DHRUV CRASH UPDATE #9: Blackbox To Be Analysed By US Govt Dept

The blackbox of the Ecuadorian Dhruv helicopter that crashed on October 27 will be shipped to the US, where it will analysed by the Department for Aviation Safety, a part of the National Transportation Safety Board. The data will then be sent to HAL for a second analysis. The Accident Investigation Board has submitted a preliminary report to Ecuador's Defence Ministry, and will submit its final report by Jan-Feb 2010. Ecuador's government has apparently come under pressure to send the blackbox to a "neutral" agency in the US (ha!), instead of having it analysed first off by HAL, which in their view would constitute a conflict of interest.

Advance Light Helicopter (Dhruv) sold to Ecuadorian Air Force by HAL crashed in Quito during a military parade injuring two of its pilots, recently. Ecuadorian Air Force have successfully carried out several missions on Dhruv Helicopters in their difficult terrains. As per the reported statements, it appears that the Helicopter may have been manoeuvred excessively. The built-in safety features ensured that both the Pilots walked away without any major injuries after crash landing.

HAL has assured the Ecuadorian Government that HAL will meet all the contractual obligations and are committed to provide full support required by Ecuadorian Air Force. There have been no indications that existing potential customers have viewed this accident as a setback on Dhruv Helicopters’ capabilities.

In a big relief to Hindustan Aeronautics Limited, pilot error was found to have caused the crash of the defence PSU’s Advance Light Helicopter (ALH).

“Dhruv in Ecuador in October”, a probe conducted in the U.S. and India into the mishap has revealed.

The crash during a military parade on October 28 in the South American country, injuring two pilots, was considered a major setback to India’s efforts to market its indigenous helicopters overseas.

The Ecuadorian Air Force, which bought five Dhruv ALHs from the Bangalore-headquartered HAL, had grounded the entire fleet till the probe it ordered into the mishap was completed.

However, the probe findings have come as a big relief for HAL, which has identified South America as one of the key export markets for Dhruv.

The probe revealed “over-manoeuvre of the pilot” led to the crash. “The pilot had taken a very deep left turn.

Because he took the left turn, he went down in height and didn’t have sufficient time to recover and hit the ground”, a senior HAL official told PTI on condition of anonymity.

An Ecuadorian investigation team was at HAL last week, armed with an independent probe — conducted with the help of flight data recorder and cockpit voice recorder — that it had carried out in Washington.

“They had gone to the U.S. and did a neutral investigation there. They didn’t tell us the results. They came here and we did the probe. Then they (Ecquadorean team) told us whatever they did in Washington is exactly what the results we got here,” the official said here.


HAL can’t make the probe results public because it has a non-disclosure agreement with Ecuadorian Air Force, he said.

HAL's in-depth probe has revealed pilot error as the cause of the Advance Light Helicopter (ALH) "Dhruv's" crash in Ecuador in October.

The probe conducted by Hindustan Aeronautics Limited (HAL) in the US and India has come up as a great relief to the defence PSU.

The crash occurred on October 28 during an Ecuadorian Air Force military parade. The Dhruv helicopters were immediately grounded and an enquiry was ordered after the crash which led to the injury of two pilots.

The probe revealed "over-manoeuvre of the pilot" led to the crash. "The pilot had taken a very deep left turn and therefore he went down and didn't had sufficient time to recover," said to a senior HAL official, according to a PTI report.

The Ecuadorian Air Force has bought five Dhruv helicopters from HAL, which has identified South America as one of the key export markets for Dhruv.

According to HAL, it can't make the probe results public because it has a non-disclosure agreement with Ecuadorian Air Force.
