The actual translation of this document/letter in Arabic first talks about the history of Iskenderun (aka Hatay) then it says that Turkey continues to this day it's aggression on Syrian lands by dismantling Syrian factories and supporting terrorists and occupying more lands (eg: Idlib) and cutting of water supply to Hasakah and nearby areas.
Then it says that iskenderun is in the hearts and minds of Syrians and that they will continue to do everything and spare no effort to regain all occupied land.
So this paper didn't single out regaining iskenderun by name and instead just generalized and said that they will work to regain all lost/occupied land (eg: Idlib, Afrin etc..).
