Interesting. I would stress that we should look to improve our canal system and build large scale reservoirs to deal with the floods. Each province should have at least one large scale reservoir to deal with flooding. I did a small study on water scarcity in Pakistan and its future needs (with a few assumptions created a chart showing total surface water available and compared it to population, 1960-2055).

Pakistan is already a water scarce country and this will only get worse as the population increases. I think Pakistan should have capacity to store its entire surface water i.e. ~145maf (million acre feet) of water (Pakistan has capacity to store only about 11% of the surface water). I also think people should not be fixated on Kalabagh dam either. There are a number of other sites which could serve the same purpose.
Furthermore agriculture need to be improved for efficient use of water and land.
