NEW DELHI: Amid rising tensions along the Line of Control, the government has shortlisted Pakistan among the countries from where it plans to import onions in order to tide over the shortage of the staple.

The Centre on Wednesday settled on the import option, identifying, besides Pakistan, China, Iran and Egypt to source onions and help ease the domestic supply shortage.

Announcing a clutch of measures amid concerns about the political repercussions of spiraling onion prices, the government has set the minimum export price (MEP) of onion at $650 per tonne to discourage exports.

The public-sector agriculture marketing company NAFED - National Agriculture Cooperative Marketing Federation of India -- will import onion "at best rates and offer the same for domestic consumption in the country".

At present, onion price is the cheapest in Iran followed by China, Egypt and Pakistan, a government source said. The decision was taken at an inter-ministerial meeting on Wednesday.

Sources said imposition of MEP was the first option for the government to check onion exports and importing the commodity would be the second option. The MEP was scrapped in May last year, and its re-introduction is aimed to render exports non-profitable, the assumption being that traders would prefer to sell their products domestically to make more profit.

Sources said commerce and industry minister Anand Sharma had floated the idea of imposing the MEP when onion prices touched Rs 35 per kg but the idea was shelved due to opposition from political parties.

Officials said strict quarantine rules, which acted as an obstacle to onion imports from China and other countries, would be eased to enable the entry of the staple.

It was also decided that NAFED will procure onion at the best prevailing rates from Lasalgaon/Pimpalgaon in Maharashtra and that would be offered to all state marketing and supply federations at a nominal service charge of 2%.

On Wednesday, onion prices in select cities including Delhi, Kolkata, Chandigarh and Patna were hovering around Rs 70-Rs 80. In Mumbai and Chennai, it was marginally less at between Rs 60 and Rs 70.

Earlier in the day, the committee of secretaries headed by the cabinet secretary decided that the Centre should write to state governments to impose stock holding limits and intensify drive against hoarders.

Since two states - Maharashtra and Karnataka - produce 40% of the onion in the country, the recent jump in the price of the bulb was attributed to disruption of supply line due to many reasons, including holidays around Eid festival. It also triggered hoarding by local suppliers in different parts of the country.

We have same problem of onions in Sindh... mainly due to loss of agricultural produce in Floods and road supply disruptions from punjab to sindh and balochistan.....

Tensions between India and Pakistan may be running high over border clashes in Kashmir, but a crippling shortage of onions in India has now forced New Delhi to turn to Islamabad for help, though not everyone’s happy about going cap-in-hand to the neighboring sparring partner.

The price of onions in India–a barometer of vegetable prices–has quadrupled in the last year because of drought in the main producing regions, Maharashtra and Karnataka. This year’s monsoon has been good, but the new crop is not expected to reach the market for a couple of months. Onion retail prices are currently around 60 rupees ($0.94) a kilogram but have been as high as 80 rupees in recent weeks.

India is one of the largest producers of onions in the world and is usually a net exporter.

However, the government recently imposed a minimum export price of $650 a ton on the vegetable in order to improve local supplies and contain prices.

Hoarding by traders to profit from the price rise, and push the value of onions higher, is believed to have further contributed to the consumer’s agony, according to government officials.

To cool the price of the vegetable–ubiquitous in Indian curries–state-run trading agencies have issued import tenders for onions this week.

The main importing firm, New Delhi-based state-run National Agricultural Cooperative Marketing Federation of India, said on its website that it was looking to import from Pakistan, Iran, China or Egypt.

But officials say realistically they are only looking at Pakistan because the short hop over the border between the two countries means lower freight costs and less wastage.

“Trade channels with Pakistan should also be used to augment supply of onion,” said D.S Rawat, secretary general of the Associated Chambers of Commerce and Industry of India in written statement about the onion supply.

However, he cautioned that the imports must take place through the land route across the Wagah border near Amritsar in northern India, rather than the more expensive of shipping between Karachi and Mumbai ports.

Imported onions will cost consumers around 10% more because of the price of freight. This is not the first time India is mulling onion imports from Pakistan. In 1998 and 2011 also, India took the help of its neighbor to rein in prices of the vegetable in domestic market.

This is a good time to import onions from Pakistan as harvesting of new crop has already started there, while in India it will take another couple of weeks, said a senior official with Nafed.

State-run international trading company New Delhi-based PEC Ltd., has invited expression of interest from international suppliers to supply 300,000 tons of onions.

Separately, private traders in India have also been importing from Pakistan, but some have stopped in protest of the alleged killing of Indian soldiers on the Kashmir border by Pakistani troops earlier this month.

“We have stopped importing. Our country has been trying to improve our relations with Pakistan, but they don’t seem to understand,” said Rajinder Kumar Sharma, chairman of the New Delhi-based Azadpur Agricultural marketing Committee, Asia’s largest wholesale fruit and vegetable market.

But we really do need imports because there is a huge shortage, Mr. Sharma added. India needs at least 100 trucks, each carrying 18 tons of onions, a day until the domestic supply improves, he added.

“Some onions are coming from China. You see our relations are not that bad with China,” Mr Sharma said.

Recent alleged incursions by Chinese troops into India have not deterred private trade in onions between those two countries, he said. “We have heard about the incident, but at least thy haven’t killed any of our soldiers,” Mr. Sharma added.

India exported about 1.8 million tons of onion during last financial year that ended March 31, up 20% from the previous year, while production fell 5% to 16.6 million tons during the same period.

But there are some bright spots on the horizon for onion buyers.

Traders said prices have started cooling marginally this week with the imposition of minimum export price and are expected to decline further once fresh arrivals from abroad and from Indian fields start in early September.

Imports from Pakistan as well as harvest of a new Indian crop are also expected to bring prices down and provide relief to all Indian consumers, said Ashok Valunj, director of the Onion-Potato Traders Association in Vashi, Mumbai.
