Bangladesh ‘feared naval attack’ from Burma

Bangladeshi officials have said they expect a result in the arbitration over maritime boundaries in the Bay of Bengal by April, as a leaked US cable reveals that Dhaka was seeking US assistance after a Burmese military build-up stemming from the dispute.

“The arguments [over boundaries] will be held in two phases ending on 24 Sept and the ruling is expected in April,” Bangladeshi Foreign Minister Mijarul Quayes told Reuters on Sunday.

The initial complaint was submitted to the UN International Tribunal for the Law of the Sea (ITLOS) in 2009, but the hearings did not commence till 5 September this year.

The dispute concerns a semi-submersible drilling platform owned by Swiss-US oil firm Transocean Inc, but was leased to South Korea’s Daewoo. Daewoo, along with their partner, Kogas, were given permission to explore for oil and gas in the disputed AD-7 offshore block by the Burmese authorities in 2008. The rig was escorted into the contested waters by the Burmese navy.

At the time news surfaced of a military build up on the shared land border but a recent cable released by Wikileaks indicates that the Bangladeshi government asked the US for help.

“Army Chief General Moeen Uddin Ahmed asked the Ambassador [US] for assistance to assess the buildup, specifically requesting satellite imagery to assist the Bangladesh Army see the scope of the Burmese military presence and track further developments,” the cable, dated 18 December 2008, notes.

As a result of pressure at the time, the Daewoo rig, which was believed to have cost some $US400,000 per day, was moved out of the contested area. According to the cable’s source, “[Foreign Affairs advisor] Chowdhury claimed Daewoo had removed its rig in November solely because of pressure from the Korean Government.”

The cable further notes that the military build up was because “the Burmese Government was seeking revenge against Bangladesh for the offshore rig incident.”

The Bangladesh Army chief noted that the Burmese forces, who were believed to be 30 kilometres away from the border, “lived off the land”, and “reports from arriving refugees had underscored the increasing desperation of the under-funded Burmese soldiers”. It continued that the refugees’ “tales of treatment at the hands of Burmese soldiers reflected an increasingly frustrated Military.”

Bangladesh is desperate to secure energy supplies, and the nation’s state-owned oil company, Petrobangla, has signed deals with US oil company Conocco Philips to explore in its waters.

Thanks to Myanmar, we are getting new ships and naval aircrafts and helos.. In 2008, bangladesh failed to notice and locate myanmar navy and exploration team quickly. This is why they bought two Dornier and two agusta for maritime patrol..... And seeking help from US is justified as bangladesh do not want to go to war hampering economical progress... We are the next eleven after BRIC and we cant afford to lose the track

Myanmar gave a nice excuse for modernizing the navy. They should provoke us again so we can also build up our air defense. I hope that we never go have to go to war with Myanmar as India and US will take advantage of the situation and the biggest loser will be Bangladesh. All these military investments should be for facing India as a deterrent .......

@ Indian members :- well from my view, Munshi did not ask for any war with India...just that to build up our defence keeping India in mind.

What is India doing? Keeping Pakistan and China in mind and building up their defence force isnt it? You would say "we face threat from them, not you". The similar excuse stands for us. Keeping the "bigger threat" in mind, we often need to buy stuffs. Such logic is not unprecedented isnt it?

Folks here are realistic people. There will be no war between India and BD at anytime, probably the same would go with Myanmar. That does not mean sit and do nothing about it. India faces threat from its nuclear neighbors but you might never have a war. Does that mean you do nothing to prepare?

We tend to bang our head on hypothetical situation and none of the side is right. If we get a strong military someday, India should be happy...you guys were supposed to be our friends isnt it?

First, you should stop posting anti-Indian thread which is based on no logic and mere cultivation of day dreamers. By the way, Bangladesh doesn't have anything else to say except India ? :angel:

Yeah this three-dimensional plan was first revealed in BNP era. They even declared subs before 2012.. But now it is postponed to 2019. Now i am getting news that we will have only one sub at 2019. Phuk!!

You did have a war...so in that context, even we have had border skirmishes with you and stand-off with Burma, including other incidents. Does that make India appear as war-monger? Does that mean war is the only way to salvation?

All i am saying is keeping India in mind and building our defence force should NOT irk you people. Its just good for our defence because the procurement would be likewise and we can get stronger gradually. That does not, by any means, call for war and make other appear as aggressor.

Threat != War.
