A Pakistani journalist shot dead by police in Kenya last month was the victim of a “targeted killing,” a senior member of Pakistan’s government said on Tuesday, without offering any evidence to support his claim.
Television journalist Arshad Sharif – a vocal critic of the Pakistani military – died in a police shooting near Kenya’s capital Nairobi on October 23.
Interior Minister Rana Sanaullah told reporters an initial assessment by a two-member fact finding team that traveled to Kenya on behalf of the Pakistani government was “that Arshad Sharif was killed in a case of targeted killing.” More evidence was needed “to confirm all this,” he said.
Sanaullah’s comments appear to contradict earlier accounts from Kenyan authorities that Sharif was shot dead by police responding to reports of a stolen vehicle in a case of mistaken identity.
The Pakistani interior minister also accused Kenyan police of “not cooperating” with the fact-finding team, saying “important data” about the case had not been handed over by Kenyan authorities. A formal request to obtain the information had been lodged, he added.
Kenyan police told CNN they were unaware Pakistani officials had made any allegations about non-cooperation. “We haven’t received any such complaints, which if any, will have to be made formally,” police spokesperson Isohi Shioso said.
Prominent Pakistani journalist Arshad Sharif was fatally wounded by a police officer on Sunday night, just months after he fled his home country to avoid arrest over sedition charges.

Shioso said the case is being handled by police watchdog the Independent Policing Oversight Authority. CNN has reached out to the watchdog for comment.
Sharif fled Pakistan in August after sedition charges were leveled against him for allegedly criticizing state institutions and “abetting mutiny” within the military.
Those allegations followed Sharif’s interview with opposition politician Shahbaz Gill, a close ally of Imran Khan, the ousted former Prime Minister who was shot last week in murky circumstances during a protest rally in Pakistan’s Punjab province.
Following the interview, Pakistani police also charged Gill with sedition, claiming he had made “anti-state comments.”

Sharif’s television news channel ARY initially claimed it was “being hounded by the present regime,” but later cut its ties with the journalist after it was taken off air for about a month by Pakistani media regulators.
Earlier, a close friend of Sharif told CNN the journalist had to “flee Pakistan in August to save his life.” He had initially gone to Dubai but was forced to flee again due to “harassment by Pakistani officials,” the associate said.
The associate said Sharif then went to Kenya and had only been in the East African country for a few weeks before his death.

I really hope he wasn't tortured.. First he didn't deserve that and 2nd agency name gets cleared. Most importantly, it can restore the trust, hope and confidence in Pak and army. I wonder why Rana said now it was murder, then pic leaks and why his mother was denied of report and who did it. Perhaps, to murky the water and let body decay to avoid a redo so that there always remain the blame on army.

PM report can be provided to the family of the deceased. Whilst it is a legal document, in cases of foreign national deaths, the PM report is released to the consulate general / embassy of concerned country by the host nation, which can then be shared with the family of the deceased.

I know this, because in 2015 a few British-Pakistani girls visiting Pakistan and their family died due to carbon monoxide poisoning of a faulty gas heater, initially it was investigated as murder, the PM and Autopsy report was requested by the family of the deceased, the findings were shared with the visiting delegation of British Police officers from New Scotland Yard and the British High Commission in Islamabad.

I don't know or can't comment on if Mr. Sharif was tortured or not, but the PM report should be released to his mother and family, it will be of little comfort, Nigeran Gov has got about as much credibility as that one Traffic Sgt on 6th road that pulls you over for a traffic offence and then asks for a 500-rupee papa to let you go...

Ultimately, common-sense has to prevail, what we can deduct from the facts in the open media is that this was a clear case of unlawful killing and not an "accident" questions remain, and answers are not present.

LONDON/NAIROBI: The AmmoDump Kwenia Shooting Range in Magadi, where Arshad Sharif spent the last hours of his life, has been closed for business by the Kenyan authorities as the investigation into the killing of the journalist continues, local sources have confirmed.
Sources have confirmed that an American security firm has pulled out of a contract with AmmoDump, and the local police authority has cancelled or put on hold all warranties for training and shooting exercises with the site.
Several other companies have suspended their contracts with the shooting range while the investigation goes on. Two businessmen from Karachi own the site — Waqar Ahmad and Khurram Ahmad — who own and run several real estate projects in the African country.
A local police source confirmed the shooting range owners were told to halt all operations. The police source confirmed that several local authorities used to arrange shooting practices at the site.
One of the people involved in looking after the business affairs of the Ahmad brothers confirmed that the shooting site is currently not operational. Still, he said the site would be open to business soon to the general public and companies.
“We were ordered by the government authorities to stop our operations. The shootout that resulted in Arshad Sharif’s death had nothing to do with AmmoDump. It was a tragic incident, but we have been told to stop our business activities.
“We have cancelled our bookings for now,” said the source. During a visit to the site, a staff member requesting secrecy said the staff remains at the site, but “we are not taking any more bookings until further notice.”
The AmmoDump social media pages have not been updated and continue to invite bookings and business. However, when contacted via their social media-advertised WhatsApp number, there was no response.
Geo News revealed this week that American instructors were present at the site when Arshad Sharif arrived with Khurram and spent a night and two days at the site. The presence of Americans at the site raises questions, but the activities of American security agencies in Kenya are well-known and established.
The United States and Kenya established diplomatic relations in 1964. Both elevated their relationship to a strategic partnership in 2018. The two countries jointly work on anti-terrorism projects and local security and cooperate on almost all issues.
The American influence in the country is so strong that the Kenyan government allowed the Akasha brothers — Baktash Akasha Abdalla and his brother Ibrahim Akasha Abdalla — to be kidnapped from their homes in an illegal raid in a wealthy Nairobi neighbourhood and taken to the US for sentencing on drug importation and illegal narcotics production with the intent of selling in America.
One of the co-accused Akasha brothers is Pakistani gold merchant Muhammad Asif Hafeez, whose story was highlighted over the last two years by this publication. Asif Hafeez remains in high-security Belmarsh prison, where he is fighting the US extradition request.
Another co-accused, Indian national Vicky Goswami, husband to actress Mamta Kulkarni, was arrested in Nairobi and taken to the US in the same extraordinary rendition, but since then he has become an approver for the US, turning his back on his former business partners.
Khurram and Waqar started the AmmoDump range around seven years ago. According to the site’s website, it provides recreational activities such as shooting practices, police and firearms training, military shooting training, bike, and motor rides, and weekend and weekday camping. The site has no electricity, and it uses generators.
The shooting site is spread over several acres of vast land where there is no human life for several kilometres in any direction. AmmoDump highlights its status as a significant reconnaissance site for security personnel looking to hone their shooting skills in warfare. It offers services to governments, individuals, and private security companies. Khurram and Waqar have not responded to questions.

Kenyan police refused to provide Pakistani investigators access to Arshad Sharif’s alleged shooter

FIA chief suggests Kenyan police may have been involved in the incident

Kenyan police allegedly refused to provide Pakistani investigators access to one of its officers who is believed to have shot senior journalist and anchorperson Arshad Sharif in Kenya, the FIA has claimed.
According to a report published in Voice of America on Saturday, it quoted Federal Investigation Agency (FIA) Director General Mohsin Hasan Butt as saying that Kenyan police’s General Service Unit (GSU) officer had claimed to have shot at the car in which Arshad Sharif was when it allegedly ran a check point.
He was among four officers who had shot at Arshad Sharif’s car.

However, Kenyan police refused to provide Pakistani investigators access to the officer.
“We believe that the Kenyan police are involved in targeting Arshad Sharif,” Butt told VOA, noting there were several things which were quite strange in the entire episode.
“Not giving access to the shooter whose hand was injured two weeks ago. This is also very strange. This officer’s statement would have been very important”.
Butt further said that the next step was to register Arshad Sharif’s murder case with the FIA in Pakistan under Section IV of the Extradition Act.
But such a case will only be registered on the directions of the federal government, he added.
According to the FIA chief, Kenyan police are obligated under international law to cooperate in the investigation of a crime such as the brutal killing of a journalist.
Referring to the findings of investigators who had traveled to Kenya earlier this month, Butt said that three Kenyan police officers who had shot at the car had been questioned by the Pakistani investigators, had given grossly inconsistent and illogical statements.
He noted that the three shooters repeated the same exact stance which the Kenyan police had previously issued to the media that they stopped a vehicle on the bridge but opened fire on it when the vehicle did not stop, in response Kenyan police were also fired upon from the vehicle.
The GSU officers further told investigators that their vehicle was parked just a few meters away from the barricades on the road and that the vehicle’s headlights were on.
