ওষুধ প্রশাসন অধিদফতরের অনাপত্তিপত্র (এনওস&#2495 নিয়ে কোটি কোটি টাকা মূল্যের নিম্নমানের ভিটামিন এ ক্যাপসুল আমদানি নিয়ে প্রশ্ন উঠেছে। কেন্দ্রীয় ঔষধাগারের স্বার্থান্বেষী কিছু কর্মকর্তার যোগসাজশে নিম্নমানের এসব ভিটামিন-এ আমদানি করা হয়। ১২ মার্চ জাতীয় ক্যাম্পেইনে ভিটামিন-এ ও কৃমিনাশক খাওয়ানোর পর শত শত শিশু হাসপাতালে ভর্তি হয়। কয়েক শিশুর মৃত্যুর অভিযোগও রয়েছে। স্বাস্থ্যমন্ত্রী, প্রতিমন্ত্রী ও স্বাস্থ্য অধিদফতরের মহাপরিচালক একাধিকবার গণমাধ্যমে বলেছেন, সরবরাহকৃত ভিটামিন-এ ক্যাপসুল সেবনে কোনো শিশুর মৃত্যু হয়নি। কোনো শিশু অসুস্থও হয়নি।

সমকাল অনুসন্ধানে জানা গেছে, ক্যাম্পেইনে সরবরাহকৃত ভারতীয় ওলিভ হেলথকেয়ার যে ভিটামিন-এ প্লাস ক্যাপসুল সরবরাহ করেছে তা যথাযথ প্রক্রিয়ায় আমদানি করা হয়নি। বাংলাদেশে ওষুধনীতি অনুযায়ী যে কোনো বিদেশি ওষুধ আমদানি করতে হলে নিবন্ধন করতে হবে। কিন্তু অনুসন্ধানে দেখা যায়, ভারতের ওলিভ কোম্পানির ভিটামিন-এ ক্যাপসুল বাংলাদেশে নিবন্ধিত নয়। কোম্পানিটি ৭টি উন্নত দেশের কোনোটিতেই নিবন্ধিত নয়। অর্থাৎ, তাদের প্রয়োজনীয় এফএসসি সার্টিফিকেট নেই। ভারতের ওই কোম্পানিটি আন্তর্জাতিক দরপত্রে সর্বনিম্ন হলেও সরকারের ওষুধনীতির আলোকে তারা যোগ্য নয়। ওই কোম্পানির ভিটামিন-এ ক্যাপসুল ক্রয়ের ক্ষেত্রে তাদের দরপত্র প্রাক-মূল্যায়ন পর্যায়েই বাদ পড়ার কথা। এমনকি বিশ্বব্যাংকও ওই কোম্পানির ভিটামিন-এ ক্যাপসুল সরবরাহের ক্ষেত্রে তাদের প্রাক-যোগ্যতা নেই বলে স্বাস্থ্য মন্ত্রণালয়ের ক্রয় বিভাগ কেন্দ্রীয় ঔষধাগারকে (সিএমএসড&#2495 পরিষ্কারভাবে জানিয়ে
দেয়। এতদসত্ত্বেও নিয়মবহির্ভূতভাবে অনাপত্তিপত্রের মাধ্যমে ভারত থেকে ওষুধগুলো আমদানি করা হয়েছে।
ওষুধনীতিতে এনওসির মাধ্যমে কোটি কোটি টাকার ওষুধ আমদানির সুযোগও নেই বলে অভিমত দেন ওষুধ শিল্কসংশ্লিষ্টরা। কেবল সীমিত ক্ষেত্রে মুমুর্ষূ রোগীদের কথা বিবেচনা করে চিকিৎসকের প্রেসক্রিপশন অনুযায়ী এনওসির মাধ্যমে ওষুধ আমদানির অনুমোদন দেওয়া হয়। অথচ ভারতীয় কোম্পানির ওষুধ আমদানিতে এনওসি নিয়মেরও ব্যত্যয় ঘটেছে। এ ব্যাপারে ওষুধ প্রশাসন অধিদফতরের দায়িত্বশীল কর্মকর্তা মো. গোলাম কিবরিয়া এ ব্যাপারে সন্তোষজনক জবাব দিতে পারেননি। একইভাবে বাংলাদেশে নিবন্ধিত নয় এবং যাদের এফএসসি নেই এমন একটি ভারতীয় কোম্পানির ওষুধ কীভাবে আমদানির অনুমোদন পেল তারও সদুত্তর মেলেনি মন্ত্রণালয়ের ওষুধ ক্রয় সংক্রান্ত প্রতিষ্ঠান সিএমএসডি কর্তৃপক্ষের কাছ থেকে। প্রাপ্ত তথ্যে আরও জানা যায়, স্থানীয় যে এজেন্ট ভারতীয় ভিটামিন-এ ক্যাপসুল আমদানি করেছে, তারা ক্ষমতাসীন দলের একজন প্রভাবশালী নেতার আশীর্বাদপুষ্ট। যে কারণে ওষুধ প্রশাসন অধিদফতর অনন্যোপায় হয়ে ভারতীয় কোম্পানি ওলিভকে এনওসির মাধ্যমে ওষুধ আমদানির অনুমোদন দেয়। বিদেশ থেকে মান পরীক্ষার কথা বলা হলেও আমদানিকৃত ৬৮টি ব্যাচের ওষুধের মধ্যে মাত্র ১১টি ব্যাচের মান পরীক্ষা করিয়েছে স্বাস্থ্য মন্ত্রণালয়। অর্থাৎ অবশিষ্ট ৫৭টি ব্যাচের ওষুধ মান যাচাই ছাড়াই খাওয়ানো হয়েছে। নিম্নমানের ভিটামিন-এ ক্যাপসুল আমদানি, শিশুদের অসুস্থতা ও শিশুমৃত্যুর অভিযোগের যথাযথ ও নিরপেক্ষ তদন্ত হলে প্রকৃত তথ্য বেরিয়ে আসবে বলে অভিমত দিয়েছেন দেশের বিশিষ্ট ব্যক্তি ও চিকিৎসকরা।
অভিযোগগুলো সম্পর্কে কথা বলতে গতকাল স্বাস্থ্যমন্ত্রী ডা. আ ফ ম রুহুল হকের সঙ্গে বারবার যোগাযোগের চেষ্টা করা হলেও তার মোবাইল ফোনটি বন্ধ পাওয়া যায়। ভিটামিন-এ খেয়ে শিশুদের গণহারে হাসপাতালে ভর্তির পরিপ্রেক্ষিতে গত বুধবার স্বাস্থ্য মন্ত্রণালয় তদন্ত কমিটি গঠন করে। ওই দিন স্বাস্থ্য সচিব এমএম নিয়াজ উদ্দিন জানান, তদন্ত কমিটি ভিটামিনের ক্রয় প্রক্রিয়া, শিশুদের অসুস্থতাসহ পুরো বিষয়টি খতিয়ে দেখবে।
গতকাল স্বাস্থ্য অধিদফতরের মহাপরিচালক ডা. সিফায়েত উল্লাহ সমকালকে বলেন, আন্তর্জাতিকভাবে স্বীকৃত ও বিশ্ব স্বাস্থ্য সংস্থা অনুমোদিত ল্যাবে পরীক্ষা করিয়ে ওষুধগুলো ব্যবহার করা হয়েছে। তথাপি সরকার অভিযোগগুলো তদন্তে কমিটি করেছে।
এদিকে খুলনায় এবারের জাতীয় ক্যাম্পেইনে ব্যবহৃত ওলিভ ও ব্যানার ফার্মা ছাড়াও গ্গ্নোব ফার্মাসিউটিক্যালসের ভিটামিন সরবরাহের খবর পাওয়া গেছে। গতকাল সিএমএসডি জানায়, এক লাখ ইউনিটের কিছু ক্যাপসুল সেখানে পাঠানো হয়েছে। এগুলো ২০১১ সালে গ্গ্নোবের কাছ থেকে কেনা হয়েছিল। এর আগে ওলিভ ও ব্যানারের ওষুধ ব্যবহৃত হয়েছে। স্বাস্থ্য অধিদফতরের মহাপরিচালক ডা. সিফায়েত উল্লাহ গতকাল জানান, তদন্ত কমিটি অন্য একটি কোম্পানির ওষুধ কীভাবে খুলনায় গেল তাও যাচাই করবে।
বাংলাদেশ ওষুধ শিল্প সমিতির সাবেক সভাপতি এসএম শফিউজ্জামান সমকালকে বলেন, জরুরি প্রয়োজনে আন্তর্জাতিক টেন্ডারে ওষুধ কিনলেও মান নিয়ে সামান্যতম সন্দেহ থাকলে তা প্রয়োগ করা উচিত হয়নি। তার মতে, মান নিয়ে সরকারের গৃহীত পদক্ষেপ অনেক শিশুর অসুস্থতার মধ্য দিয়ে অপর্যাপ্ত প্রমাণিত হয়েছে।
মান নিয়ে বিশ্বব্যাংকের প্রশ্ন :ভারতের ওলিভ হেলথকেয়ারের সরবরাহ করা ১০ কোটি ভিটামিন 'এ' ক্যাপসুল কেন্দ্রীয় সিএমএসডির গুদামে পেঁৗছায় গত বছরের অক্টোবরে। নভেম্বরের প্রথম সপ্তাহে বিশ্বব্যাংকের ঢাকা কার্যালয়ের স্বাস্থ্য উন্নয়ন কর্মসূচির জ্যেষ্ঠ অর্থনীতিবিদ জ্যাকলিন টিএফ মোহন স্ব্বাস্থ্য মন্ত্রণালয়ে পাঠানো এক চিঠিতে মান সম্পর্কে নিশ্চিত না হয়ে ক্যাপসুল বিতরণ না করার কথা বলেন। সরবরাহকারী কোম্পানির যোগ্যতা সম্পর্কেও চিঠিতে প্রশ্ন আছে। দরপত্র প্রক্রিয়ায় ওলিভ বলেছিল, নাইজেরিয়ায় ২০ কোটি ক্যাপসুল সরবরাহ করেছে তারা। 'মেডফোড নাইজেরিয়া' নামে প্রতিষ্ঠানের মাধ্যমে তারা সরবরাহ করেছে। ব্যানার বিশ্বব্যাংকে অভিযোগ দিয়েছে, নাইজেরিয়ার পাঁচ বছরের কম বয়সী শিশুর সংখ্যা আড়াই কোটি। ইউনিসেফ ও মাইক্রোনিউট্রিয়েন্ট ইনিশিয়েটিভ এ ক্যাপসুল সরবরাহ করে। কাজেই অন্য একটি প্রতিষ্ঠানের ২০ কোটি ক্যাপসুল সরবরাহের দাবিটি মিথ্যা।
কাগজপত্রে দেখা যায়, ১২ মার্চের ক্যাম্পেইনের জন্য সারাদেশে মোট আড়াই কোটি ভিটামিন-এ ক্যাপসুল সরবরাহ করা হয়েছিল। ওলিভের কাছ থেকে কেনা ওষুধ ঢাকা বিভাগের ১৮টি জেলাসহ মোট ২৪ জেলায় সরবরাহ করা হয়।
এনওসি দিয়ে কোটি কোটি টাকার ওষুধ আমদানির অনুমোদন প্রক্রিয়ায় ওষুধ প্রশাসন অধিদফতরের মহাপরিচালক, পরিচালক গোলাম কিবরিয়াসহ তিনজন দায়িত্বে রয়েছেন। বৃহস্পতিবার অধিদফতরে গিয়ে মহাপরিচালক জরুরি মিটিংয়ে অফিসের বাইরে থাকায় তার সঙ্গে কথা বলা সম্ভব হয়নি। পরিচালক গোলাম কিবরিয়া সমকালকে বলেন, 'জাতীয় স্বার্থে' অনাপত্তিপত্রের মাধ্যমে ওষুধ আমদানির অনুমতি দেওয়া হয়েছে। স্বাস্থ্য মন্ত্রণালয়ের তদারকিতে সিএমএসডি ওষুধ ক্রয় করলে অনাপত্তিপত্র না দেওয়ারও সুযোগ থাকে না। অনভিজ্ঞ ও প্রশ্নবিদ্ধ প্রতিষ্ঠানকে কাজ দেওয়া প্রসঙ্গে সিএমএসডি পরিচালক সৈয়দ ইফতেখার উদ্দিন সমকালকে বলেন, টেন্ডার মূল্যায়ন কমিটি নাইজেরিয়ায় যোগাযোগ করে ওলিভের অভিজ্ঞতা সম্পর্কে নিশ্চিত হয়ে কাজ দেওয়ার সুপারিশ করেছে। কাগজপত্রে তার প্রমাণও রয়েছে। ৬৮টি ব্যাচের মধ্যে মাত্র ১১টি ব্যাচ পরীক্ষা করানো সম্পর্কে তিনি বলেন, র*্যানডম পদ্ধতিতে ১০ শতাংশ ওষুধ পরীক্ষা করা হয়েছে। এই পদ্ধতি আন্তর্জাতিকভাবে স্বীকৃত। তিনি বলেন, ওষুধ সরবরাহে 'মনোপলি' বজায় রাখতে একটি কোম্পানি অভিযোগগুলো করে যাচ্ছে।

7 BNP, Jamaatmen killed, 80 injured in police firing

Police raid on unarmed villagers are taking heavy tolls. At least seven persons were killed and 105 injured in series of midnight clashes between members of law enforcing agencies and Jamaat-Shibir men in Chapainawabganj and Sirajganj on Friday.
Three persons were killed and 35 suffered bullet wounds in clashes between Jamaat-Shibir men and joint force at Shyampur village in Shibganj upazila early Friday to arrest accused in a case of torching the local power station in an earlier clash.
The police raid accompanied by local Awami League activists in large number created panic in the population and as they gathered to resist the police move who went to the village to pick up unnamed accused the clash ensued.

In another incident, two persons were killed and at least 35 injured at mobupur Bazar in Sirajgong district in clashes with police when they went there to arrest villagers accused in earlier cases of violence during hartal days.

The BNP-led 18-party alliance at a press conference called a day-long hartal in the district for Sunday protesting the killings. BNP central organising secretary Harun-ur-Rashid, district BNP president Shajahan Miah, district Jamaat Ameer Latifur Rahman were present at the press conference.

At Sirajgonj, a half day hartal was called by local BNP to protest the raid on peaceful villagers without definite pretext.
Meanwhile, two BNP activists died in Khulna yesterday, one succumbed to earlier injuries while Jubo League activists killed another in fresh attack. Hartal was called for Sunday.

The deceased were identified as Matiur Rahman, 45, Waliullah, 16, a madrasah student, and Rabiul Islam,24, of the same village, UNB said.Witnesses said, local Jamaat-Shibir men chased a team of joint force comprising police, RAB and BGB members and encircled them when they went there at about 3 am to arrest some people wanted in connection with some cases.
At one stage, the law-enforcers opened fire on the villagers, killing three people on the spot. At least 35 others received bullet wounds in police firing.

Later, additional police, RAB and BGB members rushed to the village and rescued the law-enforcers. Deputy Commissioner of the district Dr Shah Alam said the joint forces went to the village to arrest the accused of Kansat Palli Bidyut office arson case.
Meanwhile, the local unit of Jamaat-e-Islami claimed those killed as its supporters though the villagers said the victims were not involved in politics. Twenty-five people were arrested from the village in this connection.

Police Superintendent Bashir Ahmed said 12 members of law enforcement agencies and the magistrate were among those injured.
As the news spread, Jamaat-Shibir men brought out a procession in the district town protesting the deaths and exploded some crude bombs at Swarupnagar area. They also put barricades at different points on Chapainawabganj-Sonamasjid highway. Staff Reporter, Sirajganj adds: Two persons were killed and 35 others including cops and journalists injured in a clash between activists of BNP and its alliance partner Jamaat-e-Islami and the ruling Awami League at Mobupur Baza'ar in Belkuchi upazila, Sirajganj district on Friday.

The deceased were identified as Yunus Ali, 30, of Kalyanpur village and Faridul Haque, 30, Sorbotulshi village of the same upazila. The clash ensued around 11:00am when the activists of BNP-Jamaat equipped with wooden sticks and iron rods, attacked the police men, while they went to Mobupur baza'ar to arrest an accused. The opposition men attached the police men following the arrest of BNP activist Habibur Rahman in connection with recent hartal violence.

During the clash, police fired around one hundred rounds of rubber bullets and teargas shells on the mobs to disperse them. Nur Alam, general secretary of the Dukuriabera union unit of BNP, claimed the victims as the activists of Jatiyatabadi Chhatra Dal.
The injured were admitted to Khaza Yunus Ali Medical College at Enayetpur, Belkuchi upazila health complex and other local clinics.

Meanwhile, reports are pouring into the city from different parts of the country of clashes among supporters of rival political parties following the recent incidents of violence talking place in the country. In some cases even dwellings and business establishments are targets of attacks by the supporters of rival parties. What is worrying in many cases police help is not available despite repeated attempts, reports said. Miscreants set ablaze three houses owned by Nasser Ahmed, Argu and late Suja Mia Majumder at Salia under Parashuram upazila in Feni district early on Tuesday. The houses were burnt to ashes though there was no report of any causality. Incidentally the inmates of the house were not at home at the time of the incident of arson. Although the local people brought the matter to the knowledge of the fire service within a few minutes of arson, but the fire brigade squad took one hour and a half to reach the place of occurrence., it is alleged.
