Actually the problem is the GoI, they are not sure on how to deal with North East terrorist groups, if the army is given a free hand, all the terrorist groups will indeed become a fairytale.

There was one Indian member from Assam who knew a lot about the local region but I think he is currently banned.

What is the history of conflict?

the Bodos are the major tribe among a large no. of other tribes in Assam..in the 1980s they began a major insurgency for sovereignity . Ironically the chief reason for their insurgency was the marginalisation of Bodos under the Assamese. Initially there was a single outfit called the Bodoland Tiger Force but in the later stages the insurgency was mainly led by NDFB ( National Democratic Front Of Bodoland ) and the BLT ( Bodo Liberation Tigers ) while the BLT was disbanded in 2003 following the formation of Bodoland Territorial Council (BTC), an autonomous region within Assam . The NDFB has split into two factions the anti talks faction led by Ranjan Daimary and the pro talks faction led by Gobinda Basumatary. Incidentally Ranjan Daimary was recently handed by the Bangladesh Govt. and is currently facing trials for the Oct 2007 Guwahati blasts..while the pro talks faction has given up the demand for sovereignity it is now demanding statehoood for the Bodo inhabited areas within the constitution of India . But the problem in the NE is that due to the presence of so many tribes and ethnicities these areas cannot be demarcated easily without angering other tribes..
The insurgency is now completely under control a few stray incidents notwithstanding . The NE outfits are ideologically very weak because the leaders mostly form these for money making purposes. After a few years they join mainstream getting govt. jobs and even ministerial berths. The BLT chief is the chief of BTC enjoying a status just below the chief minister of Assam. Most of the outfits in Assam are in talks with the Centre. As I have been reiterating all along the reason for insurgency in NE is lack of employment opportunities. Give the lads jobs and the insurgency will dissove in thin air.

Even the area I am residing there is struggle for setting up of autonomous region between the Rabhas and the Garos. LAst time I heard even the Gorkhas are demanding an autonomous council in Assam. Seems the tribes are struggling hard to protect their respective interests and identities and let me remind you that these autonomous councils are being demanded within the ambit of the Constitution Of India.

The Bodos as a whole don't have any relation with BD.Some of the Bodo militant groups used to have camps in BD before they were wiped out.
