The Foreign Affairs Minister, Bob Carr, has defended India's nuclear non-proliferation record as Australian officials prepare to start talks on safeguards that will allow the export of uranium to the country. Senator Carr was due to meet on Monday night with the Indian External Affairs Minister, Salman Khurshid, in Delhi to agree on a timetable for the talks, which will set down rules to ensure the uranium cannot be used by India for nuclear weapons. The potential exports follow Labor's reversal in 2011 of its long-held stance against uranium sales to the country, which has not signed the Nuclear Non-Proliferation Treaty.
