Thats why Software Defined Networks guys say: lesser the protocols, better the inter-networking. This is your ISP sir.

I can understand that but on same machine why one ISP not on AAE-1 network is accessing and other on AAE-1 is not accessing.

It has started to work now. on both ISP. just checked it. It did not worked for past 5 days on one ISP that used AAE-1 cable but now it is working after i posted this thread. lol I don't know but this is strange.

TCP/IP netwroking is pretty resilient and packets find alternate routes if one doesn't work. The problem can arise due to a multitude of reasons ranging from subterfuge to incorrect configuration. Keep an eye out for strange behaviors.

I used that news site for news from Kashmir as you know how much internet is being suppressed there and that site was giving updates not being available any where else. I started posting those News here and after few days like 5 to 6 days ago that website went down for me on my main ISP. Yesterday my main ISP went down for some time I used a secondary and accessed internet the site worked. When my main ISP came back online I checked the site again it was not working on it but working on secondary. I then tried encryption and proxy on main ISP and web site was loading again with proxy and encryption so that is why I checked the submerged cables which my both ISP used and draw the conclusion. Now after 5 hour of posting this thread the site started working again. this is the whole story.
