And in Afghanistan you aren't throwing any fighter anywhere, you are sending fighters to Pakistan. So in this case you need American consent.

India has no geographical connection to Baluchistan. Either they have to travel via Pakistan or Afghan and Iran borders to reach there.

Block the borders like we did to stop the infiltration of the terrorist loosers , the problem can be solved.
