Alexander Mantytskiy, the Russian ambassador to Afghanistan, on Thursday confirmed Russia has ties with the Taliban, but said the relationship aimed to ensure the protection of Russia's political offices in Afghanistan.

He said that the U.S has failed to accomplish its counter-terrorism task in Afghanistan effectively and that Russia is deeply concerned about the expansion of terrorist groups such as Daesh in Afghanistan.

"We have ties with the Taliban to ensure the security of our political offices, consulates and the security of central Asia," he said.

He declared the Taliban a political faction and urged diplomacy with the group.

"Russia has always said that peace and national reconciliation was a need, so the process must move forward under the leadership and ownership of the Afghans," he added.

On Wednesday, NATO secretary general Jens Stoltenberg called on Russia to avoid interfering in Afghanistan's internal affairs. But Moscow hit out at NATO and said the NATO mission in Afghanistan has failed.

"The important thing is that we all support the Afghan unity government because that's the best way to support efforts to fight terrorism to stabilize Afghanistan and to support the unity of Afghanistan, and that's exactly what NATO is doing and NATO's partners are doing when we support Afghanistan through the Resolute Support Mission.

"And all outside actors should be helping the Afghan government and not interfering in Afghanistan by undermining the Afghan government," said Stoltenberg.

"Our concern is that Daesh not only threatens Afghanistan, but it is also a potent threat to central Asia, Pakistan, China, Iran, India and even Russia," said Mantytskiy.

He said ten countries including the U.S, Britain, Germany, Italy, Iran, Pakistan, China and Qatar enjoy ties with the Taliban.

1) Basically Russia thinks that Afg gov can not provide security Acknowledging Taliban as parallel government ?

2) So Russia , Iran anyone can have contacts with Taliban ? It is legal or we will see same Bashing Now as awarded to Pakistan ?

3) Kabul will blame Pakistan for this ?

The game plan of Mr. Putin is getting clearer. Simply put he wants a revenge to begin with. Now, the Russian folks know who can deliver. As for the US policy makers, get the hell out of Afganistan before it gets even more uglier for you...

This the reverse of the situation that existed 30+ years ago where US and Soviets were in opposite positions and Pakistan was the pivot. Pivot is the same but belligerents have arrived with different policy US wants to remain with Russia as the side that can do something in afghanistan which will change the fate of the region. If Pakistan Grants bases to Russia and allows Intelligence operatives to set up then the US is encircled and checkmated

Apparently, now Pakistan is being blamed for positioning the Taliban as a parallel government -- is the GHQ that clever? mmm I would doubt it.

Taliban are promising that they wont expand beyond Afghanistan border, thats why China and Russia are having talks with them.

mmm, that is a very good point -- on why the Russians would even own up to it -- I mean Pakistan is being blamed, why draw the fire away from Pakistan onto oneself.

I think Russia will make a deal with Taliban through Pakistan about restricting Taliban movement within Afganistan only..And also, Russia do not like NATO presence in Afganistan...Taliban is better than West in Afganistan for Russia...

Talibans don't have an agenda of expansion.. They didn't try when the ruled the country first time..Even though much hardcore at that time..

Russians are bluffing.

Taliban are telling the truth, i.e., Russian support is moral and political but not much else.

Russia put in considerable effort to help Trump win and now Putin is going to spoil it all? I don't think so.

P. S. Russia hacked both Trump and Hillary's campaign emails but released only Hillary's campaign emails. ;)
