You are kidding! It is not that Vietnam does not want to, it is because Vietnam either does not have money, or has no technical know-how. Vietnam get independence on 1975, tech thing is hard, no body with tell you, it takes time.

Vietnamese foght counter France Imperislim in Indochina pennisula after WW II. In fact we liberated both Lao and Cambodia from France. Communist parties here was created by Viets. We gaven back independence for them.

In cold war, There was big help from Socialist countries in the past, it is included China at beginning.

But when USA would been went out from Vietnam, China would like to dominate the South East Asia, so China had sided to USA side in cold war, so China had signed with USA agreement in Shanghai 1972, to keep situation in Vietnam unchanged. But delusion of China is collapsed in 1975 when Viets taken power in Saigon 1975.

Intervention of China in to Cambodia after 1975 is the reason for Sino-Vietnam war. in fact Vietnam war is extended from 1945 to 1990. Viets kicked out 3 superpowers from the penisula.

My countryman @Viet is right when he said that our dream is to be neutral independent country like Swiss in europa, let superpowers fight to each others, let us in peace.

yes, this is th fact that Vietnam regained independence from 1945 but fighting for this is untill 1990. the dispute in SCS is still existed. The battle for full independence is still going on. We focus now for eco development first. Our GDP is very low.

As human being I hate wars. As I said that we are not to be happy to produce weapon to kill someone else in this planet.
