That's not a valid argument, because almost every major GCC city started existence in similarly arid areas with low population density.And unlike the GCC, Pakistan will not need to 'import manpower' to Gwadar because there are plenty of entrepreneurial and hard working Pakistanis in every province who would be willing to relocate for work, as long as the government was able to provide security.

If the government planning folks had any imagination, they could leverage the strong ties to Gwadar, between GCC States such as Oman and the large Baloch diaspora in these States, into investment for residential schemes and other development projects that could support seasonal trips from the diaspora.
