone to Iraq and Syria even from countries like the Middle East or Malaysia. Meanwhile, a source from the law enforcing agencies said that a Bangladeshi worker from Iraq had received ISA information. The worker was arrested and imprisoned in Iraq. There he inspires other militants. After the release of the Bangladeshi workers, they joined the IS. In May last year, a young man named Mutaz Abdul Majid Kafiluddin was arrested and the Counter Terrorism Unit of Police. Born in Saudi Arabia, this young man fought for IS in Syria and returned home last February. A source said, Mutaz was originally detained by the police in Turkey and returned to Bangladesh. Apart from this, in a campaign against IS anti-militant in Malaysia, police of that country also arrested one Bangladeshi with Malay and Indonesia. Police said that the country was planning to sabotage there. Bangladeshi young man was a technician of the ship.
The United States Department of State's annual report on terrorism, published in September last year, has said that despite several measures, there is still a risk of militant attacks in Bangladesh. Despite the exchange of information with Interpol, the country has not yet created a list of militants' surveillance.
However, Dhaka Metropolitan Police (DMP) Commissioner Asaduzzaman Mia claimed that this is not right. He said in the first light, "We have the ultimate accounting of the foreign fighters who have left Bangladesh. But who went to London, who has gone to Australia, who went to Saudi Arabia; Many of them may not have a list of us. Our detectives are working on this. We have surveillance in the airport and land port. Intelligence agencies and law enforcement agencies are also aware.
How many Bangladeshis went to Syria

Saiful Haque Sujon of Gopalganj of Bangladesh was the leader of an influential cell of IS. He was killed in a US air strike on December 10, 2015 in Raida, Syria. In a press briefing, US Defense Department Pentagon spokesman Colonel Steve Warren said that Saiful was planning an external program of IS. He was a key person for hacking activities, monitoring surveillance technology and weaponry. He took education as computer systems engineer in the United Kingdom.
A source investigating the incident of Holi Artisan said that Saiful was in touch with Tamim Chowdhury, the original planner of Holi Artisan attack. On the advice of Saiful, Tamim came to the country in the UAE in October 2013. When Tamim developed militant organization in this country, Saiful was still alive. He also sent money for Tamim.
Banani Rifat Hossain Khan of Dhaka was also one of the greatest fighters of Bangladeshis. He went to Syria in 2014. In August of next year, Rifat's photos published their own online. He referred to his pseudonym 'Abu Abdullah al-Amariki', who said suicide car bomb attacks in Iraq's oil refinery. This Rifat made contact with Tamim Chowdhury with Banani-Gulshan-centric extremist youth. Later, the law enforcing agencies got this information after interrogating the militants arrested.
Sylhet's Kamruzzaman alias Rukon was known to be an important member of the media section of IS. He went to Finland through Finland. Intelligence sources found the news that they were killed in September last year. His other friend, Finland's expatriate Taj, was also killed in Syria. His ancestral home in Mohammadpur of Dhaka.

দেশি-বিদেশি বিভিন্ন সূত্র থেকে প্রাপ্ত তথ্যানুযায়ী, সরাসরি বাংলাদেশ থেকে সিরিয়ায় যাওয়া জঙ্গির সংখ্যা ৪০ জনের মতো। এর বাইরে নানা দেশ থেকে বাংলাদেশি বংশোদ্ভূত শতাধিক পুরুষ ও নারী সিরিয়া ও ইরাকে গিয়েছিলেন বলে ধারণা করা হয়। এসব বাংলাদেশির মধ্যে অনেকে আইএসের গুরুত্বপূর্ণ দায়িত্বেও ছিলেন। এর মধ্যে সাইফুল ইসলাম সুজন আইএসের শীর্ষস্থানীয় ১০ জনের একজন ছিলেন। আর এই সাইফুলের পরামর্শেই বাংলাদেশি বংশোদ্ভূত কানাডীয় নাগরিক তামিম চৌধুরী ঢাকায় আসেন। তিনি এ দেশের উগ্রপন্থীদের একটা অংশকে সংগঠিত করে আইএসপন্থী নতুন জঙ্গি সংগঠন গড়ে তোলেন। এরপর হোলি আর্টিজানের মতো ভয়ংকর জঙ্গি হামলা ছাড়াও দেশে বেশ কিছু হত্যাযজ্ঞ চালান।
জঙ্গি দমনে যুক্ত আইনশৃঙ্খলা রক্ষাকারী বাহিনীর উচ্চপর্যায়ের সূত্রগুলো বলছে, সরাসরি বাংলাদেশ থেকে যাওয়া জঙ্গিদের নাম-পরিচয় ও সংখ্যা মোটামুটি জানা আছে। তবে তাদের বর্তমান অবস্থান সম্পর্কে পূর্ণাঙ্গ তথ্য নেই। ইউরোপ, অস্ট্রেলিয়া ও উত্তর আমেরিকার বিভিন্ন দেশ থেকে বাংলাদেশি বংশোদ্ভূত অনেকে আইএসের হয়ে লড়তে গিয়েছিলেন সিরিয়ায়। এঁদের মধ্যে সবচেয়ে বেশি সিরিয়ায় গেছেন যুক্তরাজ্য থেকে। তাঁদের সম্পর্কে এখানকার গোয়েন্দা সংস্থা ও পুলিশের কাছে তথ্য রয়েছে। তবে তাঁদের নিয়েও ঝুঁকি আছে, তাঁরা এ দেশে প্রবেশ বা যোগাযোগ স্থাপন করার চেষ্টা করতে পারেন। এ ছাড়া মধ্যপ্রাচ্য বা মালয়েশিয়ার মতো দেশ থেকেও কোনো বাংলাদেশি নাগরিক ইরাক ও সিরিয়া গেছেন কি না, এ বিষয়ে তেমন কোনো তথ্য নেই। অন্যান্য দেশ বা প্রবাসী শ্রমিকদের কেউ যদি গিয়ে থাকেন, তাঁরা যদি প্রবাসী শ্রমিক পরিচয়ে ফিরে আসেন, তবে তাঁদের শনাক্ত করা কঠিন হয়ে পড়বে।
এরই মধ্যে আইনশৃঙ্খলা রক্ষাকারী বাহিনীর একটি সূত্র থেকে জানা গেছে, ইরাক থেকে এক বাংলাদেশি শ্রমিক আইএসেযোগ দিয়েছেন বলে তথ্য পাওয়া গেছে। ওই শ্রমিক গ্রেপ্তার হয়ে ইরাকের কারাগারে ছিলেন। সেখানে তাঁকে অন্য জঙ্গিরা উদ্বুদ্ধ করে। পরে ওই বাংলাদেশি শ্রমিক মুক্তি পেয়ে আইএসে যোগ দেন। গত মে মাসে ঢাকায় মুতাজ আবদুল মজিদ কফিলুদ্দিন নামের এক যুবককে গ্রেপ্তার করে পুলিশের কাউন্টার টেররিজম ইউনিট। সৌদি আরবে জন্ম নেওয়া এই যুবক সিরিয়ায় আইএসের হয়ে যুদ্ধ করেছেন এবং গত ফেব্রুয়ারিতে দেশে ফেরেন। সংশ্লিষ্ট একটি সূত্র জানায়, মুতাজকে মূলত তুরস্কের পুলিশ আটক করে বাংলাদেশে ফেরত পাঠায়। তবে মুতাজের বাইরে এমন আর কেউ দেশে ফিরেছেন কি না, সেটা নিশ্চিত বলা যাচ্ছে না। এ ছাড়া সম্প্রতি মালয়েশিয়ায় আইএস জঙ্গিবিরোধী এক অভিযানে সে দেশের পুলিশ মালয় ও ইন্দোনেশীয়দের সঙ্গে এক বাংলাদেশিকেও গ্রেপ্তার করে। ওই দেশের পুলিশের ভাষ্য, তাঁরা সেখানে নাশকতার পরিকল্পনা করছিলেন। বাংলাদেশি ওই যুবক জাহাজের টেকনিশিয়ান ছিলেন।
গত সেপ্টেম্বরে প্রকাশিত যুক্তরাষ্ট্রের পররাষ্ট্র দপ্তরের সন্ত্রাসবাদবিষয়ক বার্ষিক প্রতিবেদনে বলা হয়েছে, অনেক ব্যবস্থা নেওয়ার পরও বাংলাদেশে এখনো জঙ্গি হামলার ঝুঁকি রয়ে গেছে। ইন্টারপোলের সঙ্গে তথ্য আদান-প্রদান করলেও এখনো দেশটি জঙ্গিদের কোনো নজরদারির তালিকা তৈরি করেনি।
তবে ঢাকা মেট্রোপলিটন পুলিশ (ডিএমপি) কমিশনার মো. আছাদুজ্জামান মিয়ার দাবি, এটা মোটেই ঠিক নয়। তিনি প্রথম আলোকে বলেন, ‘ফরেন ফাইটার যারা বাংলাদেশ থেকে গিয়েছে, তাদের অলমোস্ট হিসাব-নিকাশ আমাদের কাছে আছে। কিন্তু লন্ডন থেকে যারা গিয়েছে, অস্ট্রেলিয়া থেকে যারা গিয়েছে, সৌদি আরব থেকে যারা গিয়েছে; এদের অনেকের তালিকা আমাদের কাছে না-ও থাকতে পারে। এ ব্যাপারে আমাদের গোয়েন্দারা কাজ করছে। আমাদের বিমানবন্দর ও স্থলবন্দরে নজরদারি আছে। গোয়েন্দা সংস্থা ও আইনশৃঙ্খলা বাহিনীও যথেষ্ট সজাগ আছে।’
কত বাংলাদেশি সিরিয়ায় গেছেন
ঠিক কতজন বাংলাদেশি সিরিয়া গেছেন, তাঁদের কতজন মারা গেছেন, জীবিতরা কে কোথায় আছেন; তার পূর্ণাঙ্গ তথ্য পাওয়া যায়নি। তবে পশ্চিমা একটি দেশের কাছে প্রবাসী সন্ত্রাসবাদী যোদ্ধাদের যে তালিকা রয়েছে, তাতে সিরিয়ায় যাওয়া বাংলাদেশি নাগরিকের সংখ্যা ৪০ জনের মতো। মূলত ২০১৪-১৫ সালে এঁরা দেশ ত্যাগ করেন। এঁদের অনেকে নিহত ও মার্কিন সমর্থিত বাহিনীর হাতে বন্দী আছেন। ঢাকায় আইনশৃঙ্খলা রক্ষাকারী বাহিনীর কাছেও একই রকম তথ্য রয়েছে বলে জানা গেছে।

এর বাইরে দেশি-বিদেশি বিভিন্ন সূত্র থেকে এ পর্যন্ত যতটা তথ্য পাওয়া গেছে, তাতে বিভিন্ন দেশ থেকে বাংলাদেশি বংশোদ্ভূত ১০০ জনের বেশি পুরুষ ও নারী সিরিয়া ও ইরাকে গিয়ে আইএসে যোগ দিয়েছিলেন বলে ধারণা করা যায়। এঁদের মধ্যে সরকারি-বেসরকারি বিভিন্ন সূত্র ও বিদেশি গণমাধ্যমের খবর থেকে ৭১ জন নারী-পুরুষের নাম সংগ্রহ করা গেছে। এঁদের মধ্যে ৩৭ জন বাংলাদেশি নাগরিক ও ৩৪ জন বাংলাদেশি বংশোদ্ভূত অন্য দেশের নাগরিক। এঁদের অন্তত ১৯ জন নিহত হওয়ার বিষয়ে নিশ্চিত হওয়া গেছে।
আইএসে গুরুত্বপূর্ণ ছিলেন অনেকে
আইএসের একটি প্রভাবশালী সেলের নেতা ছিলেন বাংলাদেশের গোপালগঞ্জের সাইফুল হক সুজন। তিনি ২০১৫ সালের ১০ ডিসেম্বর সিরিয়ার রাকায় মার্কিন বিমান হামলায় নিহত হন। এ বিষয়ে এক সংবাদ ব্রিফিংয়ে মার্কিন প্রতিরক্ষা দপ্তর পেন্টাগনের মুখপাত্র কর্নেল স্টিভ ওয়ারেন বলেছিলেন, সাইফুল আইএসের একজন বহির্দেশীয় কার্যক্রমের পরিকল্পনাকারী ছিলেন। তিনি আইএসের হ্যাকিং কার্যক্রম, নজরদারি এড়ানোর প্রযুক্তি ও অস্ত্র তৈরির ক্ষেত্রে একজন মূল ব্যক্তি ছিলেন। তিনি যুক্তরাজ্যে কম্পিউটার সিস্টেমস ইঞ্জিনিয়ার হিসেবে শিক্ষা গ্রহণ করেছেন।
হোলি আর্টিজানে হামলার ঘটনায় তদন্তসংশ্লিষ্ট একটি সূত্র জানায়, এই সাইফুলের সঙ্গে হোলি আর্টিজান হামলার মূল পরিকল্পনাকারী তামিম চৌধুরীর যোগাযোগ ছিল। সাইফুলের পরামর্শে তামিম সংযুক্ত আরব আমিরাত হয়ে ২০১৩ সালের অক্টোবরে এ দেশে আসেন। তামিম যখন এ দেশে জঙ্গি সংগঠন গড়ে তোলেন, তখনো সাইফুল জীবিত ছিলেন। তামিমের জন্য পরবর্তী সময়ে টাকাও পাঠান তিনি।
ঢাকার বনানীর রিফাত হোসেন খানও বাংলাদেশিদের মধ্যে অন্যতম যোদ্ধা ছিলেন। তিনি ২০১৪ সালে সিরিয়ায় যান। পরের বছরের আগস্টে রিফাতের ছবি আইএস তাদের নিজস্ব অনলাইনে প্রকাশ করে। তাতে তাঁর ছদ্মনাম ‘আবু আবদুল্লাহ আল-আমরিকি’ উল্লেখ করে জানায়, ইরাকের একটি তেল শোধনাগারে আত্মঘাতী গাড়িবোমা হামলা চালিয়েছেন তিনি। এই রিফাতই বনানী-গুলশানকেন্দ্রিক উগ্রপন্থী তরুণদের সঙ্গে তামিম চৌধুরীর যোগাযোগ স্থাপন করিয়ে দেন। পরবর্তী সময়ে গ্রেপ্তার হওয়া জঙ্গিদের জিজ্ঞাসাবাদ করে আইনশৃঙ্খলা রক্ষাকারী বাহিনী এ তথ্য পায়।
সিলেটের কামরুজ্জামান ওরফে রুকন আইএসের মিডিয়া শাখার গুরুত্বপূর্ণ সদস্য ছিলেন বলে জানা গেছে। তিনি ফিনল্যান্ড হয়ে সিরিয়া যান। গত বছর সেপ্টেম্বরে নিহত হন বলে এখানকার গোয়েন্দা সূত্রগুলো খবর পেয়েছে। তাঁর আরেক বন্ধু ফিনল্যান্ডপ্রবাসী তাজ রহমানও সিরিয়ায় নিহত হন। তাঁর পৈতৃক বাসা ঢাকার মোহাম্মদপুরে।
অস্ট্রেলিয়ার পাসপোর্টধারী এ টি এম তাজউদ্দিনও গুরুত্বপূর্ণ যোদ্ধা বলে বাংলাদেশের গোয়েন্দাদের কাছে তথ্য রয়েছে। তিনি আইএসের শুরুর দিকে সিরিয়া যান। তাঁর গ্রামের বাড়ি লক্ষ্মীপুর। বগুড়ার এ কে এম তাকিউর রহমানও যোদ্ধা বলে জানা গেছে। বৈমানিক ফারাজ বিন জাফর ও ক্যাপ্টেন (অব.) মো. মহিবুর রহমান গুরুত্বপূর্ণ জঙ্গি ছিলেন। ফারাজ বিন জাফর মারা গেছেন। বাকিদের অবস্থা সম্পর্কে নিশ্চিত কোনো তথ্য জানা যায়নি। নাম প্রকাশ না করার শর্তে বাংলাদেশের একজন কর্মকর্তা বলেন, বাংলাদেশিদের বড় অংশ সিরিয়ায় যোদ্ধা ছিলেন না। যাঁর যাঁর দক্ষতা অনুযায়ী বিভিন্ন কাজে যুক্ত ছিলেন।
আফগানিস্তানমুখী স্রোত
সিরিয়ায় আইএসের পতনের পর এখন আফগানিস্তানে আইএসের প্রসার ঘটছে। সিরিয়ায় থাকা বিদেশি জঙ্গিরা আফগানিস্তানমুখী হচ্ছে বলে আন্তর্জাতিক গণমাধ্যমে ইতিপূর্বে খবর বেরিয়েছে। এই স্রোতে বাংলাদেশি জঙ্গিরাও থাকতে পারে বলে আশঙ্কা আছে।
বিশ্লেষকেরা মনে করছেন, আফগানিস্তান থেকে বাংলাদেশি জঙ্গিরা অপ্রচলিত পথে দেশে ঢোকার চেষ্টা করতে পারে। অতীতে বাংলাদেশি জঙ্গিদের আফগানিস্তানে যাতায়াতের নজির আছে। সাম্প্রতিক বছরগুলোতেও বাংলাদেশ থেকে কেউ কেউ পাকিস্তান বা ইরান হয়ে আফগানিস্তানে গেছে। আবার যাওয়ার প্রস্তুতিকালে গ্রেপ্তারও হয়েছে কয়েকজন।
বাংলাদেশ থেকে যাঁরা পাকিস্তান বা অন্য কোনো দেশ হয়ে আফগানিস্তানে গেছেন, তাঁদের বেশির ভাগই আল-কায়েদার সঙ্গে জড়িয়েছেন। আফগানিস্তানে যাওয়া বাংলাদেশির প্রকৃত সংখ্যা এখানকার আইনশৃঙ্খলা রক্ষাকারী বাহিনীর কাছেও নেই। বিভিন্ন সূত্র থেকে ১৫ জন পুরুষ ও নারীর নাম পাওয়া গেছে; যাঁদের ৯ জন বিভিন্ন সময়ে নিহত হয়েছেন।
বিভিন্ন দেশে ফিরেছেন অনেকে
লন্ডনের কিংস কলেজের ইন্টারন্যাশনাল সেন্টার ফর দ্য স্টাডি অব র্যাডিক্যালাইজেশনের (আইসিএসআর) গত বছরের জুলাইয়ে প্রকাশ করা এক প্রতিবেদনে বলা হয়, সিরিয়ায় কেবল আইএসে যোগ দিয়েছেন—এমন বিদেশির সংখ্যা ৪১ হাজার ৪৯০ জন। এর মধ্যে পুরুষ ৩২ হাজার ৮০৯ জন, নারী ৪ হাজার ৭৬১ জন এবং শিশু ৪ হাজার ৬৪০। তাঁরা গেছেন ৮০টি দেশ থেকে। এঁদের মধ্যে কমপক্ষে ৭ হাজার ৩৬৬ বিদেশি নিজ নিজ দেশে ফিরে গেছেন। তাঁদের মধ্যে ২৫৬ জন নারী এবং ১ হাজার ১৮০টি শিশু। ব্রিটেনে ফিরেছেন ৪২৫ জন, যাঁদের দুজন নারী এবং চারটি শিশু।
জাতিসংঘের হিসাবে, বিভিন্ন দেশ থেকে ৪০ হাজারের বেশি বিদেশি যোদ্ধা ইরাক ও সিরিয়ায় গেছেন। এশিয়ার দেশগুলোর মধ্যে ইন্দোনেশিয়া থেকে সবচেয়ে বেশি ৮০০ জন গেছেন। এরপর আছে মালয়েশিয়া থেকে ১৫৪ ও ফিলিপাইন থেকে ১০০ জনের মতো। দক্ষিণ এশিয়ার মধ্যে ভারত, পাকিস্তান, বাংলাদেশ, মালদ্বীপ ও শ্রীলঙ্কা থেকে জঙ্গিরা সিরিয়া গেছে। এর মধ্যে শ্রীলঙ্কা থেকে সবচেয়ে কম গেছে। কিন্তু গত মার্চে সিরিয়ায় আইএসের চূড়ান্ত পতনের পর শ্রীলঙ্কায় ভয়ংকর সন্ত্রাসী হামলা চালিয়েছে ওই দেশের আইএসপন্থী জঙ্গিরা। যা পুরো দক্ষিণ এশিয়ায় উদ্বেগ তৈরি করেছে।
