That is a modified "Gallatin". Who carried out the modifications, and where did the eqpt. for the mods. originate from?
That matters too.

Philippine Navy: after modification:

Don't be so gullible. That is a fanboy artwork in other words a photoshop. A simple google search will reveal the fact that the Philippines has not done anything to their cutter other than paint it gray. There were a lot of structural/financial issues I think.
