Is azerbaijan suitable for exploration ? How are western tourists treated there ?

What a question,ever heard of anything bad happening to tourists in Azerbaijan?
Its a modern western oriented country,like my country Turkiye used to be.
Btw,if you dont like the wind,dont go to Baku(the real windy city).
