That should not be a concern.
Your city farming idea is not workable. Land in cities is very costly. And farming requires a large amount of land.

Vertical farming won't reduce the cost that much, either.

Any actual "Smart City" that has been promised by the Modi government, should have Urban Farms and Vertical Farms.
