The U.S. military, whose shows of force in the Pacific have incensed Chinese leaders over the past year, will embrace a restrained response to a sweeping new ruling against Beijing’s claims in the South China Sea, current and former officials said Tuesday.

While U.S. officials reject Beijing’s attempts to assert its control over a vast swath of sea, they are equally eager to avoid confrontation with a rising military power that is a powerful actor in global commerce and finance.

“I would expect us to continue to do what we have been doing, which is calling for everybody involved in these disputes to work on solving them in a calm, rational order,” a defense official said, speaking on the condition of anonymity to discuss policy.

“And, yes, we’ve been pretty clear [about] the freedom to fly, sail and navigate in international waters and over international waters,” the official said. “That was true before the ruling and will be true after.”

The ruling from the Permanent Court of Arbitration in The Hague was seen as a victory for the Philippines, which brought the challenge, and other opponents of China’s increasingly assertive posture in disputed areas.


It’s not yet known what the ruling will mean for China’s race to build up islands in contested areas,which include the construction of ports, a runway, and structures that are believed to be satellite communications and for surveillance use.

Although China says its activities are defensive and backed by historic rights, the reclamation activities have raised alarm in countries across East Asia. Other nations, including Vietnam and Malaysia, also assert claims to areas that China contests.

In Washington, the Obama administration reacted cautiously, calling the ruling binding but seeking to avoid statements that would be seen as provocative to Beijing. China has warned repeatedly that it would not be bound by the ruling.



“I don’t think this spirals into total war between China and the United States,” said Dennis Blair, a former commander of U.S. forces in the Pacific who also served as director of national intelligence.

Officials also reaffirmed their right to continue the kind of maneuvers the U.S. military has conducted over the past year around the contested Spratly and Paracel islands.

In one incident this spring, China scrambled fighter jets when the USS William P. Lawrence, a U.S. guided-missile destroyer, sailed near Fiery Cross Reef. The United States has also flown surveillance flights over disputed areas.


Beijing has responded angrily to such actions, accusing Washington of threatening Chinese territory and personnel.

Blair said the Pentagon probably would continue what it calls its freedom of navigation operations, but it was unlikely to escalate those activities further, at least for now. “I think [the Obama administration has] enough sense to give China the rhetorical and diplomatic space to back off the ledge that they’ve gotten onto.”

White House official Daniel J. Kritenbrink, speaking in Washington on Tuesday, said the two countries had developed measures to help defuse tensions during air or sea encounters.

“Our military operations are not the key variable that has changed in the South China Sea over the past five years,” he said. “Rather, they have been the constant, just as they have been for decades and will continue to be going forward.”

Douglas H. Paal, a former White House and State Department official now at the Carnegie Endowment for International Peace, said China appeared to be taking a similarly cautious approach for now. He said Beijing’s response to the new ruling had so far been “calm and firm,” in line with repeated rejections of the court’s jurisdiction in recent weeks.

“They’re not hitting the panic button,” Paal said.

But Mira Rapp-Hooper, a scholar at the Center for a New American Security, said that the Hague court’s strong ruling in favor of the Philippines, which went beyond what most analysts had expected, increased the likelihood of a more threatening response from China.

“There will be particular worries that China may take destabilizing moves, such as declaring an [air defense identification zone] or attempting land reclamation at a new location like Scarborough Shoal,” she said. An air defense identification zone, or ADIZ, over the South China Sea would require aircraft to coordinate with Chinese aviation authorities while flying over that area.

“Anything along these lines would be deeply problematic and serve to turn China’s neighbors against it at an already tenuous time,” Rapp-Hooper said.

Such actions in turn could result in a more aggressive response from the United States and its allies in the region.

The Pentagon is also likely to continue to build up its military presence with new and old Asian alliessuch as the Philippines , a policy that has antagonized Beijing.

I find it interesting that Pak posters support China when it disregards the ruling and berate India when it does the same to the UN resolution on J&K .

China vows to protect South China Sea sovereignty after ruling

China vowed to take all necessary measures to protect its sovereignty in the South China Sea and said it had the right to set up an air defense zone, after rejecting an international tribunal's ruling that denied its claims in the region.

State media called the Permanent Court of Arbitration in the Hague a "puppet" of external forces, after it ruled that China had breached the Philippines' sovereign rights by endangering its ships and fishing and oil projects.

China has repeatedly blamed the United States for stirring up trouble in the South China Sea, where its territorial claims overlap in parts with Vietnam, the Philippines, Malaysia, Brunei and Taiwan.

"China will take all necessary measures to protect its territorial sovereignty and maritime rights and interests," the ruling Communist Party's official People's Daily said in a front page commentary on Wednesday.

The Pakistani Foreign Ministry added that it respects the declaration China made in 2006 under UNCLOS not to involve a third party to resolve disputes over maritime delimitation.

The Thai Foreign Ministry, in a statement, also cited the DOC, saying that disputes in the South China Sea should be addressed on the basis of mutual trust to reflect the nature of the long-standing ASEAN-China relations.

Saeed al-Lawindi, a political researcher and expert of international relations at Cairo-based Al-Ahram Center for Political and Strategic Studies, pointed out that the award is completely biased and could result in serious conflict in the region.

Tom Zwart, a professor of law at Utrecht University in the Netherlands, told Xinhua that the award will not resolve any issue in the region because the tribunal lacked jurisdiction in its ruling.

"From the outset, critics like me said that it would be very difficult to avoid sovereignty issues" when handling the Philippines' claims, said the professor.

What is more funny is that you think Philipines actually did this on their own accord. What does philipine have to gain by starting a one sided tribunal proceedings against china. Americans expected the entire world to rally behind the decision to maintain their hegemony but got bitch slapped instead. You should see reaction of some Americans on PDF to this rulling then you will understand the situation.

Also did Pakistan order a one sided tribunal to make their claim of J&K legitmate? The answer is no because under UN article 298 a forced arbitration is null and void hence both parties need to agree to the tribunal or decision.

Exactly so. In the end, national interests prevail. And national interests are to be protected by yourself/ourselves; it cannot be outsourced.

Obama is totally incompetent except his "Yes, we can" brag. US' two AC even didn't dare to enter into SCS, while burning millions of tax payer's money everyday. this is a joke to humiliate itself.

He is goner. Besides, he has drawn so many red lines on the Syrian sand that people lost count. Perhaps he thinks there is no need to add one more line on the SCS waters.

China crafted much of the charter, pushed for it to be passed in the U.N, and was the first signatory, plus even ratified it in1996. Does that make you now feel stupid for your ill informed one liner about us?

It has been very obvious to those who are involved in the case that there has always been a US hand behind the PH. Without US encouragement, not in this world would the PH dare to take China head on.

Remember the new PH president's blunt questioning directed at President Obama -- whether the US would stand by the PH if Manila 'enforced' the Court decision?

Some even argue that the US paid for the PH court expenses under the table.

After you've finished playing dick tracy and finding out who paid whom, keep one thing in mind- it is the law of sea and the courts/tribunal you pushed to create in the UN - came back and said you broke the law. It does not matter if US did or did not push PH or any plaintiff to submit a complaint. U.S had no involvement with the verdict against you.

According to Article 298 of UN Charter no forcefull arbitration is valid unless both parties agree to it. That alone makes the entire issue null and void.

Considering the butt hurt of Americans after the ruling and response of china it certainly does look like Americans are behind it. Philipines didnt challenge china as a matter f fact both had agreed to bilateral talks to solve the issues. It is under the blessing US that philipines has gone ahead otherwise we havnt seen any SCS nation following suit.

If cant read between the lines the dont qute me again with your stupidity. I dont bear ignorant and stupid retards nicely.
