Dassault not GoI selected Reliance as one of its offset partners. Along with Ambanis there are 72 other offset partners which were selected by Dassault Aviation. Are you open to the actual reason of this issue? If so, then here they are:
HAL, DRDO and DPSUs like OFBs are a sizeable voting block. If you look at their history of existence, you can guess that the size is pretty huge, what with retired and currently employed and their dependents. If you look at their production and delivery history, you will find that there is an inertia in the system to streamline and scale up their operations. Example (I may be incorrect by a couple of days, so bear with me. Been 2 years now)
The specified assembly time for Su-30MKI (not Su-30 airframe alone) is something about 34 or so days (figure I do not recall exactly). As per an ex-Engineer with the HAL working on project, the Indians take about 94 odd days to do the same work. So, a team was created to go to Russia to understand what was wrong. The result: They found the Russians assembling the Su-30 MKI being supplied to India in 17-20 days!) From supply chain, to project planning and execution and even project crashing, there was an inertia to do anything in time. The HAL is alread late by about 2 years on supply of Su-30MKIs contracted.
OFBs of India claim to make 125 mm FSAPDS rounds. They do too. But two issues remain:
a. QA & QC
b. Delivery delays by factors of a couple of times.
Result: India imported 100000 or so shells in Emergency Purchases in aftermath of September 2016. You can bet there were kickbacks involved as the agency remains nodal.
A common refrain that I heard from our GREF (Garrison Reserve Engineer Force) on road constructions in LC region was - 'if we do everything today, what will we do 5 days from now?' That remains the prevalent attitude, something that saw USSR head into it's demise.
Having said the above, if you look at Modi, what he has done, is that he has decided to light a fire under the collective behinds of these NPAs of Indian Military Industrial Complex. He can not overtly go against them as that hands over a block of votes en-masse to the opposition. Neither can he break decades of lethargic attitude without firming his grip on power. Had we had Chinese form of governance, he could have done it. So, he decided the best way - opened the sector to private firms.
Reliance remains a behemoth that has riled the telecom sector, pushing Airtel, Idea, Vodafone, Telenor, Aircel into alliances just to survive. They did this by building a US $15 Billion infrastructure before rolling out their telecom services. The deep pockets have upended the sector. With planned roll out of Gigafibre for internet, they have routed majority of companies in market share.
With such deep pockets, they were naturally in the best position to acquire talent in this sector too. Mahindra, Reliance, TATAs, L&T (to name a few) all are heavily recruiting ex-Defence Officers and headhunting from OFBs/DPSU pool (there are youngsters who are bright and who have seen DPSUs as dead wood and who want a change) to integrate into Defence and Government verticals. For the two, even KPMG, EY, Deloitte and PwC are recruiting qualified personnel. The advantage with private sector remains that they will crash project gestation period to deliver the product in least possible time, with QA and QC meeting parameters in order to ensure re-orders and new orders as also credibility, and they will spare no resources to achieve their aims. Ever since the DRAL was set up, suddenly HAL has realised that it is heading into oblivion. And see the result:
