As Bengaluru mob strips Tanzanian woman, it's time to ask why bigotry is so ingrained in India
The mob's action was solely driven by the woman's race. What does this say about India?

Bengaluru is India’s city of the twenty-first century. India’s Silicon Valley, it’s often called, drawing upon our penchant for American parallels. Well, here’s another American parallel: racism. On Sunday, a mob assaulted, stripped and paraded a 21-year-old Tanzanian student, later on setting fire to her car as well. Her only fault was that she was passing through the same neighbourhood where, an hour before, a Sudanese student had run over and killed a resident. The enraged mob simply picked on the Tanzanian woman because she was of the same race as the Sudanese driver.

How did the police react? The Deccan Chroniclereportedthat when the woman approached the police station to register a complaint, she was turned away. Come back when you have the name of the driver, she was told. Later on, a local politician, BS Shankar, even went so far as to justify the violence.

Bosco Kaweesi, Legal Adviser to the All African Students Union in Bengaluru said, in exasperation, “She’s Tanzanian, the man who caused the accident comes from Sudan, they didn’t even know each other."

Pervasive feature

Collective mob justice is a pervasive feature of Indian society. Usually it’s based on religion or caste but, in this case, the identity picked up was race, a feature getting increasingly common as significant numbers of Africans move to India for work or education.

In 2013, Nigerians suffered racist attacks across Goa, even as state Minister Dayanand Mandrekarcalledthem a cancer. So severe was that episode that Nigerian diplomats warned of a backlash back in Nigeria against Indians working there. In 2014, a mobassaultedtwo Africans at a Metro station in Delhi. The incident, captured on camera, depicted a frightening picture of racism, as the mob tried to get at the two men cowering, ironically, inside a police booth. Earlier in Delhi, a state minister himselfledvigilante justice against the city’s African residents.

Bigotry based on skin colour has a chequered past in India. At one level, Indians are obviously racist given how much value we attach to light skin, even propping up a huge cosmetics industry to make Indians fairer – an entire nation of Micheal Jacksons. Language and pop culture reflect that as well. One of Bollywood’s evergreen songstellsof howevena “dark-skinned man” can be a good person. Languages like Hindi and Punjabi have their own N-word:habshi.

India’s African elite

Of course, India also does not have the debilitating legacy of western slavery based on race (it was based on caste instead). Black Africans have been a part of India’s elite in centuries past. In the medieval Deccan, for example, people of African-origin were highly-prized as ace sailors and mounted warriors. In the 17th century, the Abyssinian Malik Ambar rose to become the regent of the Ahmadnagar Sulatanate. His army consisted of Marathas, including Maloji, grandfather of Shivaji, and Ambar’s methods of guerrilla warfare came to dominate the Deccan. In 1672, as the Aurangzeb ordered a naval siege on British Bombay, the Mughal fleet was commandeered by a man of African-origin.

Descendants of those Africans who came to India, now make up the Siddi community, also derogatorily called Habshis. After their heyday in medieval India, they now face discrimination for being dark-skinned.

People who have tried to bring attention to India’s frightening culture of majoritarian intolerance over the past year have been shouted down, vilified and mocked. But pushing problems under the carpet usually makes things worse. India has multiple faultlines of bigotry already. To add race to that is an alarming prospect.

A 35-year-old woman in Hesaraghatta in north Bengaluru died on Sunday after being rammed by a car driven by an African (Sudanese) student. But an irate mob assaulted a 21-year-old Tanzanian student, who came to the accident spot 30 minutes after the incident. She was also allegedly stripped and assaulted by the mob.

The Tanzanian student, who is a second year BBA student of Acharya College had nothing to do with those involved in the accident. She arrived in a car half hour after the accident. A Sudanese man was driving the car involved in the accident.

The mob also burnt down both the cars, one belonging to the Sudanese man and other one that the Tanzanian woman was driving.

Legal adviser of All African Students Union in Bengaluru, Bosco Kaweesi confirmed that the Tanzanian girl and the Sudanese man, who was booked for the accident, did not know each other.

Deccan Chronicle reported that the student was travelling in another car, a Wagon-R, along with four other friends and had arrived at the accident spot only 30 minutes after the incident occurred. The mob reportedly beat her, stripped her and paraded her around in the presence of the police. A bystander, who tried to help the woman, was also attacked.

"The students and her friends came in her car half an hour after the accident. The mob thought they were with the same group and forced them to come out of the car. While three of her friends escaped, she was held by the locals, stripped, beaten up and paraded on the road," Kaweesi told TNM.

"I understand local sentiments and that people were angry, but how can they beat up an innocent woman?" he asked.

He further alleged that the police also did not take the girl's complaint and instead asked her to bring the person who caused the accident when he was already in their custody.

"When someone from the crowd offered her a T-Shirt to protect her modesty, that man too was beaten up by the mob. Later, when she tried to enter a BMTC bus that had slowed down nearby, the passengers in the bus pushed her on to the road,” Kaweesi said.

The police allegedly refused to take the Tanzanian student’s complaint of assault.

Bengaluru police commissioner Megharik claims it was a case of mistaken identity. However, the police are not able to give any explanation why they refused to file an FIR on Sunday.

Four people were arrested on Wednesday evening for burning the cars.

well, aamir khan should thank the stars that he wasn't retained as india's cultural ambassador ( for "incredible india" )... traditional india largely doesn't have much of a tolerant and intellectual culture and the interchanges are based on mutual economic benefit within a extreme capitalist environment. :)

okay, this was my occasional foray into political discussions from which i now expressly depart.

main toh jogi hoon, sufi hoon... sab moh maya hai.

hmm, speaking of maya, i must depart for certain threads.

Mob usually is a group of uneducated idiots who just see and react without thinking. More and more idiots join them who don't even know the matter. But the biggest cowards are those who just watch silently like cockroaches after stoping thier vehicle as if a circus is going on.

If India is not tolerant than its not tolerant even before Amir Khan became ambassador. There is no rise in tolerance, but there is intolerance definatly.

the last line so true in our chaotic and needlessly hurried eastern societies ( those not socialist ).

and tragic is the females in the vicinity not helping the tanzanian lady.

but some men who may want to help are shocked away by the brutality of the mob and i suppose suffer from guilt and sadness later... tragic way but it will help them search or support for progressive political movements.

again true... i should have said that... there is no sudden and mysterious rise in intolerance ( or extreme anti-social reactions )... it was always there in the background.

for example, that recent burning alive of the rag-picker young man in poona by a mini-mob of three muslim males because they suspected him of stealing batteries... it wasn't religion in play here but simply that in a extreme capitalist environment the cost of a human life was worthless in front of the cost of batteries in a imagined theft.

Besides, the Africans have a very very bad reputation in Bengaluru. For certain 'stuff'.
