In the government jobs it is 3000 RS. But the government only rarely hires non-Saudis and at that it is for specialized areas which need a certain level of education and skill which may not be present in the Unemployed Saudis applying for that job.
In the Private sector, private companies have their own rings of bribery, blackmail and all sorts of dirty sleazy tactics to get the government ministries responsible for laws to sway in their favor. For example there are many Unemployed Saudis who have all the necessary Educations and Skills to penetrate the private sector completely, however in private companies logic it is more in line of "Why hire a Saudi with a 10,000RS wage when I can hire a foreigner for 5,000RS or even 3,000 RS?". This discrimination have led Saudis to say the popular saying "We are foreigners in our own damn country" which for a while until many of those laws changed due to Arab spring many Saudis didn't like foreigners very much. Which is also why most Saudis would take jobs in the Public sector over the Private one because many think of it as "Fair".
Just like you we do have our set of problems with corruption etc. but I have faith that the new laws will decrease this phenomenon.

I agree with you completely. This low wage is unacceptable and inhumane. But we are talking about the corrupt and sleazy Private companies here who do the hiring as I pointed out earlier. They are greedy to the Maximum and they do not only damage foreign workers but they also damage Saudi citizens equally. Many of our unemployed are educated and have college degrees etc. but they don't hire them because they will demand higher salaries than their equally educated foreign counterparts.
In fact those private companies are the ones responsible for spreading the myth of "Saudis are unskilled and uneducated and can not be used in the work force" which can't be further from the truth, only so they can save money on wages.
What I am saying is, it is in General the Saudi government's fault first and foremost for failing to meet the needs of both Saudi and Expat communities in KSA due to corruption, laws can be changed to be more fair for all but a couple of hundred thousands under the table here and there can get you whatever law that you want to maximize profit.
on one side unemployment and other side big fishes and those whom have contacts are getting visas in huge numbers i can see its flood of pakistani visas these days everyone have 4-5 and some have 40-50 too for sale damn daily 747 of pia landed in riyadh jeddah two times why not just stop it and think for a while give jobs and good life first damn in hand why thousands new visas
