You're Funny.
When Jinnah ordered direct action, he was still part of undivided India...so the people his actions killed were his own countrymen...be it Hindu or Muslim on either side of the what is now the border.
Modi also didn't order any killings, but his action (or inaction) led to a lot of killings...quite similar to Jinnah.
