A number of 10 different service providers of Bangladesh will soon launch offices in eight SAARC countries under the Agreement on Trade in Services between the member nations.

Bangladesh’s Commerce Ministry is likely to place a proposal in this regard at the Cabinet Committee’s meeting today in Dhaka for approval, said official sources.

“The Cabinet Division already informed us that the proposal would be placed for cabinet committee’s approval on Monday (today) along with another proposal of commerce ministry to approve the Direct Sale Act 2013,” Commerce Secretary Mahbub Ahmed told the Dhaka Tribune Sunday.

The ministry sources said the 10 service sectors include accounting and auditing, maritime ,management consultancy, financing, computer and software, education, audio-video , construction consultancy, data or technical testing and couriers.

In its proposal, the commerce ministry has prophesied the opening of service offices will boost investment among the members of the South Asian Association for Regional Cooperation (SAARC).

As per Article 3 of the SAARC Agreement on Trade in Services, Pakistan, India and Bhutan have submitted a final list of service sectors to the SAARC Secretariat for opening offices.

At the today’s meeting, the Direct Sale Act may also be approved, which sets punishment for violation at five years of imprisonment and a fine of Tk5m.

The law also bans trading of 21 items of product of the Multi-Level Marketing (MLM) companies.

Only the trading of electronic products, home appliances, tele-marketing, telecommunication, agricultural products, cosmetics, toiletries and arrangement of training and providing services will be allowed.

As per the law, there will be an authority to license and regulate MLM businesses in the country.

“All kinds of measure will be taken to ensure enforcement of the law,” said Commerce Secretary Mahbub Ahmed.

Any profit scheme where your commissions come through recruiting new members into a company is illegal MLM, but if a profit scheme where your commissions come through selling the products of a company is legal. It just becomes illegal MLM as soon as you make people joined and earn money using pyramid scheme.

This is yet another good news.

The govt. should cancel registration and ban on all activities of the MLM companies.

Yes SAARC is; but even this project is carried out under the SAARC thing, it seems this project has its own merit if can be done sincerely.

This move is nothing put allowing indian companies to flood Bangladeshi market and taking over service sector. Real deception is Bangladesh opening service office is just dress up for Awami League to open up service sectors to indian companies.

In reality, Bangladesh service companies are not even strong enough to hold onto local market let alone compete in Indian or any other markets. Beside, we have already seen how india OUTRIGHT OBSTRUCT and harass Bangladeshi companies want to do business in india. Who in their right mind, except Awami propaganda paddlers, will fall for such utter lie and deception that is design to allow indian companies taking over Bangladesh service sectors.

Well said. SAARC should be dumped in the Bay of Bengal and all countries in South Asia (other than India of course) should jointly agree to the dissolution of this useless instrument of poor Indian attempt at hegemony.

Both of you are actually saying same thing have a regional grouping be that SAARC or any other name BUT make sure india is not part of that. Under sub regional initiative that can be easily done.

India is the only country that connects all SAARC countries through its common connecting land mass in the center, without India, SAARC has no meaning.

Bangladesh and Sri Lanka can join ASEAN, Pakistan and Afghanistan can join Russia led Eurasian Union and if China can cut off chicken neck and liberate North East states then, Nepal, Bhutan and 8 sister states led by Assam can join ASEAN as well.

India is the most inefficient and dysfunctional nation, a state sponsor of terrorist activity in the region - all countries should avoid dealing with it and look for alliance and association away from India to limit its influence within their borders.
