MANILA, Philippines – The Philippine's defense chief says the government has signed separate contracts worth 163 billion pesos (about $39 million) with Italian and South Korean companies to supply helicopters and trucks as part of efforts to modernize its poorly equipped military.

Defense Secretary Voltaire Gazmin said Thursday the Philippines will purchase three multi-purpose AW 109 helicopters for its navy from AugustaWestland SPA of Italy amounting to 1.33 billion pesos ($32 million).

Contract for Acquisition of Naval Helicopters Signed

The contract of agreement for the acquisition of three naval helicopters was signed at the Department of National Defense yesterday, December 20, 2012.

With a contract price of PhP 1, 337,176,584.00 and signed between the Armed Forces of the Philippines and supplier AugustaWestland S.P.A, the acquisition project was done under negotiated procurement through Section 53.2 (Emergency Procurement) of the Implementing Rules and Regulations (IRR) of R.A. 9184.

On November 28, 2012, AugustaWestland was declared by the Naval Helicopter Acquisition Project (NHAP) Negotiating Committee as the single calculated and responsive proponent after going through the process of a negotiated procurement.

The Italian Ministerio Della Difesa conducted a review of AugustaWestland’s proposal for the procurement of AW 109 Power Helicopter, including related logistic support and found out that the price per helicopter “seems to have been progressively reduced”, meaning they were sold cheaper.

Upon the recommendation of the DND Bids and Awards Committee, the Secretary of National Defense issued a notice of award last December 4, 2012.

MANILA, Philippines --- The Department of National Defense (DND) is looking at equipping three naval helicopters due for delivery in 2014 with anti-submarine gear to further enable the aircraft to detect intruders in Philippine waters.

A senior defense official was referring to the three AugustaWestland AW109 naval helicopters, the contract of agreement of which was signed Dec. 20 last year. With a net price of P1,337,176,584, the three rotary wing aircraft are expected to be delivered to the Armed Forces of the Philippines (AFP) in 2014.

DND official said they are considering the installation of an anti-submarine equipment to the AW109 helicopter to make it more capable in detecting undersea intruders.The equipment being considered will include the so-called dipping sonar and magnetic anomaly detection device.

But due to weight constraints, specialized anti-submarine weapons like homing torpedoes will not be fitted. Instead, the helicopters will be used to detect and track the submarine target and forward its location to the two new frigates the country is expected to acquire in the next two years.

FORT SAN FELIPE, Cavite City - The Navy is expected to receive this December three new helicopters that are seen to boost its maritime security capabilities.Navy chief Vice Adm. Jose Luis Alano said the three helicopters would constitute the first batch of air assets to be delivered by the supplier AugustaWestland S.P.A.The government is acquiring a total five AW 109 Power helicopters from the Anglo-Italian firm for P1.3 billion.“We are looking at the acquisition of naval helicopters. The initial batch will be arriving by December this year,” Alano said on the sidelines of the Navy’s anniversary celebration here.

“The helicopters (were acquired through) the proper procurement process,” he added.In its website, AugustaWestland described the AW 109 as “a versatile aircraft that offers the highest level of benefits for government and military markets, combining optimum performance with cost-effectiveness.”The helicopters can be used for maritime security, search and rescue and surface surveillance, among other operations.The government and AugustaWestland signed the contract for the acquisition of the helicopters last December.

MANILA, Philippines - The Philippine Navy has deployed one of its three newly-acquired AgustaWestland "Power" AW-109 helicopters to aid in the ongoing search for the missing Malaysia Airlines plane.Navy spokesman Lt. Cmdr. Gregory Fabic said one of the helicopters has taken part in the search for the airliner that went missing on March 8 on its way to Beijing from Kuala Lumpur.Fabic said the Navy AgustaWestland helicopter is operating in tandem with the frigate BRP Gregorio Del Pilar (PF-15). The Navy received three AgustaWestland helicopters from Italy last December.
Fabic said BRP Gregorio del Pilar is now somewhere in the West Philippine Sea and has been involved in the search since March 9.The AW-109 helicopters are expected to make their first shipboard deployment by the end of March.Fabic aded that this is the first time the BRP Gregorio Del Pilar has worked with the helicopter.Along with the BRP Gregorio Del Pilar, the Navy has also deployed the corvettes BRP Apolinario Mabini (PS-36) and BRP Emilio Jacinto (PS-35) and one Norman Britten 'Islander' plane to assist in the search. The Philippine Air Force has sent its Fokker F-27 to join in the search.
