without a visa, they are not suppose to be here in Pakistan, they steal jobs and work, ought to be done by the citizens of Pakistan and only the citizens of Pakistan. further such inhabitants are inclined towards crimes more than the citizens. we are not a charity state or founded on some brotherly welcome to everyone.
and since the matter is of 3.5 million unfortunate humans, therefore, as you suggest they should be regulated and brought to books. but their status is of illegal nature in the eyes of our LAW.

Illegal Afghans should be expelled, they are mostly in criminal activities or drugs business. In case of Bengali, it needs to be checked that if they are living here since 70s and are not involved in any criminal activities than legalize them other wise deport them - Don't know what to do with Burmese, they are already being prosecuted back home

Karachi needs lot of development and Revolution in Police & Rescue Service.

There are illegal immigrants here too but not that many; plus because there isn't any ethno-linguistic rivalry between Punjabis and Non Punjabis (who are many) there really isn't a problem that manifests itself in political terms !
