steps required are

1)Stop funelling the money into national rural health mission/rch scheme as most of it gets siphoned off eventually
2)Increase the salaries of doctors and also the number of posts for specialists as mbbs doctors lack the skills to tackle problems

On the manufacturing side only government can make the changes at the top to have any influence,,,,but till we invest more in r&d i don't expect miracles

What happened to your favorite private sector? cannt they make medical equipment or are they waiting for some subsidy from government?

DOTS resistant TB bacteria is the new trend for which even the WHO is struggling , and the mind set of people who fail to accept that basic DOTS regularly is another reason for prevalence of TB. ( why dont u stop paying tax and try to convince at least one person to take DOTS regularly)
