American delegation arrives in Delhi to talk defence technology

The American inter-agency delegation, including officials from the State Department, Pentagon and the US Pacific Command, is headed by Assistant Secretary of State for Political-Military Affairs Puneet Talwar, who is on a four-day visit here.

He will hold talks on on regional and maritime security, defence trade, and new areas for strategic cooperation with senior officials from the External Affairs and Defence Ministry.

During his visit, Talwar will seek opportunities to further expand India-US security cooperation, including support for the Department of Defense's US-India Defence Trade and Technology Initiative.

According to sources, India has shortlisted five of the 17 hi-tech items of military hardware offered by the US for co-production and co-development under Defence Trade and Technology Initiative (DTTI), started under the UPA government.

Among the items that are under consideration is a long-range UAV that would be able to cover about 10,000 kms non-stop and would be in air for a longer duration of about 24 hours, sources said.

Obama is slated to visit India next month as the Chief Guest at Republic Day parade and sources said a number of Indo-US deals are likely to be sealed around that time.
During the visit, Talwar will also view US and Indian joint ventures in the defence sector in Hyderabad, deliver remarks at the Institute for Defence Studies and Analyses, and hold a roundtable discussion with the US-India Business Council, the US State Department said in a statement on Monday.

"In recent years, the US and India have significantly broadened our defence cooperation, as demonstrated by our increased bilateral dialogues, military exercises, and military personnel exchanges," the statement said.

Indian team in U.S. for defence technology talks
A Defence Ministry delegation is in the U.S. to discuss the entire range of cooperation under the Defence Technology and Trade Initiative (DTTI).

Nine working groups have been established under the initiative, which aims to promote co-development and co-production of military technologies for use by both countries. The latest group set up recently is on new naval systems, such as sonars and sonobuoys, which are of interest to India.

A six-member team headed by a Vice-Admiral from the Tri-Services Integrated Defence Staff (IDS), along with Service and Ministry members, has embarked on the three-day visit, a senior defence official said.

“This is a task force meeting and they will comprehensively discuss all issues under the DTTI,” he said.

However, India is still waiting for some clarity on appointments in the Pentagon. While the Indian side of the DTTI is co-chaired by A.K. Gupta, Secretary, Defence Production, the U.S. side is co-chaired by Frank Kendall, Under-Secretary for Acquisition, Technology and Logistics.

However, with the change in the administration, there is no clarity on appointments as yet.

The two Navies had signed the terms of reference at the first meeting of the new Naval Systems Joint Working Group in Washington DC on March 1.

Underwater surveillance

Underwater surveillance systems such as sonars and sonobuoys are of particular interest to India as it is augmenting its capabilities to keep track of the increasing Chinese naval presence in the Indian Ocean.

A senior official observed that some niche technologies with the U.S. can be accessed through the mechanism and various possibilities are being explored.

The naval cooperation is also in U.S. interests and the Chief of the U.S. Pacific Command (PACOM), Admiral Harry Harris, said early this year that “there is sharing of information regarding Chinese maritime movement in the Indian Ocean”.

US is offering very minor stuff in this DTTI
 
Non alignment policy is for weak to follow, India is not a weak country and should join the American camp, this will surely give us a freehand in matters related to atomic tests and building our military infrastructure and presence in the APAC. We should even join the ametican led patrols in the SCS.
