Bangladesh, another potential market for Vietnam

According to the Vietnam Chamber of Commerce and Industry, Bangladesh is currently one of the biggest markets in the South Asian Region and with a population of 161 million people is also a potential growth market for Vietnamese products because of its strong purchasing power.

Bangladesh is not a completely new market for Vietnam, but trade between the two countries is low-key as Vietnamese firms are still hesitant to tap this market. However, in the past few years, some Vietnamese companies have started to trade with Bangladeshi companies and with positive results.

Since 2003, footwear producer Biti’s has realized the potential of the Bangladeshi market, after already tapping into markets in Nepal, India, and Pakistan. In 2004, Biti’s chose five official distributors in Bangladesh and began to sell products there. Now, sales of the company are showing a steady growth.

In July this year, the Hoa Phat Group exported the first batch of 10,000 tons of blast-furnace slag to the Shun Shing Group. Up to now, Hoa Phat has exported three batches of blast-furnace slag to this market and will supply around 80-100 tons of slag annually, according to the agreement. In reality, Shun Shing Group imports upto 300,000-400,000 tons of blast-furnace slag every year for the cement industry in Bangladesh.

Bangladesh also considers its garment and textile industry as one of the main industries, same as Vietnam. Garment exports from Bangladesh have continuously increased, reaching nearly US$22.3 billion in 2011. However, Bangladesh depends on imported materials as much as domestic-made fabrics to meet 40 percent of demand of the garment industry. Moreover, Bangladeshi consumers prefer garments and textile products from Vietnam because of their reasonable price and high quality.

Thus in 2011, Bangladesh imported finished products and materials for their garment industry from Vietnam valued at about $7.5 billion.

In addition, Zafar Osman, director of a timber company in Bangladesh, said that companies in this industry are in dire need for a steady supply of round teak wood and teak planks on a monthly basis. Vietnam has an advantage in the wood industry so this is a good opportunity for firms to cooperate with each other.

After many years of experience in doing business with Bangladeshi companies, Nguyen Tien Dat, director of Vissai Import-Export Company, said that demand to import goods in this market is huge but Vietnamese firms have not developed all potential yet due to lack of information. Hence, authorities should help set up coordination between firms of the two countries.

Besides promoting exports, the Bangladeshi government is also encouraging foreign investors to invest their money in the country to increase goods supply as well as to develop technological standards for its domestic market.

According to Supradip Chakman, Bangladeshi Ambassador to Vietnam, his country has great demand for garments, footwear, wood-pulp, and chinaware as well as for mechanized agriculture. Currently, a few Vietnamese firms have helped the country to improve some sectors that had remained undeveloped.

Viettel bought stakes in Teletalk Bangladesh Ltd for $300 million in 2009. After entering this market, Viettel has set up 19,500 base station towers, provided services to 3.5 million clients, and installed 50,000 kilometers of fiber optic cables and introduced 3G technology.

Data given by the Statistics Office of Bangladesh showed that the gross domestic product grew 6.7 percent in 2011 and is expected to reach 7.2 percent this year. Export growth was 21.2 percent in the past three years and import growth was 22.2 percent.

Bangladesh has been opening trade with other countries to maintain its economic growth in the coming years. In order to achieve this, the government has built many policies to create a fair business environment for both local and foreign investors. Furthermore, at every meeting, Bangladeshi firms always try to persuade Vietnamese firms to invest directly instead of just exporting or importing on small contracts. Accordingly, the former will support the latter with legal procedures, advertising, and market information so that Vietnamese firms might meet Bangladeshi consumer needs.

UNB, HanoiBangladesh and Vietnam on Friday signed four agreements and Memoranda of Understanding (MoUs) in the fields of fisheries, livestock, agriculture and trade.


Prime Minister Sheikh Hasina and her Vietnamese counterpart Nguyen Tan Dung witnessed the signing of two agreements and two MoUs at the Prime Minister’s Office Friday afternoon.


Of the two agreements, one related to the extension of the MoU between Bangladesh and Vietnam on cooperation in the field of agriculture signed earlier on March 22, 2004 in Dhaka.


Additional Secretary to the Ministry of Agriculture of Bangladesh Abdul Hamid and Deputy Minister of Ministry of Agriculture and Rural Development of Vietnam Nguyen Thi Xuan Thu signed the agreement on behalf of their respective government.


Another agreement was signed on the cooperation on establishment of the Bangladesh-Vietnam Business Council and the Vietnam-Bangladesh Business Council between the Federation of Bangladesh Chambers of Commerce and Industry (FBCCI) and the Vietnam Chamber of Commerce and Industry (VCCI).


FBCCI President AK Azad and VCCI President Vu Tien Loc signed the agreement on behalf of their respective sides.


Of the remaining two MoUs, one was signed between the Ministry of Agriculture and Rural Development of Vietnam and the Ministry of Fisheries and Livestock of Bangladesh in the field of Fisheries and Livestock.


Ujjal Bikash Dutta, Fisheries and Livestock Secretary of Bangladesh, and Nguyen Thi Xuan Thu, Deputy Minister of Ministry of Agriculture and Rural Development of Vietnam signed the MoU.


Another MoU was signed on trade promotion between the Vietnam Trade Promotion Agency (VIETRADE) under the Ministry of Industry and Trade of Vietnam and the Export Promotion Bureau (EPB) of Bangladesh.


VIETRADE Director Do Thang Hai and EPB vice chairman Shubhashish Bose signed the MoU on behalf of their respective organisations.


After signing of the agreements and MoUs, the two prime ministers noted that these agreements and MoUs provide important legal foundation for relevant agencies and ministries of the two countries to implement and expand cooperation in specific fields.

Vietnam and Bangladesh has issued a joint communique at the end of a three-day official visit by Bangladeshi Prime Minister Sheikh Hasina on November 4, affirming their determination to bring bilateral relations to a new height.

Following is the full text of the Vietnam-Bangladesh joint communique.

1. At the invitation of Nguyen Tan Dung, Prime Minister of Vietnam, Prime Minister Sheikh Hasina of Bangladesh paid an official visit to Vietnam from November 2-4, 2012. The visit was historic for the fact that it was the first official visit of Prime Minister Sheikh Hasina to Vietnam.

2. The official welcoming ceremony for Prime Minister Sheikh Hasina was held at the Presidential Palace in Hanoi on November 2, 2012. During her visit, Prime Minister Sheikh Hasina held talks with and attended the official banquet hosted by Prime Minister Nguyen Tan Dung, met with Nguyen Phu Trong, Secretary General of the Communist Party of Vietnam and Truong Tan Sang, State President of the Socialist Republic of Vietnam, visited Ho Chi Minh Mausoleum, laid floral tribute at the Memorial of the Heroic Martyrs, attended the Vietnam – Bangladesh Business Forum and visited some economic and cultural establishments in Hanoi. At the end of the visit, the two sides released a Joint Communique.

3. The bilateral talks were held in an atmosphere of friendship, mutual trust and understanding. The two sides informed each other of each country’s political and economic situation. Prime Minister Sheikh Hasina expressed her admiration for the courageous struggle of the Vietnamese people for national independence and reunification and congratulated the Vietnamese Government and people on their tremendous achievements in the reform process conducted over the past years. Prime Minister Nguyen Tan Dung congratulated the Government and people of Bangladesh on their great achievements in national construction and development and on the country’s growing role and position in the region and the world.

4. The two leaders noted with satisfaction the development and diversification of bilateral relations over the past 40 years since the establishment of diplomatic relations on February 11, 1973. The two Leaders agreed to promote the exchange of high-level visits with a view to further enhancing bilateral ties. Accordingly, the Bangladesh Prime Minister invited Prime Minister Nguyen Tan Dung to pay an official visit to Bangladesh . Prime Minister Nguyen Tan Dung accepted the invitation with pleasure. The time of the visit would be arranged through diplomatic channel. The Prime Minister of Bangladesh also extended an invitation to the Secretary General of the Communist Party of Vietnam to pay an official visit to Bangladesh in the coming years.

5. The two Leaders agreed to further strengthen cooperation on political, security, defence, economy, trade and investment, information-communication, and agriculture. They also agreed to organize the Second Meeting of the Vietnam-Bangladesh Joint Commission and the first Political Consultation between the two Ministries of Foreign Affairs at an early date to review and set out directions for bilateral cooperation in the coming years.

6. The two sides agreed to step up cooperation in security and defence through exchange of delegations at all levels; exchange of experience on participation in UN Peacekeeping Operations and co-operation in fighting against transnational crimes and trafficking in persons. On this occasion, the Bangladesh side also reaffirmed that it would create favourable conditions for Vietnamese companies to establish contacts and explore opportunities for cooperation with Bangladesh partners including in the military industry and logistic supply.

7. The two Leaders witnessed the signing of the Memorandum of Understanding between the Ministry of Agriculture and Rural Development of Vietnam and the Ministry of Fisheries and Livestock of Bangladesh in the field of Fisheries and Livestock; and the Extention of the MOU between the Government of the Socialist Republic of Viet Nam and the Government of the People’s Republic of Bangladesh on cooperation in the field of agriculture signed on 22 nd March 2004 in Dhaka; Memorandum of Understanding on trade promotion between the Viet Nam Trade Promotion Agency (VIETRADE) under Ministry of Industry and Trade of the Socialist Republic of Viet Nam and the Export Promotion Bureau (EPB) under Ministry of Commerce of the People’s Republic of Bangladesh; MOU on cooperation on establishment of the Bangladesh-Vietnam Business Council and the Vietnam-Bangladesh Business Council between the Federation of Bangladesh Chamber of Commerce and Industries (FBCCI), and the Vietnam Chamber of Commerce and Industry (VCCI) . The two Leaders noted that these agreements provide important legal foundation for relevant Agencies and Ministries of the two countries to implement and expand cooperation in specific fields.

8. On this occasion Bangladesh officially recognised Vietnam’s market economy status with a view to further promoting bilateral economic and trade cooperation and deepening the warm friendship and thriving cooperation between the two countries.

9. The two sides noted with satisfaction the close cooperation between the two Ministries of Information and communication, particularly in covering news on the occasion of the two countries’ celebration of major anniversaries and high level visits, hence the promotion of each country’s relations. The two sides agreed to strengthen cooperation in information and communication, particularly in training, sharing of management experience and in specialised sector of post and telecommunication.

10. The two sides highly valued cooperation and close coordination between the two countries in regional and international fora. In this connection, the two sides confirmed reciprocal support between Vietnam’s candidature to the United Nations Human Rights Council (2014-2016) and Bangladesh ’s candidature to the United Nations Human Rights Council (2015-2017). Bangladesh expressed gratitude for Vietnam’s support to the former’s membership in the Asia-Europe Meeting (ASEM).

11. The two sides agreed to continue working together on institutionalisation of a global compact to deal with climate change in the four recognised tracks of action - viz adaptation, mitigation, financing and technology transfer. They also stressed that the developed countries must take the lead in making ambitious commitments on emission cuts, climate finance and technology transfer and the developing countries must also do their part on the basis of differentiated responsibility.

12. Vietnam noted Bangladesh’s desire to foster the partnership and cooperation with ASEAN, to join the East-West Economic Corridor (EWEC) and Mekong-Ganges Cooperation (MGC) and assured Bangladesh of pursuing the matter with other members.

13. The two Leaders noted with satisfaction the positive outcomes of the official visit by Prime Minister Sheikh Hasina, which stands as a testimony to the continuation of excellent ties between the two countries.

14. Bangladesh Prime Minister Sheikh Hasina thanked the Government and the people of Vietnam for the hospitality and warm welcome extended to her and the Bangladesh delegation during her official visit to Vietnam

What sort of military co-operation can Bangladesh and Vietnam have, any JVs (joint ventures) in any defence products?

Vietnam’s limited domestic defense industrial capability offers an opportunity for a considerable number of foreign OEMs to venture into the Vietnamese defense market. The country’s defense industry is largely dominated by Russian defense equipment suppliers, but during the forecast period European suppliers are expected to enter Vietnam’s military market thorough the direct commercial sale of advanced defense systems.

2. Australia is called a "western" country though it is in the east.

3. Bangladesh is usually called a south Asian state because it is Indic, if it were Mongoloid it would be called south-east Asian. We chose to call ourselves south-east Asian and geographically there is nothing incorrect about that, though most people and convention call us "South Asian".

Indias entire north east with a population of 38,857,769 is inhibited by Mongoloid people. (I too belong to North east). But we never call our selves South eastern asian people because we are not. We are south asians. Same goes with countries like Bhutan and Nepal. Have your heard any nepali or bhutani boasting about that they belong to South east Asia. Thats why i called you delusional.
