The problem lies in the source, i.e. voracious appetite of Indian brothels for Bangladeshi women and the activities of Indian pimps in Mumbai and Delhi. Since prostitution in large cities in India is actively promoted as a business by the Indian law enforcement (police) and higher administration (who all gain from it financially), there is no solution unless exemplary punishment is meted out and this is curbed somewhat. Knowing India of course, this will never happen.
