That's entire plan is made for 98 economically and technologically developed cities for money flow and construction of a new road network comparable to Western standards. It's far extensively planned than any other country.
This isn't a joke. A country like India, at which stage it is today, it must grow much faster than 7.5%. Jaitely was promising 11% growth, though I don't think it's possible 9-10% is more realistic.
Fortunately, MVA per capita too is jumping.
But America's H1B policy is creating hurdles.

Delay of FABs by 1 year made things critical otherwise we could come near to China in toys and electronic manufacturing.
China still has our double+ GDP per capita and we will take at least 30-40 years to catch up.
(But if you're correct that India's actual growth is just 6.8% against 7.5%, same conspiracies theorists say about just 2.5-3% for China. )

BD will achieve about 65-70% of Indian per capita income around 2050-60 during major economic slowdown because of upper middle income setback and aging population of India. But coming almost equal is a thing very unlikely.

India's going up and has no option except it because of it's policies. Only difference is that China started in 80s and India in 90s.
