so you mean to say its Egyptian state failure to control that shitty area ? as pakistani failure in tribal area ?

It's more complicated than that. The area is very poor and there are very few opportunities there, unlike touristic south Sinai.
As long as the Beduins there were mostly dealing with smuggling into Israel Egypt had little motivation to confront them.
Moreover, those guys were the main route of smuggling weapons into Gaza, and despite the peace Egypt never had any interest to stop that. The result though was weapons in the hands of criminally disposed tribes in a pretty lawless area.
In recent years Al Quida and similar extremist ideologies sipped into the area, they were still in check until the start of the anti Mubarak revolution. They used the time when the millinery and police was weakest (not physically but politically) to try and establish a zone mostly under their control. The response at the time was not adequate. It worked because the police was called to Cairo and the cities near the canal to deal with the revolution, and so was the army.
Ever since Egypt is trying to deal with those tribes, but once the milk is out of the cow it's hard to put it back.
Once Al Quida ideologies got their opportunity to spread it's hard to uproot it (you probably know this better than me)

The original attacks occurred in three coordinated stages. They were carried out by 12 militants in four groups dispersed over an area 12 kilometers long. three militants spread out about 200 meters from one another, armed with suicide bomb vests, grenades, RPGs, and machine guns opened fire on an Egged passenger bus on line 392. According to eyewitnesses, a white car was following the bus, and a group of people dressed in military uniforms got out and opened fire. Around 13:30, not far from the first shooting incident, militants opened fire, including with an anti-tank missile, at a bus and private car on route 90, a desert road near the border with Jordan. According to medics, five people were killed in the attacks. Seven people were wounded when another private vehicle was hit by an anti-tank missile.
