How is Qatar different from other GCC states. Its super rich, wealthy, stable, Arab, one of the most important western ally in the region hosting U. S/ British military bases(more than some GCC States) and they have been a crucial member of the GCC Union until recently. I think their little feud with KSA was just an internal feud/disagreement between two brothers. Doesn't means they are that different or part of the so called 'resistance' you mentioned or whatever that even means .
