Question for those who keep a close eye on India: Which of the more than 20 insurgency hit states of India is the most affected one?

Assam? Kerala? Karnatka? Punjab? .............?

NOTE: Since Kashmir is not a part of India, we are not counting it.

GUWAHATI: In spite of ongoing peace talks between the Assam government and various pro-talks factions of militant outfits, attacks by insurgent groups continued unchecked in the state last year.

Assam saw the country's second-highest number of 'offence against state' crimes in 2014, said a Union home ministry report. "Altogether 512 offences against the state were registered across the country in 2014. With 72 cases, Kerala accounts for 14% of the total, followed by Assam (11%) and Karnataka (9%).

I'm an Assam resident. Most figures are of dead militants in restricted pockets.

The data is based on offence against state crimes, which do not specifically have to be realted to insurgency. The OP's reading comprehension is lacking to understand this.

The below cases can be even applicable for some of the ISIS wannabe idiots from Kerala.
Caste issues, Communal tensions and Hate speeches etc.

Of the 72 cases lodged in Kerala, 65 were for offences relating to promoting enmity between different groups on grounds of religion, race or place of birth (Section 153 A) or to imputations or assertions prejudicial to National Integration (Section 153 B).

Kerala’s tally also included five cases of sedition (Section 124 A) and two lodged under sections relating to waging or attempting to wage war.

Section 153A of the penal code says,[3] inter alia:

Whoever (a) by words, either spoken or written, or by signs or by visible representations or otherwise, promotes or attempts to promote, on grounds of religion, race, place of birth, residence, language, caste or community or any other ground whatsoever, disharmony or feelings of enmity, hatred or ill-will between different religious, racial, language or regional groups or castes or communities, or (b) commits any act which is prejudicial to the maintenance of harmony between different religious, racial, language or regional groups or castes or communities, and which disturbs or is likely to disturb the public tranquility, . . . shall be punished with imprisonment which may extend to three years, or with fine, or with both.
