Was ISI's political cell active during last five years?

ISLAMABAD: Contrary to Defence Secretary Lt Gen (retd) Asif Yasin Maliks assertion before a parliamentary committee that the political cell of the Inter-Services Intelligence was disbanded five years ago, there is ample evidence to suggest that the notorious cell was fully operational under the command of the previous ISI chief Lt Gen (retd) Ahmed Shuja Pasha, who was overwhelmingly involved in national politics and was frequently accused of conspiring against the PPP government, till his retirement in March 2012.
Briefing the Standing Committee of the Senate on Defence and Defence Production on October 22, Lt Gen (retd) Malik dispelled all rumours of any political cell operating within the intelligence agency for the past five years. But the fact remains that Lt Gen Pasha was the only ISI chief to have been accused of hatching conspiracies not only against the PPP government but also against the mainstream opposition party the PML-N, led by Nawaz Sharif.
While the ruling party circles had accused Shuja Pasha of taking up the Memogate scandal to pressurise the government into granting him another extension in service, the PML-N leadership had described him as the worst ISI chief Pakistan has had since 1988.
Addressing a press conference in Islamabad on March 11, 2012, Leader of the Opposition in the National Assembly, Ch Nisar Ali Khan, had openly accused Pasha of indulging in politics and misusing the political cell of the ISI to persuade several politicians to join Imran Khans Tehrik-e-Insaaf. It was in this background that the PML-N had heaved a sigh of relief when the government had decided not to grant a third extension to the controversial spymaster. While the PML-N top brass had publicly campaigned against Pasha, the PPP leadership, including President Asif Zardari and Prime Minister Yusuf Raza Gilani, were not less thrilled after finally getting rid of a shrewd spymaster who had created a major crisis for the government by unearthing the Memogate scam [which will once again be taken up by the Supreme Court next week].
That the ISI had been deeply involved in politics under Lt Gen Pashas command ever since the 2008 general elections can be further gauged from a US diplomatic cable which was made public in December 2010. In that cable, the WikiLeaks had quoted Interior Minister Rehman Malik as telling then US ambassador Anne Patterson that it was not General Ashfaq Kayani but Ahmed Shuja Pasha who was hatching conspiracies against President Asif Zardari. The US Embassy cables revealed that Rehman Malik had sought an urgent appointment with Ms Patterson in November 2009, saying that Ahmed Shuja Pasha was hatching plots to dislodge President Asif Ali Zardari, and adding that the president needed political security at this stage. However, Patterson was certain that the ISI chief could not do it alone.
Another allegation against Shuja Pasha, which shows his involvement in politics, was his supposed tour of some Arab countries in the aftermath of the May 2 Abbottabad raid by the US Navy SEALs to discuss a military coup against the government. The charge had placed Pasha in a tight corner since it was leveled by none other than Mansoor Ijaz as reported by a British daily, The Independent, on December 13, 2011. The Inter-Services Public Relations (ISPR) took a full week to rebuff the report, especially after Engineer Jameel Ahmed had approached the Supreme Court and sought Pashas removal and a subsequent court martial under the Pakistan Army Act, 1952. He had pleaded that the ISI chief had lost the right to remain in the military service for meddling in politics and conspiring against a democratically-elected government.
Although, Pashas close circles strongly refute all these allegations as a pack of lies, his critics insist that his tenure (October 2008 to March 2012) will be remembered for all the wrong reasons, mainly due to ISIs overwhelming involvement in national politics. And it would be a misstatement to say that the political cell of the ISI was disbanded five years ago.
In its recent ruling in the ISI money distribution case, the Supreme Court of Pakistan has ordered that any Election Cell/Political Cell in Presidency or in the ISI or the MI or within their formations shall be abolished immediately.
The ISI is the countrys premier intelligence agency whose prime job is to provide national security intelligence assessment to the government.
But its involvement in national politics has weakened the mainstream political parties, given a boost to horse-trading and arrested the growth of the political culture. Therefore, despite the apex courts ruling, it seems an uphill task for the civilian government to revert a state within a state to its original mandate of intelligence gathering alone, which could help combat external security threats.

Also Judicial commission constituted by Supreme court has confirmed the authenticity of memo case..It has also confirmed Hussain Haqqani's role in memo case and said he was not loyal to Pakistan.. So it was not a trick of Gen Pasha to pressurise govt.. Also Memo comission said there was no proof in allegations tht Gen Pasha wanted to overthrow govt..and visited Arab countries for it.. It would have been better if Amir Mir had once read the memo commission report first, before writing this baseless propaganda against him.. I read the complete memo commission report and hence know..tht it had cleared Gen Kiyani and Gen Pasha...
