Ansar Ghazwat-ul-Hind, an al Qaeda linked terror outfit operating in the Kashmir region, released an audio message last week featuring its chief and former Hizbul Mujahideen commander, Zakir Musa. Musa uses the message to paint a picture for the future of Ansar Ghazwat-ul-Hind’s jihad in the Kashmir–a jihad without ties to Pakistani guidance, with fighters sourced from throughout the region, and focused on the implementation of Sharia, or Islamic law, in Kashmir through terror. He also eulogizes the death of Ansar Ghazwat-ul-Hind’s deputy commander Rehan Khan.

The group’s Al-Hurr Media disseminated the audio message, which featured approximately fifteen minutes of Musa speaking over intermittent B-roll imagery and related videos. This is the first message from Ansar Ghazwat-ul-Hind since September of 2017, when they released a similar production also featuring remarks from Musa.

While Ansar Ghazwat-ul-Hind has not publicly sworn allegiance to al Qaeda or any of its leaders, evidence suggests that the outfit is closely tied to al Qaeda’s operations in South Asia. As FDD’s Long War Journal editor Thomas Joscelyn has pointed out before, “Ansar Ghazwat-ul-Hind released a threepage statement on Aug. 20th, 2017 emphasizing that it is ‘free from the influence of all’ intelligence agencies. The message was entirely consistent with the argument advanced by AQIS [Al Qaeda in the Indian Subcontinent] in its code of conduct,” which AQIS put out just two months prior.

Ansar Ghazwat-ul-Hind could very well be a part of al Qaeda’s consistent “image-laundering” efforts. Al Qaeda affiliates often rebrand, rename, or branch off into new groups entirely on a frequent enough basis to give those tracking their activities second pause. Ansar Ghazwat-ul-Hind is not currently listed as a foreign terrorist organization by the US State Department.

On the Future of the Kashmiri Jihad

According to local Kashmiri news outlets, Musa notes in his audio recording that “Many people from both India and Pakistan have joined [Ansar Ghazwat-ul-Hind]. We are stronger than ever. Our numbers have gone up. We will restart our operations soon.” These claims can not, of course, be verified. In fact, Zakir Musa and his Ansar Ghazwat-ul-Hind have been largely dormant for the last year. Not only have they not released messages or statements, their “jihad” doesn’t seem to be all that active in the region in ways of recruiting or attacks. The group has been responsible for few, if any, documented encounters with Indian or Pakistani forces in Kashmir.

Traditional groups like Jaish-e-Mohammed continue to make the most waves in the region’s ongoing struggle. Most recently exemplified by the bombing in Pulwama that killed dozens of Indian CRPF personnel.

Instead of praising these other regional terror groups, Musa uses the recording as an opportunity to praise the Afghan Taliban as an example of success to be followed. “The entire world united against the Jihad in Afghanistan. For 17 years, the mujahideen of Afghanistan had no protector besides Allah and today you see, how the Mujahideen and Shariyat has won. This victory was possible only when they freed their Jihad from the traitors who backstabbed Jihad, these Mujahideen are a source of inspiration for us.”

The emphasis on “traitors who backstabbed the Jihad” is an allusion to Musa’s clear disdain for the Pakistani intelligence agencies and those groups that are beholden to Pakistani support and guidance–groups like Lashkar-e-Taiba, Hizbul Mujahideen and Jaish-e-Mohammed in the Kashmir. *According to an exclusive translation of the recording obtained by FDD’s Long War Journal, Zakir Musa makes it clear he thinks Pakistan is holding the Kashmiri jihad hostage: “[The] Pakistani government and army are our primary enemies against jihad. They betray us mujahideen by pushing us to jihad and then claiming their control over us. The reality is that the Pakistani military is a slave of the Americans. But, they sometimes take the cover of mujahideen and fool the Kashmir jihadis. Beware! It is only Allah that gives us victory.” Musa also claims that “we are in the knowledge that many [Kashmir focused] movements are facing a crackdown from Pakistan and India.” He does not detail what the “crackdowns” entail.

Musa’s example of the Afghan Taliban as a jihadist group that is independent of Pakistani influence is curious. It is well documented that the Taliban receives significant support from the Pakistani state, and Musa is surely aware of this historical sponsorship. This inconsistency could suggest an underlying bitterness from Musa that Pakistan does not give Kashmiri jihadists the same latitude to fight India that is given to the Taliban in Afghanistan.

Additional statements in the recording demonstrate Musa’s attempts to draw the Kashmiri jihad away from the clutches of the Pakistani agenda. “My brothers, understand that when Pakistan was hurt by India last month, they went for all-out war against India, however, they have never felt the pain of Kashmiris. Why did not they fight India when our brothers and sisters were killed and raped?”

This type of condemnation of Pakistan is nothing new for Musa. He also called the Pakistani government “slaves to America” who have “betrayed” muslims in the Kashmir in his 2017 audio recording released by the same Al-Hurr Media arm.

In laying out his aims for followers of Ansar Ghazwat-ul-Hind, Musa emphasizes that jihad is the only path forward for the Kashmir region, and that success looks like nothing other than Sharia Law. “We have made a covenant with Allah that Kashmir will be ruled through Nizam-e-Mustafa [Sharia Law]. And that if we fail to implement the rule of Allah in our land our fate will be like those of the tribe of prophet lot.” He reiterates this later in his message by asking followers to reject elections, warning “Remember, to vote is to go against the divine law of Allah, to compromise your faith. Voting will make make you a participant in all non-Islamic decisions that oppressors decide upon in their parliaments in India and Kashmir.”

It’s yet to be seen whether Zakir Musa’s strain of jihad will resonate in the Kashmiri region as a viable alternative to the mainstay terror groups currently propped up by a Pakistan with continued interests in the unrest there.

Imagine where the Kashmiri struggle would have been if Pakistan had supported them:triniti:.

Who is stopping Pakistan to support Kashmiri struggle ? FATF ? Or Lack of Funds ? Or maybe it is the recent Indian response ?

All the above?

You people are damned idiots. India can't do shit to Pakistan, if Pakistan has stopped supporting Kashmiri freedom fighters militarily, it is out of our own choice and for the better economic future of Pakistan, not because India managed to pull off a half arse'd response for which they received a good *** whooping the very next day.

It is exactly this kind of chest thumping rhetoric based on lies by India, just so that they can boast and peak their shitty ego, on every decision of Pakistan that repels the Pakistan State and its people from taking full comprehensive action and supporting the action (i.e. removal of military support to freedom fighters in Kashmir).

The sooner India realizes that, and starts acting like a mature state which respects its neighbours and recognizes the ability and resolve of its neighbours, only then and only then can consensus be formed and peace usher in.

Get that through your thick heads.

All the above?
Non of them. The fundamental problem that began emerging in early 1990s was the question. Is the Kashmir struggle a -

  1. a ethno-nationalism or 'Kashmiri struggle'
  2. a Islamic struggle/jihad
By early 1990s it was slowly heading to No.2 and that was always going to cause problems. In the long run that would retard and arrest the Kashmiri cause. Reason is simple. The moment it went down No.2 India naturally conflated their war to US war on terror, Israeli victimhood at the hands of Islamic terorists and of course the dozen perfumations of Islamic groups across the globe in ME like Daesh, ISIS, North Africa and in Europe which has been hit by terrorism in cities like London, Paris etc.

That about killed the Kashmiri struggle most of the world western, Russia and China are in mood with these Islamists ummah discipiles. That mean't suddenly everybody sided with India and Kashmiri fighters became known as 'terrorists'. This mean't India could use the west to leverage FATF and UN to place pressure on Pakistan.

Bravo Ummah lovers ........

if Pakistan has stopped supporting Kashmiri freedom fighters militarily, it is out of our own choice and for the better economic future of Pakistan,
Is there any correlation between Pakistan's economic future and supporting Kashmiri freedom fighters ?

Didn't anyone in Pakistan thought of it before starting this mission which hampered your economic growth ?

Few interesting points in this opening post.

First they are linked to Al-qaida
They are not listed terrorist by USA
They have denounced Pakistan.
They want to renew Jihad? What do they even mean by renew Jihad.

My honest assessment is an audio tape released by RSS worker funded by RAW from Chennai.

It is better to understand and then respond.
