That's not even counting that they've used that money to open up schools and colleges. My navy run college (Bahria) is regarded as the best in the city, that is an achievement to be proud of.

I'll ask someone on the second part of your argument later today

Plus it is not independent
This part I can argue against, it is independent since MOD belongs to the government, not army

Budget is not 50%, get the facts right.

Secondly, the Army is the most clean institution in the country, in terms of corruption and money wastage.

Thirdly, heavy checks and audits are already in place.

Pakistan’s actual spending on defence during fiscal 2012-13 may be as high as `913 billion, almost double the official allocation of `545 billion.

The actual spending on defence could amount to 31 per cent of the next fiscal year’s budget of `2.96 trillion, The Express Tribune reported on Wednesday. Besides the official budget, an additional amount will be provided to the military out of its share in the Coalition Support Fund expected to be disbursed by the US for expenses on the war on terror. The military will also receive services fees from the United Nations for military personnel involved in peacekeeping missions around the world.

When allocations for Pakistan’s interest payments of `1.1 trillion, or 35 per cent of the total budget, are combined with defence spending, only one-third of the budget will be left for running the government and development, the report said.

According to official budget documents presented in Parliament by the Finance Minister on June 1, a sum of `545 billion has been allocated for the defence services for 2012-13. This was an increase of 10 per cent over the `495 billion provided for the fiscal year ending on June 30.

The allocation for the defence services amounts to 18.4 per cent of the federal budget of `2.96 trillion.

However, total allocations for the Pakistani military have been shrouded in secrecy for decades and the government does not provide details of expenditures on weapons systems and the strategic nuclear programme.

The Express Tribune reported that a “significant chunk” will be provided from the budget to pay pensions to retired military officials and to move forward with the “defence development programme.” For the next fiscal, the government has budgeted the receipt of `150 billion from the US as reimbursements from the US Coalition Support Fund.

According to an arrangement between the military and the civilian leadership, as much as 60 per cent of such reimbursements would be given to the military. By that account, the military will get `90 billion next year if the US reimburses the outstanding amount.

The UN will provide Rs 30 billion next year as services fee for Pakistani forces taking part in peacekeeping missions. The government has allocated `98 billion for military pensions, according to budget documents.

Of the official allocation of `545 billion for the defence services, `264.4 billion has been set aside for the army, `114.2 billion for the air force and `52.8 billion for the navy. Besides that, `114 billion has been placed under the head of “establishment and organs account.”

50% is BS but they have to audit it i agree . but whom will do it? i must say not gov officials or politicians do it but any independent firm because i have personal example of Indian air force auditor in touch what he audit i know very well .its load of load corruption in IAF because auditors are civil .

29% of the money goes in payment of Interest on Foreign loans..SO basically we are sold to foreign banks and Financial institutes...
To hell with Democracy,bring on Martial law..At least there will be embargo on further loans...

We spent more than 1 billion USD on defence every year but majority of Pakistanis living in hunger and poverty, reason no check and balance.Pakistan ranked 47 in the GDP list of world . I think Pakistan is capable to join G20 club within 10 years if we utlize our resources and control expenses and corruption.

Do Audit of your Own Ministries .

Do Audit of Expenditures of PM & President House.

Do Honest Audit of Railway + PIA + PEPCO + All the other National Institutes .

1) If PA consumed 50% of our entire budget, that would suggest we have a budget worth US$ 14 Billion only? By that logic, Ethiopia must be an Economic Powerhouse! Do some research before brain farting, the ENTIRE defence budget of Pakistan constitutes 18% of the total budget, out of which the PAF, PA, PN and all their other concerns are paid. The total value of the defence budget is about US$ 7.4 Billion per annum WHICH IS NOT 50% OF THE ENTIRE BUDGET.

The Army's budget is audited down to Unit level

First, there is the Periodic Audit where auditors from the CMA oversee all transactions.
Secondly, the Test Audit where the periodic audit is audited over again by different auditors.
Lastly, there is the Super Audit, where randomly selected units have their audit reports reviewed by CMA.

All this per every YEAR!

All transactions are overseen by civilian accountants that are attached by the MoD to each unit and any inconsistency no-matter how meagre is the subject of stringent investigation and a Court of Inquiry is formed to establish who is responsible. There was this Lieutenant who failed to pay Rs.300 of his mess bill before he was posted out from Multan, as a consequence of which he was awarded a Severe Displeasure Recordable which effectively put a full stop at his chances of being promoted over the rank of Major. Field Intelligence and Field Action units of the MI oversee the behaviour of troops and officers, any unbecoming behaviour or short-comings in finances are reported, the persons booked by the Military Police and the accused is summarily dismissed until the Court of Inquiry announces their hearings.

Imran Khan is now in the big league, the least he can do is consult with a 'Fauji' before passing such statements so that he doesn't come across as an ignorant fool. It's no surprise that the Army has very stringent record-keeping, audit and accountability, after all, they are marked among the top 3 most transparent institutions in Pakistan.

Security is the crucial consideration here. Starting from the LAO at unit level, the army's expenses are audited all the way up.

@Icarus , there is no audit of army , how can you prove that my estimate of 50% is wrong lol
