Now, the only remaining issue with Bangladesh is Tista river and Farakka barrage. I'm hopeful we will resolve that shortly.

No, this piece of land is not an enclave and is not in Rangpur-Jalpaiguri district in West Bengal which will be exchanged.It is in Tripura frontier along the river bank.
