Are these Rockets or Bombs?

the things inside the black circles (both are the same) are they rockets or bombs ?

Seems like a Rocket.Fins probably act as stabilizers.
If it is rocket,it would a smaller calibre older rocket design from 1970-80s.Newer rockets are flat.Could be locally built and modified.
Both aren't the same i think.

They are propelled rockets.

Obviously, the vertically positioned has fins but lacks a rocket motor (suggesting it may be a sub-munition, or an airlaunched rocket).... the horizontally positioned one is the forward part of a partially shown, partially obscured munition > we can't see the rear end to determine rocket or bomb.

I'm not sure vertical item is the same as horizontal item; first may be submunition for a larger caliber rocket, latter may be smaller caliber rocket.
