Anyone living in Mumbai and traveling by locals would tell you it is not uncommon. I don't know if it was raining and that contributed.

What are you talking about? I have seen more than 10-15 tweets from a number of people alerting the authorities of the possibility of a stampede at this very spot. All of those tweets are from the last 1-2 years. If they could sense it so precisely then there was definitely an infrastructure failure. In fact, the govt allotted money to widen this bridge two years ago but as it happens often in India, the work didn't even start in 2 years. This is not a political issue, don't think any other govt would have fared better but it's definitely a case of criminal negligence. But we'll forget about it in a week and go back to our "chalta hai" attitude.
