Yes, as part of their briefing to Modi and the coming DM. The point however is, that this is normal prcedure, while the policy od Modi, the DM and BJP is only to be developed.
What's also important is, that all these wishes of the forces are nothing new and actually years old. IA has a priority for howitzers since decades, but they are also the reason why they didn't got them for so many years through one corruption case after the other. IN needs SSKs, but the shortage is caused by the recent chain of accidents and delays of the Scorpene production and not because P75I is not decided yet, since those subs would come only by the end of the decade anyway. And last but not least, everybody knows that IAF wants MMRCAs, but here again it was not the government that must take a decision for the last 2 years, but the industry that needed to fulfill the RFP requirements.
Bottom line is, in all these cases it's not done by the government saying, yes we want new arms, but the forces and the industry need to improve themselfs too!
