or how about harnessing the new technology and engage the awam.. voter apathy is a big issue all over the world, people blame govt and then forget to follow little things which influences decision...
run a twitter feed, counter propaganda, be creative and impress the voters.. this is one medium where govt can communicate with lot of people and take their views on board.

ofcourse it's the youth, they have the energy to do it and a notion that if they will fail they will have to spend a good portion of their life in a system they find alien.
