In my mind there are two reasons to keep your soon to be decommissioned base clean

1. Self respect, to show whoever comes there that professionals left the place and not some uncivilized savages.

2. Reducing the risk of classified documents being leaked by being mixed up in the garbage.

You don't realise how true those words are.

The West generally admires it's enemies and despises it's (brown) allies.

Another example, look at how much they respect and admire Iran. Look at the fate of Saddam Hussein and the Iraqis. Look at how much they served the americans/West like uber slaves and look at how the Iraqis were ultimately repaid. They killed over a million Iraqis, destroyed Iraq and hanged Saddam Hussein like a common criminal.
