ISLAMABAD: Pakistan Friday taking serious notice of the remarks of Indian Junior External Affairs Minister Shashi Tharoor regarding joint statement issued following meeting between the prime ministers of two countries in Sharm El-Sheikh said, such statements are inconsistent with diplomatic norms.

The Foreign Office spokesman Abdul Basit while commenting on India’s Minister of State for External Affairs Shashi Tharoor’s remarks about Pakistan, as reported in Indian media said “The insinuations made by Mr. Tharoor were unwarranted and inconsistent with diplomatic norms.”

The spokesman added that both sides should refrain from remarks that detract from the progress made in Sharm-El-Sheikh.
Pakistan reacts to Indian statement

He called Pakistan failed state and no dialogue , until Mumbai issue resolved. His statement issued from official desk, not a casual meeting with reporters.

I did review Shashi Tharoor's recent interviews & I don't see where he called Pakistan a 'failed state'. He did accuse Pakistan of destabilizing its neighbors, but that's it. I don't think he went beyond that.

Does anyone have a video where he calls Pakistan a 'failed state'?
